National Heroes of Azerbaijan

 

Fearless Police Captain

 

He was just now executed, rather would be executed 50 years, and he died 21 year ago when he was still 29-year-old young, strong, handsome man, complete of internal energy, cheerfulness, force and fearlessness.

Eldar Abdullah oglu Tagizade was born on September 6, 1963 in the capital of Azerbaijan – Baku, in an intelligent family. Having got a secondary education at the 164th high school of the Nasimi district, he entered in biological faculty of the Baku State University which ended in 1985 with the honors diploma.

Working at the Institute of Botany of National Academy of Sciences, Eldar at the same time tightly cooperated with department of criminal investigation department of the Sabail District Department of Internal Affairs. To guard safety of the fellow citizens, to fight criminal crime was Eldar’s long dream. And this desire was carried out in 1988: E.Tagizade was employed in law-enforcement bodies. A year later, he was directed on the high courses of professional development on criminal investigation department in the city of Sverdlovsk of Russia. Having successfully completed these courses, lieutenant E.Tagizada was appointed to a position of the operational authorized Sabail District Department of Internal Affairs. In subsequent he is advanced to more responsible position in department of the international relations of the Ministry of Internal Affairs of the republic (MIA). Activities of this department acquired at that time the big significance because notorious “Armenian movement” for rejection of Nagorno-Karabakh then gradually developed into open war of Armenia against Azerbaijan.

As duty E.Tagizade was often sent to zones of operations and took an active part in release of the Azerbaijani military personnel taken by Armenians prisoner, in an exchange of hostages’ citizens of Azerbaijan. He permanently valued reputation of national police and with honor fulfilled the official duty. Considering Eldar’s personal and business qualities, soon to him appropriated a rank of the police captain, and he was appointed to a position of the deputy head of Department on Fight Against Terrorism and Banditry of the MIA. The courageous and fearless police officer actively participated in operations on neutralization of the armed Armenian gangster formations.

One of the most dangerous Armenian murderers, whose criminal action delivered serious physical damage to the Azerbaijani side, there was an executioner by “Shaka” nickname. It was necessary to neutralize “Shaka” and his gang. For this purpose at the beginning of June, 1992 to E.Tagizade was again sent to Karabakh where began to direct operation on neutralization of the called gang. Eldar’s group revealed and surrounded the house where “Shaka” bandit hid. He suggested the bandit to give up, but in response to that opened fire on police officers. For preventing of losses in the group, E.Tagizade, having thrown himself under real danger, selected a right moment and entered into the building where the criminal was covered.

Having seen that Eldar is unarmed, “Shaka” murderer shot directly at a breast of the fearless son of the Azerbaijani people. The courageous captain had fallen heroic death…

Eldar was family, two children remained orphans…

On September 3, 1992, Eldar Abdullah oglu Tagizade was posthumously conferred the honorary title of the National Hero of Azerbaijan by the decree of the President of Azerbaijan.

The ash of the hero lies in the Alley of Martyrs in Baku. 164th city school, where Eldar studied, and one of city streets bear his name.

Armenian mass media write about the disgrace of their country

“The fig leaf covering Armenia’s disgrace”

 

The ruling coalition rushed all in one to justify the defeat and humiliation of Serj Sargsyan and Armenia, members of the parliament being “on duty” from the Republican Party of Armenia were ready to justify anything, including Arthur Baghdasaryan, who takes the most humiliating statements, and trying to cover up the shame with a fig leaf.

 

Who and what do we prove? It’s better to be silent than make excuses, better be honest and admit we have been humiliated, cheated as boys and were pulled up by our ears and not allowed to try what we had been preparing for the last 3,5 years and now being forced to swallow saliva.

 

So, let’s at least take this humiliation with dignity, in silence, pretending that nothing has happened. Anyways, September the 3rd will remain as a day of national disgrace in the history. And those who made that decision will have to justify themselves for years to come, alike the Dashnaks who have to justify themselves for the history of the First Republic.

 

In any other country such a shame and disgrace would have caused a rise of the national dignity. However, in Armenia all easily resigned to disgrace and even began to enjoy it. Not a single person in power resigned, no one said anything that would not recognize the decision, which was forced upon them. Apparently, it is not new for the Armenian elite to be forced to do something. And its “partners” are well aware of it.

 

It’s not just that we were not given a chance to sign an agreement with the European Union or not even the fact that we have been forced into the non-existent Eurasian Union. The thing is that we have been treated with humiliation, insult, being shown what would be our membership in the union. Qaddafi’s end came when his last minutes were shown on the television and not when his army was defeated.

 

Let’s declare mourning for our national dignity, for the Third Republic and the national “elite”. Maybe mourning will help us overcome the unpleasant feeling of being disgusted.

 

“Courage was only left for Galust Saakyan”

 

Today, the Parliament will have a discussion on Armenia’s entry into the Customs Union with the participation of Foreign Minister Edward Nalbandyan.

 

The reason for the discussion to be closed is known – Edward Nalbandyan will have to tell the members of parliament that Serj Sargsyan faced the fact that nothing good is expected from the Customs Union and that everyone regrets of the failure of European policy, however nobody dears “to speak to the Russian tsar”. Many MPs will simply understand that, each of them in the soul will admit the fact of decision making under pressure and accept the humiliation as a political category.

 

Yesterday Armenian MPs demonstrated all the glitz and wretchedness of the Armenian political realm. Some said that Serj Sargsyan consulted with them, others argued that he should not have consulted at all, others demanded explanations, but no one demanded any resignation. Although the resignation of the Minister of Foreign Affairs would have been most appropriate in this case as when the Minister has been preparing documents for the entry into a particular union for the last 3,5 years, but the country entered into another union, then that minister has nothing left to do.

 

It was a pitiful sight to see the MPs yesterday as it turned out that there was nobody interested in their opinion, which, in fact, never existed. Only Galust Saakyan, “had enough courage” to name the adviser to the Russian Tsar as an upstart.

 

Perhaps the simplest position in this case would be of “Prosperous Armenia”. If it continues criticizing Serj Sargsyan then it may have had to deal with Moscow. Therefore, it is better not to criticize, but join the coalition and include its name in the history of national disgrace.

 

There is still a chance to expect that in one of the closed hearings the oppositional MPs would push Nalbandyan to the wall. But that would be left unnoticed as the session will be conducted behind closed doors. All MPs will leave the session being “introduced” to the topic and would have nothing to do, but sagely declaring that there was no alternative and “they have been told that it would end like that”. More than that, it is unlikely that Nalbandyan would tell them something significant.

Characteristics of Armenians by their compatriots and contemporaries

(beginning in the previous issues)

 

At the end of XIX century Russian General N.Dubrovin noted: “Being under subordination of various states and spread all over the globe, Armenian tribe had lost its common features under the influence of various climate, lifestyle and activity”. This expression confirms that for a long period of time interrelations of Armenians in Republic of Armenia and Armenian Diaspora undergo deep crisis. Many centuries of “separation” led to creation of almost insurmountable “Chinese wall” between them. Such situation resembles recent problems of western and eastern Germans united in a single FRG, when after first few weeks of euphoria, both started to comprehend based on their own experience what is the “soviet mentality” and how it may influence to members of any nation.

That is why “money sacks” of Armenian Diaspora, seized by “nationalistic” feelings may render “humanitarian aid” to their compatriots in Republic of Armenia. But investments will be made to sphere where the payoff is possible, because tribal feelings are good but they do not bring dividends. That is why considerations of writer and linguist Ervand Azatyan, cited above are not groundless. The fact is, that the Diaspora was formed starting from IV century. Armenians themselves give information describing allocation of Armenians through various periods of the history. Naturally, such disperse allocation could not and did not create a single mentality, and sometimes self-identification, despite of preserving of religious, linguistic, cultural and ethnic community. This is quite understandable and logical: living for centuries in various countries, under various conditions Armenians were the subject of various influences. And when they succeeded to join together, the rule of “attraction-repulsion” came into the force. At the same time, there were conditions for their influence to various important spheres of life and activity in countries of their location. However, this caused unambiguous reaction. Thus, characterizing nations of Caucasus, the Russian philosopher N.S.Trubetskoy wrote in 1925: “Putting stake on Armenians would be a mistake. Being powerful economically, keeping in their hands the governing by a whole economic life in Caucasus, they have at the same time all features of nation-parasite and slave and gain common antipathy, which reach almost to hatred in its neighbors”.

The same was noted by M.O.Menshikov at the start of XX century: “Armenians gradually turn into hosts of Caucasus, capturing lands, capitals, fields, trade and almost commanding influence onto local administration. When peaceful occupation of Caucasus by Armenians will be completed, do agree that this will significantly move Armenian patriots toward their final goal”.

Namely this happened in 1918, when Armenians created Armenian statehood in area of Caucasus there previously was no Armenian statehood, which lost its statehood in IV, and then in XI centuries in Minor Asia.

Consequently, if the major reason of “duality” of Armenians consists in centuries of absence of their own statehood and migration from West (from Europe) to East (to Caucasus), which led to development of Diaspora, then their settlement on any territory leads to accumulation of economic levers in their hands.

Thus, definition “various nations” in respect of Armenians has centuries-long history. And this is noted by Armenians themselves. Thus, in the North Caucasus there was noted the internal tension related to mass migration of Armenians from Caucasus Armenia to Stavropol: “As a result of a large number of entrants the tension is emerged within Armenian Diaspora between representatives of “old” and “new” parts and also between representatives of various regions. Such situation is observed in Stavropol, Budennovsk, Pyatogorsk, Kislovodsk, Georgievsk, settlements of Kursk and Predgorniy regions”. The attention must be drawn also to attitude of Ottoman Turks to “their own” Armenians. During Russian-Ottoman war through 1877-1878, when Russian army was in eastern part of Minor Asia, Russian General I.G.Amilokhvari paid attention to position of Armenians under Ottoman rule: “Up to now I used to hear from all sides and read in all our newspapers, that Turks severely oppress Armenians and brought them to poor plight. But, immediately after we cross the border, the first village, populated by Christians to our extreme surprise, makes us doubt in correctness of such ordinary attitude we have to Turks. In fact, inhabitants here have not such oppressed appearance as we expected. Women do not hide here, as our Armenians do. They are cheerful, communicative and well-dressed. Arable farming and cattle-breeding are in a huge amount, lands are vast. In other words, the life is free and not oppressed”.

R.N.Ivanov, who gives this citation in his book, decided it necessary to comment it: “General Amilokhvari noted with wonder that on territory of Turkish Armenia the Armenian population is less oppressed than in Irevan province. In economical and cultural sense Turkish Armenians, according to his opinion, even dominate over local Kurds and Turks”.

“SOS-Sarsang”

The International community has to prevent the forthcoming calamity

 

Not that much time has passed since the September 7 international conference by the Association for Civil Society Development in Azerbaijan on ‘Sarsang – Preventing a Humanitarian Calamity’ held in the town of Terter.

It should be noted that holding such a big event in the above provincial town was not accidental. In fact, the conference itself was dedicated to finding the ways to prevent emergency at Sarsang reservoir, which is located on the occupied territories of Azerbaijan, and it’s currently in deplorable state threatening 400,000 people living in the area. The river Tartar, which flows through the territory of the same district, feeds the reservoir.

 

The idea of this project belongs to the head of the Association, member of the parliament Elkhan Suleymanov, who disclosed the motivation for the project to the audience. Suleymanov mentioned that due to the fact of occupation and lack of maintenance for more than twenty years the technical facilities of Sarsang reservoir dilapidated and are in critical conditions. For this reason, the probability of destruction of the reservoir as a result of a natural disaster, technical failure or premeditated sabotage from the Armenian side is quite high and nowadays Sarsang reservoir has become a source of a big economic, environmental and physical threat for Azerbaijan and its citizens – more than 400,000 people in the country have become hostages of a potential humanitarian disaster. This threat is gradually growing and becoming more real. The real threat of the reservoir was the reason to launch the project.

 

According to Suleymanov, the main goal of the project is to attract the international attention to the impending humanitarian catastrophe and do all what is possible to prevent it. He said that the Presidential Committee of the Parliamentary Assembly of the Council of Europe (PACE) approved a draft resolution on Sarsang reservoir after Azerbaijan’s application to address the issue.

 

Suleymanov said that since the beginning of the aggression by Armenia, the latter constantly misused the reservoir to cause different types of damage to Azerbaijan. This would justify the next goal of the project to force Armenia with the assistance of international organizations to render the control over the reservoir and its irrigation system in accordance with the international resolutions.

Prior to the so-called “Armenian movement” for the separation of Nagorno-Karabakh (NK) from Azerbaijan, the waters of Sarsang reservoir served for the irrigation of fields of the seven districts located on the plains of the country. However, after the Armenian occupation those areas on the line of contact have been deprived of the use of waters from the reservoir.

 

Suleymanov mentioned that on the other hand, Armenia as an occupant country releases water from Sarsang reservoir in winter causing floods and damages to infrastructure on the lowland. Armenians block water from the reservoir in summer, when people in the lowland need it most for the agriculture. As a consequence of this, it has become a problem to irrigate fields in Azerbaijan, damages are inflicted to vegetation led to irreversible changes in the biological structure of soil in the region causing serious environmental tensions. As a result the agriculture of Azerbaijan and the citizens of the republic have suffered of huge damages over past 20-22 years. In spite of the situation, this issue had not been raised before the international organizations for a long time. Therefore, ACSDA has come forward filling in the gap and starting to implement such a large project.

 

The MP also touched upon the latest political trick the Armenian side has tried to use, ” Like it or not, but feeling that they would meet the pressure from the PACE, Armenia while being an occupant country, resorted to a new trick, doing it most likely with the support of international organizations and “suggesting” a crafty idea of sharing Sarsang reservoir. Thus, it is being presented as a part of a project on the preparation of the civilian population from both sides for the peace. Such a trick from an aggressor is aimed at forming an international public opinion of an allegedly non-constructive position of Azerbaijan and smearing the international image of our country. Doing this, Armenia is trying to demonstrate itself as a peaceful nation while still keeping our lands under occupation”.

 

Head of the Executive Power of Tartar District Jeyhun Jafarov spoke about a major damage done to the area as a result of the ongoing Armenian occupation of Sarsang reservoir. Thus, the economy of the region, once irrigated with the water from the reservoir, is almost completely deprived of water in summer time, while in winter, due to the excessive release of it, the region is getting flooded causing serious environmental problems. The head of the executive committee thanked the organizers, managers and executives of the very important project, as well as participants of the conference.

 

Reports by Doctor of Political Sciences Ramiz Sevdimaliyev on “International Legal Aspects of the Risks and Consequences Created by Sarsang Reservoir”, Doctor of Economics Chingiz Ismayilov on “Influence of Sarsang Reservoir on the Economy of Lowland Karabakh”, Project Coordinator Samir Isayev on “The Harmful Effects of Unregulated Maintenance of Sarsang Reservoir on the Environment”, Chief of the Office of Infrastructure Development of the Ministry of Emergency Situations Tariel Huseynov on “Possible Consequences of the Expected Failure of Sarsang Reservoir”, Doctor of Law Kamil Salimov on “Experience of Preventing Humanitarian Disasters and Their Consequences in the World – Legal Aspects” were delivered at the conference.

 

A former member of the German Bundestag Hakki Keskin said in his speech, “The problem of Sarsang Reservoir should seriously disturb the international community. There is a real danger of a man-made failure or an Armenian sabotage threatening to cause a major damage to a large part of the territory of Azerbaijan and its population. It is necessary to create an international commission to verify and investigate the status of Sarsang Reservoir bringing it to the attention of the international community. After that it will be possible to take required steps. An accident seems to be real at every moment and it would lead to a massive death of people and have an ecological crisis with a new humanitarian catastrophe in the region. Right now the life of approximately 400,000 people is under a real danger because of the existing situation in Sarsang Reservoir. Despite this, the Armenian side ignores all international documents, including resolutions adopted by the UN, European Union, European and German Parliaments. This is an unacceptable situation. Thus, by all means, Armenia should unconditionally liberate Azerbaijani lands, including Sarsang Reservoir”.

 

Former member of the Greek Parliament Spyridon Kouvelis, Chairman of the Azerbaijani-Finnish Parliamentary Friendship Group and a member of the Finnish Parliament Eero Lehti, PhD in Political Sciences Sergey Markov were also amongst reporters at the event.

 

The unified opinion of all speakers at the conference has had a common thought – the international community must prevent the forthcoming humanitarian disaster related to Sarsang reservoir!
