If Armenia fails Madrid principles it will finally turn the whole world against yourself

«Thanks to the successful and purposeful work of the Azerbaijani diplomacy over the past 15 years made sure that the world is finally a consensus on the fundamental formula of the solution of the Armenian-Azerbaijani conflict. Today, virtually no country in the world, with the exception of Armenia, no international organization, not a single credible politician no doubt that the conflict will be resolved only within the framework of the Helsinki Final Act 1975, as clearly stated in the preamble to the published details of the Madrid principles. And the validity of this position is no one, except; again, only besides of Armenia, is not in doubt».

The member of the executive committee of the Azerbaijani community of Nagorno-Karabakh Eyvaz Huseynov told about this. He further noted: «Helsinki Document, as is known, provides for the inadmissibility of aggression, the inviolability of state borders, the principle of territorial integrity, and only then, that is after compliance with all of these principles, the possibility for the peoples and national minorities of their own destiny, determine its own specific way of life and solve their national-cultural issues in the framework of territorial integrity and in accordance with the Constitution of the State.

Helsinki principles do not allow self-determination of national minorities by separation from the state. Rather, they require that people seeking self-determination to respect the fundamental principles of international law, including on the principle of territorial integrity of their states, as required by Article VIII of the document. Madrid offers a time and proceeds from the Helsinki Act and is based strictly on his principles. Therefore, the Azerbaijani community of Nagorno-Karabakh fully supports the position of the state.

As is known, first five areas will be released, then after 5 years for another two. Seven areas are not even a subject of debate, no matter how tried to Armenia to focus the conversation on them and divert attention from the Nagorno-Karabakh. Conflicts resolution is not «Agdam-Fizuli», but «Nagorno-Karabakh», and therefore the release of seven districts is a matter of time, rather than a series of «to be or not to be».

Along with residents of the seven areas, our community, despite the irresponsible statements of some of Armenian politicians, will return to its native land in the Nagorno-Karabakh. This region is birthplace of not only of Armenians but also ours. If the Armenian refugees from Azerbaijan would declare their desire to return to Azerbaijan, Armenia would pave the way for the repatriation of the Azerbaijani refugees in Armenia. However, our return to Nagorno-Karabakh has nothing to do with the issue of Armenian refugees from Azerbaijan and the Azeri refugees from Armenia. These are different processes, as well as refugees and internally displaced people – different categories.

Armenian troops would withdraw not only from the seven districts, but also from the Nagorno-Karabakh, which would be demilitarized. Of course, the cohabitation of the two communities – our and Armenian – will be possible only after the demilitarization of the Armenian community. We will return without a weapon, so the Armenian community at the time of our return will need to demilitarize our common homeland. Otherwise imbalance safety of one of a community will be formed.

Nagorno-Karabakh will be granted with temporary status for the period of the peace process, but formally it will remain part of Azerbaijan. We will go back to our state, rather than indefinitely. Since we are displaced, our return will not mean a move from one country to another, i.e. the return to a homeland state border of Azerbaijan, our community will not move. Consequently, the temporary status of Nagorno-Karabakh will not involve its formal derivation from Azerbaijan.
Thus, the territorial integrity of Azerbaijan will be gradually restored, and the foreign occupation will be over. And at the very end, at the very last stage our two communities will begin to talk about possible options for the final status of the area in accordance with the Helsinki Act and the Constitution of Azerbaijan. Output Options of Nagorno-Karabakh from Azerbaijan referendum will not be provided. Let no one does have hopes for it in Yerevan. That will not happen. That is the essence of the Madrid principles – in respect for the territorial integrity and self-realization of bi-population areas, based on the Helsinki Act.
We expect the adoption of basic principles of Armenia. If it rejects them, it would effectively mean the failure of the negotiation process. It is unlikely that after this world imbued with greater sympathy for Armenia. Regarding to it, in particular, intermediaries are unlikely to improve. Disrupt the negotiations; Armenia will finally turn the whole world against him. And for the failure of negotiations and a manifestation non-constructivism, are in fact punished, not rewarded. There is no doubt that in the case of Armenia «fill up» Madrid Principles, the following brokers will be even worse for it. By that time, money box of international resolutions supporting the territorial integrity of Azerbaijan will further be reinforced. By the way, on the order there is another discussion in the UN General Assembly. Changing History of Armenia could not and did not succeed in the future. It lost «Miatsum», as Germany lost the «Anschluss».

In this regard, it is deplored the irresponsible statements of some of Armenian politicians, who have no relation to the negotiation process. In particular, the MP neighbor state Naira Zohrabyan stated that «Armenia will never agree with any decision of the Karabakh issue, which is not to be awarded approval by the people of Nagorno-Karabakh». I would like to remind this deputy and the rest of the Armenian MPs that they may not have to worry for the people of Nagorno-Karabakh, because we ourselves will solve their problems. We, as part of the population of Nagorno-Karabakh, the indigenous people of Karabakh, oppose separatism and keeping the future of our native land with Azerbaijan. When Zohrabyan says that «non-recognition self-determined state does not deprive the rights of its people», it overlooks one small fact: the legitimate self-determination and violent separatism – are two different things. Self-determination – a legitimate process, involving action in accordance with the law. And when the process goes beyond the law and becomes unconstitutional, violent form is accompanied by foreign aggression, self-determination soon turns into separatism.
Proclamation of the Nagorno-Karabakh, the so-called «Republic» – this is the usual separatism, and it has nothing to do with self-determination. It happened in violation of federal and republican laws, and it is not surprising that our community in the booth did not participate. Madame Zohrabyan has chosen the wrong word. «Nagorno-Karabakh» – not self-determined state, and the secessionist entity, as rightly noted in the annual report of the U.S. State Department, which was welcomed by our community. We advocate self-determination under the Helsinki Act and are against the violent separatism.

If the Armenian MPs really worried about the fate of the people of Nagorno-Karabakh, after meeting with Bako Sahakian, the leader of the Armenian community, she would meet with leaders and other equivalent communities, that is- with us. And because she has ignored us, she remains uninterested in the fate of the people of Nagorno-Karabakh. Therefore, Karabakh does not need for such defenders».
