The Republican Commission on International Humanitarian Aid was established by order No. 144 of the AR President dated January 15, 1995.
Based on the “State program for the improvement of living conditions of refuges and IDPs and increase of employment rate among them”, approved by order No. 298 of the AR President dated July 1, 2004, the activity of international and local humanitarian organizations and the organizations of development functioning in our country founded by them, is coordinated by the Republican Commission for International Humanitarian Aid and carried out through the department for Refugee and IDP problems, migration and work with international organizations of the AR Cabinet of Ministers.
Chairman of this Commission is deputy Prime Minister, Mr. Ali Hasanov.
To realize the urgent measures for state registration of these organizations, as well as solution of visa, taxation and other problems, the improvement of living conditions of more than one million refugees and IDPs, including the needy population and solution of their social problems, the Commission together with international and local humanitarian organizations and organizations of development formed by them carries out of the analyses and discussions, provides definition of priorities and realization of urgent measures in this area.
At the same time, the Commission coordinates the realization of the projects aimed at providing the population of indicated categories with food, nonfood products and shelters, as well as opening of workplaces for the population to raise their living standard; supports the long-term steady economic, and social development of the democratic civil society in order to settle the problems of public health services and reduce poverty.
The questions of infrastructure normalization, coordination of social development, registration of humanitarian cargoes arriving in the country without taxation and customs duties, their delivery to a destination point, construction of settlements and restoration of houses in the territories released from the occupation, implementation of the repatriation projects, rehabilitation, development and some other questions are controlled by a common center in interaction with the Ministries of Foreign Affairs; Economic Development; Internal Affairs; National Security; Finance; Labor and Social Protection of the Population; Culture; Education; Health; Youth, Sports and Tourism; State Fund of Social Protection; National bank; International bank; State committee for refugee and IDP issues; State Customs Committee; State Committee on Statistics; Restoration Agency; Fund of Social Development of IDPs; city and regional executive authorities and other corresponding state and municipal bodies.
The above-mentioned problems and questions connected with other projects, as well as development programs are regularly and comprehensively discussed by the Commission with the participation of heads and representatives of foreign embassies in Azerbaijan, international monetary structures, donor-countries, international and local humanitarian organizations and the organizations of development founded by them, and corresponding decisions are passed.
The projects to be realized by the international and local humanitarian organizations functioning in Azerbaijan and the organizations of development founded by them, and also the territories where these projects will be realized are beforehand coordinated with the Commission and corresponding state bodies; the scheduled projects are previously and comprehensively analyzed and their forthcoming outcomes are defined during the meetings with heads of these organizations in monthly sessions and seminar-meetings.
At the end of each quarter and year, international and local humanitarian organizations and the organizations of development founded by them submit reports on international humanitarian aid to the Republican Commission in the corresponding form.
Based on the decree of the AR President dated 3 December, 2004 “On social insurance” meaning the inclusion of annexes and alternations to the Law of the Azerbaijan Republic and decree No.256 of the AR President dated 6 June, 2005, the organizations of development (employers) founded by the international humanitarian organizations, the activity of which is financed by donor-countries, organizations and private companies, are released from paying the obligatory state insurance added to the wage fund formed out of the means allocated within the limits of humanitarian programs (during the term of execution of the “State program on improvement of conditions of refugees and IDPs and increase of employment rate among them” approved by order No. 298 of the AR President dated 1 July, 2004).
Note: With the purpose of coordination of all these issues from a joint center, it is expedient to address all appeals concerning this sphere to deputy Prime Minister of the Azerbaijan Republic, chairman of the Republican Commission on International Humanitarian Aid, Mr. Ali Hasanov.
