Is it possible to reach an understanding with the Armenians?
Rouse Route Seminar of NATO PA in Baku unlike the canceled Exercise Cooperative Best Effort-2004 of the organization, took place.
The information on Seminar is placed in separate article of the edition. Hereby, we would like to touch upon another aspect concerned with the event. Readers can probably remember from the article published in the 6th edition “What and why do we protest for?, where we spoke about reasons of cancellation of the NATO Exercise in Baku due to nonparticipation of the Armenian militaries. There we have tried to substantiate the truth of protesting against the arrival of the Armenian officers. We keep this stand once again, we are right – there is no place for the Armenian officers who massacred thousands of our guiltless compatriots while not taking into consideration those material, moral and spiritual damages caused to us. In fact, such situation must have been thought in advance by the organizers so, perhaps, it would be feasible to avoid cancellation.
The next NATO event in Baku was Rouse-Route which we spoke about. The Armenians represented by members of the Armenian parliament Mgerya Shakhgeldyan and Alexander Karapetyan were invited to the event. Despite public protests in the country the leadership of the Republic and NATO gave their permission to the arrival. Azerbaijani officials explained their permission stating that the Armenian parliament members are not militaries but “civilians”. However, the Armenians did not come to the capital of Azerbaijan. Why?
Prior to the answer readers must be informed about some facts of “peace loving” nature of the Armenian parliament members, particularly of those two. According to the data provided by the Chair of International Strategic Center of investigation “Bank-Information” Rovshan Novruzoghlu, first of all, during last parliament elections 79 nominees promised to voters in their election campaign that they would do their best to annex Karabakh and even Nakhchivan to Armenia. Then, 36 per cent of Armenian parliament members took part in the Karabakh war. Three of them were fighting in the 366 motor rifle regiment and took direct part in the Khojaly massacre. 9 parliament members were awarded with “Golden cross” order for their participation in the war. Moreover, the Armenian parliament members who were deemed to come to Rouse-Rout Seminar, are murderers of the Azerbaijanis as well. For instance, M. Shakhgeldyan while being a member of “Group of 18” took part in occupation of Lachin and Shusha in 1992-1994. At the same time A. Karapetyan took part in occupation of Fuzuli and Jabrail and was awarded with “Golden cross”.
So, why the former gangsters did not come to Baku? Perhaps they were ashamed to come to presence of those whose relatives they so brutally killed couple of days ago? No, definitely, it is clear to humanity that the feeling of shame is not inherent to the Armenian character. They might have been afraid of being retaliated for their deeds? This seems to be possible! The Armenian cowardice is obvious to everyone from the earliest times. Hereby, the words by Pushkin come to mind: “ You are a coward, you are a slave, you are Armenian!” The thing that they could occupy with the assistance of their protectors 20 per cent of Azerbaijan’s territory does not mean that they are brave or pugnacious. Armenians were concerned for their own skin in spite of guarantees for safety given by the Azerbaijani leadership and organizers of the event.
However, the most important reason for nonparticipation of the Armenian parliament members is something else. They wanted to spoil relations between NATO and Azerbaijan, create obstacles on the way of Azerbaijan’s future membership in NATO. They wanted to hamper the event. But, it is known their vile wish has not been realized. Seminar was fully conducted in accordance with its programme. Armenian refusal to arrive caused bewilderment of the participants. Particularly, NATO PA General Secretary Saymon Lann stated, that the Seminar participants are totally satisfied with those facilities provided to them and that there is no threat to life of anyone so that the Armenian nonparticipation can not be justified and must be assessed as disregard to this international organization.
Thus, the next Armenian vulgarity, malfeasance is one more prove of their perfidy. At the same time international organizations reiterate: reach an understanding with them. Is it possible?

THE RUSSIANS ABOUT THE ARMENIANS

The last Russo-Turkish war and its political results which were reflected in the Berlin treaty concerning the Turkish “Christians” were extremely inciting for the Transcaucasus, and especially for the Armenians. It was not out of the blue. It was much before the war when Germany had shown its interest to the Near East where Moltke worked while being a young officer. An article of the Berlin treaty about the Turkish Christians was the first step of Germany on the way towards Baghdad. From the other side, it was an erupted volcano threatening the European world, particularly Russian affairs in the Near East. It must be stated that for last thirty years Germany has been brewing the issue of the Armenian separatism in the Transcaucasus. There are many Armenian groups in Germany. There are active contacts between Tiflis, Berlin, Munich and our Baltic Pan-Germanists. The Finnish demagogues are involved into these contacts as well. The German officers of the General Staff while being disguised as archeologists, hunt fans and tourists visit the Transcaucasus. In fact, those of Armenian intelligentsia who have been educated at Derpt University show their systematic hostility towards Russia. The Germans serving in the Caucasus patronize the Armenians.
As the result of above-mentioned events and the Berlin treaty, the Armenians started to build their dreams about autonomy. However, the stable and non-parasitic autonomy needs more or less continuous territory. From promulgated in 1897 French documents is clearly seen that there were no evidence for such autonomy. The second line says: “The fundamental study of the different tribal allocations let us certify that in none of vilayets of the Turkish empire the Armenians make majority of population”. This is ascertained by statistic data gained by the Caucasian officers of the General Staff general Zelenoy and colonel Kartsev. The 12th sentence of the book contains the letter of French ambassador to the Turkish court Mr. Kambon to minister Ganoto. It says that it was not worth of thinking of independent Armenia. Even though Europe proposed to found Armenia it would not be possible to indicate the borders of the new state.
The same Mr.Kambon reports that there is a strong incitement for the Armenian insurrection prepared by England and according to the report of the French vice-consul stationed in Diarbekir dated 5 October 1894, Tiflis was also involved into the issue. This very Mr. Merie wrote to his chief: “It is said that the insurrection was prepared much before by the “Gnchak” society which is being led now from Tiflis, and previously from London and Athens. The insurgents are subordinated to this society”.
In addition, another group of the Armenian revolutionaries operated under the name “Droshak” what means “Banner”. They made a union with still existing newspaper of the same name. Despite its publishing abroad there are many “Droshaks” on the Caucasus. (pp.97-99)

NATIONAL HEROES OF AZERBAIJAN
The Hero – grandson of the hero
The hero we shall talk about can be called as a brave son of Azerbaijan and Georgia at the same time. Jalil’s parents are from Lejbedin village of Marneuli district of Georgia. He was born on 28 January 1962 in Sumgayit.
In the year 1980 Safarov Jalil Aziz finished the Military School named after Nakhchivanski. Then, he graduated from the High Military School of Antiaircraft Missile Emplacement Commanders located in Engels of Saratov district of Russia. Subsequently he was dispatched to Balkhash in Kazakhstan.
It was a hard time when the Armenian gangs were destroying Azerbaijan’s towns and villages, carrying out massacres of innocent population. Coming news from the motherland bothered Jalil. Once, having come back home he said to his wife Lena: “I have lost patience. I can not stay aside while occupants are barbarously treating my Motherland. It is high time for honour and courage and not for staying aside”.
Jalil Safarov managed to get moved to Azerbaijan in 1992 and starting from 1 March onwards had worked at the Ministry of Defence of the country. It was only the eighth day since he had started working at the ministry when he got news that the Armenians were getting closer to the world known town, cradle of Azerbaijani music and poetry, Shusha. On 7 May without a bit of hesitation he left for protection of the “Conservatoire of the Caucasus”…
Despite severe resistance shown by our forces, the enemy’s treachery was more successful. In 8 May Shusha was occupied by the Armenians. As an experienced officer Jalil joined the defence of Shusha. In short time the whole region heard about brave fighter, fearless son of the Azerbaijani people, worthy representative of the generation of Babek, Khatai, Keroghlu. Jalil became a chastener of the treacherous enemy.
After the occupation of Shusha the Armenian gangs had tried to reach their main goal – occupation of Lachin which would open a corridor for them linking Armenia with Karabakh. Our freedom fighters knew such entrapments of the enemy and thus, showed the Armenians severe resistance. On 15 May a group led by Jalil Safarov rushed forward in order to realize operation plan. Jalil was sure that the enemy’s point would be smashed and by the beginning of the operation they would get support.
At this time fierce battles had started and the Azerbaijani forces having opened fire tried to move forward. During the operation on the way from Turshsu to Zarisli Jalil together with his companions fell into enemy’s encirclement. Our tank which suddenly dashed forward was stroke by the enemy. In order to rescue the tank’s crew, Jalil tried to cover his friends by opening fire and crawled towards tank. At this moment the brave officer was shot by the enemy into his chest. Last moment images of his parents, wife Lena and two kids appeared to him. His last words were:
– I should have done much more for my people, its freedom and prosperity. It is a pity that I could not manage… That is fate…
It seemed that he felt death prior to his last day. Three days ago he called his younger brother and said:
– Zaur if it goes like this then I have to say farewell. God knows if it is last time you hear brother’s voice. It is high time for honour, every single inch of the Motherland must be fought for by its sons. You must know I will fight to the death with the enemy and God be with us…
If the lot is unhappy then you have to take care of our father Aziz, my son Aziz, daughter Nargiz, mother Rena and my Lena…
There is a school in Sumgayit which is named after National Hero of Azerbaijan Jalil Safarov. In Lejbedin village of the Marneuli district of Georgia a monument for the honour of the hero was set up next to one for those from Lejbedin who perished during the Great Patriotic War – among them was grandfather of the National Hero whose name was Jalil Safarov as well.
UN WILL PROVIDE ASSISTANCE TO AZERBAIJAN’S ARMENIANS?
It turned out that the UN High Commissariat felt pity about 30 thousand Armenians who freely live in Azerbaijan.
No, there is no joke and it is not dreamed up. It is a fact that there are more than 30 thousand Armenians living in Azerbaijan now. This is officially proved and we wrote several times about it. It is a fact that they are living without any threat to their security. There is no need to find a proof of this fact, otherwise, in 16 years since the start of the Armenian movement for annexation of Nagorno-Karabakh, they would have been exterminated or left the country. But it did not happen. Thus, there is no such thing in reality. That is why Azerbaijan’s Armenians lead a happy life without even considering leaving the country.
These we can see after all what this nation done to guiltless civilian Azerbaijanis! First of all they expelled or exterminated each Azerbaijani from their homes in Armenia. In this way they have succeeded to establish mono-Armenian republic, then started ethnic cleaning of Azerbaijani population in the historical Azerbaijani land of Nagorno-Karabakh. Afterwards, they have started undeclared war against Azerbaijan. Since that time around 25 thousand Azerbaijanis have been massacred by the Armenians and their mercenaries, thousands became cripple, vanished without traces, were taken prisoners by them… We have not spoken about one million of refugees and internally displaced people who live in terrible conditions, about total destruction of 900 inhabited localities, overall infrastructure on occupied territories, innumerable material, moral, cultural damages…
But the UN High Commissar on refugees Mr. Ruudu Lubbersu, who once expressed his admire as “We are proud of Azerbaijan for the living of so many Armenians there and the creation of living conditions so that they are not discriminated”, felt pity for Azerbaijan’s Armenians and promised them humanitarian support. A pretty business this! He is so “tender-hearted” that I do not have words! It is such “humanity”, extremely “fair” of him! Is it indeed difficult for the High Commissar to compare Azerbaijan’s Armenians fair conditions to those pitiful refugees and internally displaced people who drag out a miserable existence?!
It is really inconceivable fact!

Despite the fact that 97 percents of its population are Muslims, Turkey does not share the hatred of other Muslim countries against the United States. This is probably the reason why it is so tragedic that small group of American-Armenians try to develop the feeling of abhorrence of Turkey. People of this small group have succeeded in passing through the legislative bodies of about thirty states of America the silly decision as if in 1915 – 8 years prior to Turkeys becoming Republic, genocide was committed against them.
I have facts invalidating the long lie stories fabricated and disseminated by American Armenians related to the genocide. Armenians want to transfer huge amounts of Dollars captured from Turks as well as Christian Armenians for the sake of their “ancient” homeland which is in fact just 150 years old. The question that I want to be answered by my compatriots is this: “Whom do you believe? Americans who saw the Armenians leave the country, or the wild tall tales made up by “Armenians” who still use the ever-growing tall tale blaming Ottoman Empire in killing 1.5 Armenians?
This book is based on the historical truth mainly taken from the Armenians sources. Armenian Christians are offered to come to a decision to see who tells the truth and who comes up with tall tales for their egoistic aims.
Having no real basis for this, in 1992, with a billion dollars in Russian military aid, Armenia made a surprise-sneak attack on its neighbor Azerbaijan. Armenia quickly captured 20% of the country and drove more than one million poor Azerbaijanis from their homes. These Muslims live today in tent city squalor.
According to the reports of the Congress, the USA has granted 1.4 billion USD to Armenia, while stopping foreign assistance to a Muslim Azerbaijan during the last decade. This is one of the reasons of hatred of Muslims against the America.
Azerbaijan was trying to defend itself of Armenian terrorists. The USA reacted to this by punishing Azerbaijan. The reason for this American government action is the result of the successful lobby work of the Armenian Colony within the United States. Armenian American lobbyists worded, handed over to some American lawmakers and eventually secured a national law that declares, on behalf of the United States government, that Azerbaijan created an “illegal blockade.” All Azerbaijan did was to refuse to allow the land-locked tiny state of Armenia’s permission to bring in military supplies to be used against the Azerbaijanis. This “self defense” was successfully misrepresented to the U.S. lawmakers as “illegal blockade”. In 1992 Congress with the item of 907 of the Freedom Support Act, deprived Azerbaijan of foreign assistance.
Do the USA have right to decide which nation has right to defend itself against the foreign invasion? How would we react if any other would pass a similar law regarding the USA after the attack of Japan on us on December 7, 1941? Why then the USA punishes Azerbaijan?
Why the USA does not recognize such a sacred right as defending homeland? Why the USA stand for the country that occupies the lands of other country and makes ethnical cleansing on its own territories? Did not we punish the dictator, Saddam Hussein by bombing Iraq or Slobadan Milosevic who was realizing the policy of ethnical cleaning in Yugoslavia? Why then we should encourage a country that invades and makes ethnical cleaning?
Probably, the Congress passed the law based on the ambitions of Armenia claiming themselves to be the first Christian country and on the fact that Azerbaijan is Muslim country. Should we be surprised about the increasing prices for oil during this period if the regions where we get oil, the Middle East, are Muslims?
There was no reason for the Muslim countries to stop the oil export to the USA when, the US allied with Russia supported Armenia to invade the neighboring country.
The great mistake and dishonest charlatanism of the Christians, unfairly supporting Christians against Muslims is the main reason for the hatred of Muslim against the USA.

“SECURITY IN THE SOUTH CAUCASUS”
Three-day NATO Seminar on this topic was held in Baku
As it was announced in advance, on 25-27 November the 58th NATO Seminar “Rouz-Rout” on “Security in the South Caucasus” was held in Baku.
20 NATO member-nations and Partner-nations as well as Russia took part in the event. Such issues as regional conflicts and stability in the South Caucasus, defence reforms in CIS and the Caspian Sea resources management were on the agenda of the seminar. Among those who delivered speeches at the Seminar were the speaker of Azerbaijan Parliament Murtuz Alasgarov, the NATO PA General Secretary Saymon Lann, Harvard University Caspian Research Program director Brenda Shaffer, speaker of the NATO PA Defence and Security Subcommittee on future security and defence capabilities John Smith, Minister of Internal Affairs of the Republic of Azerbaijan Ramil Usubov, Deputy Minister of Foreign Affairs of the Republic of Azerbaijan Araz Azimov, professor of Ankara University Mustafa Aydin, members of Milli Majlis Asim Mollazade, Samad Seidov, Chair of Baku OSCE representation ambassador Mauricio Pavesi, the NATO PA Scientific and Technology Subcommittee chair Jerom Riviera, executive director of LINKS on the South Caucasus parliamentary initiative Denis Sammut, the Minister of Defence of Azerbaijan Safar Abiyev, NATO representative general Harry Johnson, official of the Geneva Center on Democratic Control over Armed Forces David Laun and etc.
Summing up the overall meaning of the seminar we can definitely say that it was important in both fields of discussed issues and positive influence on intergovernmental relations sphere as well. It should be noted that besides common tensions in the South Caucasus, the issues of the Armenian occupation of 20 per cent of Azerbaijan’s territory, historical roots of the conflict, causes and grave consequences of the problem increase were also discussed.
It was said that over 1 million refugees from Armenia and internally displaced people from Nagorno-Karabakh and 7 adjacent regions are scattered through 63 districts of Azerbaijan. Most of them live in extreme hardship. The participants were informed that despite adoption of 4 resolutions by the UN Security Council concerning the Armenian-Azerbaijani conflict (822, 853, 874, 884), these documents still remain unrealized. Armenia refuses to abide not only by the terms of the above-mentioned resolutions but other
international organizations’ resolutions and meet commitments to the EU, NATO and etc. as well. By the way, the Armenian delegation represented by two parliament members did not arrive in spite of guarantees for security given by the Republic’s leadership and seminar organizers. It one more time proves the Armenian unwillingness for the conflict settlement. The seminar participants expressed their discontent about Armenia’s non-participation at the seminar. At the end of the event it was said that the next seminar is planned to be held in Yerevan.

THE YOUTH AGAINST THE ARMENIAN TERRORISM
God save the world from the Armenian terrorism!
“The war first starts in a person’s soul”- said Kumilyar. Now I see what the Armenians have inside was a war against the Turks. Despite the pain caused by them to us time to time, they had been thought as our brothers during the Soviet regime. Being adulators, lickspittles and rogues throughout history, they could have been laughing at us and making a trap for us at the same time.
Their untidy soul is an explanation of all their terrorist acts, which they have been bringing about since the 1800s causing physical, material and spiritual damage to the Azerbaijanis. However, do not think that the Azeri Turks are the only nation against whom the Armenians conceived a hatred. It would be better to say that on the world’s face there is no nation sympathized by them. It would rather seem as a nonsense to consider all nations so bad that the Armenians do not like them. In fact, it is rather way around. There are quite a lot of evidence to support this notion.
It is well known that wherever there is the Armenian presence there must be terror, a kind of turmoil, blood and death. In this case the Georgian proverb which says: “The Armenian came and brought a new disaster”, would be appropriate mention here. Hereby, I would like to use as examples several historical facts.
2 January 1978, Belgium (Brussel). As a result of an explosion perpetrated by the “New Armenian Group of Resistance”, the branch of the Turkish Bank was totally destroyed.
17 December 1979. Great Britain (London). There was a powerful explosion in front of the London branch of the Turkish airlines agency which caused severe damage around. The Armenian Front of Salvation took responsibility for this.
9 January 1992. Azerbaijan. The correspondent of “Molodyezh Azerbayjana” newspaper (“Youth of Azerbaijan”) Salatin Asgarova and three officers were opened fired at by the Armenian armed gangs. All four were brutally murdered. Perpetuators of this murder were Arno Mkrtichyan, Grachik Petrosyan, A. Mongasagyan and Garik Arustamyan.
20 January 1992. Azerbaijan. MI-8 helicopter was on its way from Agdam to Shusha when it was shook down by the Armenian gangsters. As a result all passengers among them were women and children perished (all together 44 people).
8 January 1992. The Armenians perpetuated terrorist act on the ferry-boat making its way from Krasnovodsk to Baku. As a result of this 25 passengers were killed and 88 were wounded.
January 1992. Azerbaijan. The Armenian gangsters murdered 80 people at Kerkijahan.
The list of such crimes can be continued however, I think this would be enough to understand the true nature of the Armenian terrorism. This is the very terrorism causing suffer throughout the world. As a result of such terrorism and separatism Azerbaijan lost 20 percent of its territory which is under the Armenian occupation. Thousands of civilians have been slaughtered, numerous of missing and captive people. 189,000 families or more than a million people are driven away from their homes and are living in poor conditions being refugees. Around 900 inhabited localities, hundreds of culture, education, health, agriculture and construction centres are under destruction.
Obviously, it can not carry on longer. It is doubtless that the truth will triumph over once. Nevertheless, the Armenian guile is still triumphant.
Let God be with us and save the world from the Armenian terror. Amen!

THE RESULTS OF THE POLL ARE OPTIMISTIC
The Association “Assistance to Civil Society Development in Azerbaijan” (ACSDA) has recently held a public opinion poll on “Civil society and 365 days of Ilham Aliyev as a president”. 1496 respondents took part in the poll. Out of them 111 people were refugees. This fact made the event quite interesting.
Taking into consideration that the main sphere of activity of the Public Union “Migrants and Refugee Rights Protection” is concerned with refugees. We would like to put a stress on aspects of the large scale poll which directly involved this part of the interrogated.
Obviously, the most painful current time question for our nation is the problem of Nagorno-Karabakh and other occupied territories. This problem is the most concerning for displaced people. This explains their emotional attitude towards this problem compare to those of other respondents.
It is not surprising that the category of displaced people assessed the problem of Nagorno-Karabakh as the most crucial with total 95,5 percent of their votes. Meanwhile, 85,5 percent of the inquired people assessed this problem as the most important. At the same time, 72,97 percent of voters (against 74,5 percent out of total) gave the priority to the problem of unemployment, 51,35 percent to refugee problem (against 26,8 percent), 15,32 percent to insufficient salary (against 31,4 percent), 27 percent to the poverty (against 42,7 percent).
The poll covered the issue of welfare in the current year compare to the one of last year. Answers given by respondents are not optimistic at all. Thus, there was no one who thought of “got much better”. 23,42 percent of respondents chose “got a bit better”, 49,56 percent “has not altered”, 18,92 percent chose “got a bit worse”, 5,41 percent “got to be much worse”.
There was one more question concerned with the Karabakh problem. It asked “Do you believe in peaceful solution of the Karabakh problem?”. Hereby, answers were various. 21,62 percent out of the refugee category of respondents are sure in peaceful solution, 26,13 percent said that they “rather believe”, 18,92 percent chose “would not believe” and 31,53 stated “do not believe”. Therefore, more than a half of refugee respondents do not believe in peaceful settlement of the conflict.
“Who can mediate for the fast settlement of the Karabakh problem?”. This is the question concerned with refugee interests, so that answers are quite relevant. In this case, 71,7 percent said “Russia”, 58,56 percent the “USA”, 28,83 percent “Turkey”, 15,32 percent “NATO”, 10,81 “OSCE” and 9,91 percent chose the “European Union”.
Here we can see that the numerous choice is explained by several important aspects. It is indisputable that Russia being one of the super powers of the world, had been tightly bound up with Azerbaijan and Armenia for decades in the Soviet Union. Thus, it is well acquainted with the history and nature of the conflict. Moreover, one of the important factors hereby is that between Russia and Armenia were made several agreements covering such spheres as military one. This strengthened influence of the former over the latter.
The expression of hope for the USA assistance is explained with that this country is the most powerful economy of the world, super power which defines the world’s politics. In addition, such positive attitude towards the US involvement for the settlement of the problem could be explained with rapid development of cooperation in different areas with Azerbaijan. This cooperation involves cooperation in oil processing and oil transportation from the Caspian and realization of the Baku-Tbilisi-Jeyhan pipeline. Evidently, that these very facts identified the USA as the second priority state for the conflict settlement. What about Turkey then we can say that results of the poll seem to be a bit confusing. Enormous assistance of this country and that it is interested in settlement of the problem in the compliance with international regulations providing territorial integrity of Azerbaijan are well known. There is such expression about both countries among state officials and common people which sounds as “one nation, two states”. In fact, the Turks and the Azerbaijanis are of the same origins, two closest brothers, who are ready to share joy and grief of each other. The third place which was given to Turkey by the respondents might be explained with the power of this country to influence in the settlement of this issue.
The results of the poll clearly show that the respondents do not trust in NATO, European Union, OSCE and other international organizations as the problem mediators.
To the question “Were the presidential elections of the year 2003 fair and just” 55,86% of refugees answered “Yes, quite”, 15,32% said “in general they were” and the same number said “no”. To the question “Who did you vote for during the year 2003 elections?” answers were divided as following:
for Ilham Aliyev – 71,4%, Isa Gambar – 6,1%, Lala Shovkat Hajiyeva – 11,2%. Among the refugees figures were following; 63,06%, 14,41%, 0,90%. Among all the rest, respondents were asked “Will you vote for Ilham Aliyev if elections are held next week?”. Answers were given in such figures: 74,77% – “yes”, 12,61 – “no”. It is quite amusing that despite the fact that 9,01% of respondents said they did not go to vote in 2003, then only 2,7 % of them while giving answers this time said they would not go to vote. This shows the rise of interest to elections.
Next issues was “Confidence in state and public institutions, political and public figures”. Here 87,2% of all interrogated and 68,47% of refugees would give a vote of confidence to Ilham Aliyev. Among state institutions 62,8 % favoured the government and 57,6 % the parliament. Respondents expressed ambiguous attitude towards the State Committee for Refugee and Internally Displaced People Affairs. Thus, out of refugee respondents only 34,1% have confidence for the committee versus 46,85 % of negative votes. In 5 grade estimation scale the activity of the above-mentioned institution was assessed at 2,92 and 2,86 points.
One of the poll’s questions was “Who can solve Azerbaijan’s problems?”. In this case, 86,8% favoured the president of the republic, 40,0% the government, 23,5% the parliament, 18,1 % local executive powers.
93,69 % of refugees believe in president’s power, 39,64 % believe in government’s power, 17,2 % in parliament’s and only 12,61 % in local executive powers.
Summing up the results of the poll, we can come to the conclusion that confidence feeling towards the president of the country for problems solution, including the Nagorno-Karabakh conflict is increased. More exactly, the results seem to be optimistic and cherishing hope for the future of the country.

THE NEXT ARMENIAN PROVOCATION, REFLECTED AS AN EDITION OF A FORGED MAP
ANS TV channel has recently reported that the map edited by “Sova” publishing house in Novosibirsk does not have Azerbaijan on it.
The channel got this map with great difficulties. It shows all the littoral Caspian states except Azerbaijan as if in the South Caucasus there were only Georgia and Armenia. Moreover, Armenia on this map is occupying quite vast territories stretching from its western frontiers towards the Caspian seashore. The capital of the Republic of Azerbaijan is located within borders of this “Great Armenian state”. It is obvious that it is not an unfortunate technical misprint but a deliberate decision, the next anti-Azerbaijan Armenian provocation. In fact, Armenians dream to sea Armenia stretching “from sea to sea”. Thus, the question is where this new and provocative South Caucasus map is taken from?
It was figured out that this forged documents were published by “Sova” publishing house which was functioning between 1999-2002 in Novosibirsk and was led by the Armenian. It was not found how many copies of the map were published but the edition of it seems to be very numerous and could reach thousands of copies. The conclusion is evident: each year thousands of pupils and adults as well learn geography of the South Caucasus through such maps where exist only Georgia and Armenia. According to information provided to the TV channel the map is still sold retail.
There is no need to tell that it is the next purposeful and deliberated action of the Armenians. Besides misinformation put currently forward, the Armenians pave the way for their future history falsification what they got used to do. In certain time they will use this very map to support their claim of “non-existence of Azerbaijan and belonging of all its territory together with Baku to Armenia from the earliest times”.
The fact of such gross falsification and provocation causing big damage to actuality is obvious and meant to confuse the world community. Now the concluding statement must be done by Russia’s tribunal since Azerbaijan has requested to bring an action against provocative activity of the Armenians and “Sova” publishing house.
We hope that the action will be severe enough in order to stop others to perform such activities in the future.

R. LUBBERS: “IT IS ESSENTIAL FOR THE IDP’S TO GET BACK TO THEIR HOMELANDS”
As it is known form mass media, recently the High Commissioner of UN, Ruud Lubbers has paid a visit to Azerbaijan. Within the framework of his visit, Lubbers has been in the places of temporary IDP settlement. First of all the guest, accompanied by the deputy prime minister Ali Hasanov, the Chairman of State Commission of Refugees, visited the tend settlement “Arab 1” which is located on the territory of Barda region. Mr.Ruuds was informed that more than 13 thousand families ( forty eight thousand and seventeen people) being moved from Agdam, Fizuly, Lachin, Shusha, Jebrail, Kalbajar, Zangilan, Gubadly, Khojaly and Khojavand as a result of Armenian-Azerbaijani conflict , now have to inhabit 3 tent and freight wagons.
The UN High Commissioner met the displaced people of Agdam region. Our compatriots Muhammed Hagverdiyev, Elmar Bakhishov, and other stressed the necessity of their returning back to their homelands occupied by the armed forces of Armenia. The visited the family of the war handicap, Shakir Aliyev and had a short conversation with his family members. Shakir Aliyev told: “We need our homeland. If the respective international organizations support the peaceful approach of Azerbaijan, then Armenia would not be able to dictate its rules. Unfortunately, the international organizations having the appropriate means and achieving the soonest resolution of conflicts in the other parts of the world, are careless towards problem of Azerbaijan and do not besiege the aggressor. Our tolerance has limits. If the peaceful means bring no effect, then we will raise and free our lands by other means”.
Then, the UN High Commissioner visited villages of Bilasuvar region, where IDPs from Jabrail region are settled. Here, the guest was informed in detail about refugee camps and new villages. It was mentioned that 5 refugee camps, in which 4 107 families (17 997 people) from Fizuly and Jabrail regions occupied by Armenian Armed Forces, were created there. Villages with all necessary equipment and consisting of 3719 houses, including a village in Bilasuvar region for 2560 families, have been created with the State oil Company financial assistance of 192 billion mantas.
During the meeting, held in a school yard, the High Commissioner listened to the wishes of the IDPs. A martyr’s mother, Sakina Guliyeva said: “Our state and its government created all conditions for us. But we want to return to our native lands. If the Armenian leadership does not accept our peaceful suggestions, we will take weapons and get our lands back. Azerbaijan is strong enough for that.”
A. Hasanov told about the support of the UNHCR to Azerbaijan and the measures planned for the future.
R. Lubbers said: “The main issue is that the IDPs want to return to their native lands and the problem should be settled on the political level. As a High Commissioner, I base on their humanitarian needs and thinks that it is important for them to return to native lands.” Talking of different groups of refugees living in Azerbaijan, the guest pointed out: “Besides that, there IDPs in Azerbaijan. This is the result of the Nagorny Karabakh tragedy. As a High Commissioner, I consider it my duty to render assistance and protection to the representatives of that group.”
Lubbers met with the president of Azerbaijan and other officials of the country.
“WORLD COMMUNITY SHOULD MAKE PRACTICAL STEPS IN CONDEMNATION OF THE ARMENIAN AGGRESSION AGAINST AZERBAIJAN”

“The world community should make practical steps in condemnation of the Armenian aggression against Azerbaijan and regard this question as it did against Iraq’s attempt of annexation of Kuwait. But now we only watch double standards”, stated Mr. Hafiz Pashayev, the Ambassador of Azerbaijan to the United States, in his remarks on the topic “Terrorism and estimation of its threat” at the University of Virginia. Noting that the conflict could only be settled within the norms and principles of international law and in respect of territorial integrity pf Azerbaijan, the diplomat demanded more attention towards the aggressive separatism.
Ambassador Hafiz Pashayev underlined that the government of Armenia has violated the 4th Geneva Treaty (1949) and the First Supplementary Protocol to it (1977), and is resettling the Armenians in the occupied lands of Azerbaijan. The government of Azerbaijan, therefore, has demanded the question be discussed at the UN General Assembly. The decision on consideration of the question at the 59th session of General Assembly has caused in unfair calls of the Armenian lobby in the American Congress.
Addressing the audience, the Ambassador said that prior to 2001 terror act against the United States, Azerbaijan many times has undergone terror acts and knows well that terrorism has no nationality. The terrorists adhere their “ideals” and back each other. From this standpoint, Azerbaijan resolutely condemns the attempt to link combat against terrorism to struggle against the Islamic civilization.
The Ambassador stated that since the 11 September events, Azerbaijan is in collation with the United States in the anti-terror combat in Afghanistan, Kosovo and Iraq. Along with that, we believe that to overcome in the global combat against terrorism it should be uprooted. Errors in establishment of statehood cause public disagreement and therefore separate groups see terrorism as only way out.
Mr. Hafiz Pashayev also dwelt on the democratic, economic and social reforms conducted in the Country. He also touched the achievements Azerbaijan gained in integration to the Euro-Atlantic space.

“I GAVE MY LIFE FOR THE MOTHERLAND,” THESE WERE THE LAST WORDS OF A MARTYR
The Armenians brought many sufferings and barbarism anyone has ever seen to the Azerbaijani people. The example of what happened to the family of Ahmad Guliyev from my village is just one among thousands of tragic accidents.
There were three children in that family: a boy and two girls. In peace times, that is to say before the Armenian aggression, this family from Niyazqulular village of Jabrail region, which has been by the way under Armenian occupation since August 1993, had peaceful and happy life. However all that was not destined to last for long; with the beginning of military operations the family’s hardships started to increase.
Of course, Ahmad, the only son in the family, could not stay away as other his countrymen in hard times of his motherland. Thus, he went to the front on his own will. This brave man actively participated in many operations against the Armenian aggressors; the Armenians got many strikes from Ahmad. But… in one of fierce battles in the positions near Sirik village he felt unbearable pain in his chest, and pressing his left hand’s palm on the chest, Ahmad felt how hot blood was shedding from his chest. Strength was leaving gradually leaving Ahmad, and sometimes he lost consciousness. Ahmad’s close friend, Tofiq having reached him, took him in his hands, but it was too late…
“I gave my life for the Motherland. Long live the Motherland!” These were the last words of the warrior. The images of his sisters, mother and father appeared for a moment before his eyes, and the brave son of his people closed his eyes for ever. Not refraining his tears Tofiq, took the corpse of his friend out of the battlefield despite continuing shooting… Oh God, what cry was let out when military vehicle with Ahmad’s corpse entered the yard! The family suffered a great hardship: the parents and sisters lost the only son and brother. Could one stand that?!
Nevertheless, the family’s sufferings caused by the Armenians did not finish with that. Some time later, the Armenians invaded the village. Everyone knows the brutality of the Armenians toward the Azerbaijani war prisoners. So, knowing that, Ahmad’s family fled to save themselves from the Armenian atrocities. And suddenly, a round exploded near them. Habiba, Ahmad’s mother, died immediately, and the father Nasib got serious shrapnel wound. The relatives brought the father to hospital with difficulties. Doctors took almost shells except the one that was in his eyes. Because of that wound Nasib became blind for ever. Later, he died because of the stress he went through. The sisters, who lost their brother, mother and father during short time, could not overcome the stress they were living through. Hard destiny – the lost of native land, brother, mother and father brought them to a new hardship: one sister had heart disease and another one had mental disorder. Everything was lost, and the last thing the girls lost was any hope for life…
Such are our sufferings caused by the Armenians. But it cannot remain so! Undoubtedly, the blood of the sons and daughters of Azerbaijan will not shed for nothing, and the enemy will answer for all that he committed. Justice will certainly triumph, and our people will return its historical lands.

YOUNG PEOPLE OF AZERBAIJAN UNITE FOR THE SAKE OF KARABAKH
For more than 16 years there have been terror and separatism of Armenia against Azerbaijan. Obsessed with its adventurous plans to create the so-called “Great Armenia”, the Armenians acting like vandals now and then appropriated originally Azerbaijan territory which at present is reduced to 73.4 thousand square km. against 114 thousand square km in the early XX century.
The Azerbaijan people, the entire republican community including young people are very concerned about the situation caused by the conflict between Armenia and Azerbaijan. And day by day, the young people of the country become more active, more unanimous for the sake of liberation of the occupied lands.
In October 29, 2004 with an initiative of “The Movement for the sake of Azerbaijan” organization a round table get-together was organized by the representatives of socio-political and youth organizations, ex-servicemen and disabled veterans, young displaced people, students and other strata of society.
It’s aim was to create as a sign of protest to the longstanding aggression of Armenia towards Azerbaijan “Republican Youth Congress For Karabakh” (RYCFK) designed to firmly unite young people around Karabakh problem, to prepare mechanisms on organization of the activity of the youth both in the country and abroad and to ensure the participation in the problem of youth socio-political organizations. The participant of the meeting strongly criticized the intention of the “Youth center of Panarmenian fund” to conduct in November 15-16 in Khankendi an international forum on “The activity of the youth in conflict areas: human rights, democracy and participation” and said that RYCFK was going to start a new wave of protests on this ground.
RYCFK charter was prepared and submitted for discussions of the forthcoming RYCFK conference by the RYCFK Organizational Committee under Vugar Gadilov.
In November 2 RYCFK Organizational Committee held a meeting in the International press-center that was participated by patriotic and youth organizations of Azerbaijan.
At the meeting V.Gadilov spoke about basic goals and tasks of the Congress, about the work he had done while preparing to it. He also noted that by the will of Azerbaijanians living abroad RYCFK will bare the name of “All-Azerbaijani Congress of Youth For Karabakh” (ACYFK). The speaker underlined that around 60 youth organizations joined ACYFK that will help conduct the Congress. It was also mentioned about the opening of ACYFK web-site and e-mail. The attendants asserted that they would cooperate in the work of the Congress. The participants of the meeting called on all youth organizations of Azerbaijan to unite to solve Karabakh problem and mass media to render support to ACYFK in informing international and local community about the work carried out by the Congress.
The member of the “Protection of Rights of Migrants and Displaced People in Azerbaijan” Public Association (PRMDPA) Ziya Mamedov on behalf of his organization said that PRMDPA PA in future was planning to join ACYFK actions. In November 12, 2004 in Baku Palace after the name of Khatai ACYFK held its constituent conference.
The conference participants observed the minute of silent prayer to honor those who died for the territorial integrity of the Motherland. The ACYFK OC chairman explained the reasons that caused the young people of Azerbaijan to organize the Congress. The first and foremost was to find out how the young people of Azerbaijan regard the international forum planned to be held in Khankendi city.
The speakers in the conference said about inadmissibility of carrying out of such actions in the territory that was not recognized by international communities and of participation of international organizations in them. The official of PRMDPA PA and the member of ACYFK Coordinating Council Z. Mamedov said that it would be an indirect support to the self-proclaimed formations that were a source of instability, safe regions for arms and drugs smuggling and the planned forum is nothing but an attempt of Nagorno-Karabakh breakaway forces to gain recognition of independence of NKR from international communities.
ACYFK intends to inform international communities about genuine plans of Armenia to create the so-called “Great Armenia from sea to sea” that is going to include the territories of Azerbaijan, Northern Caucasus, Georgia and Turkey. The member of Coordinating Council, the chairman of “the Demobilized Servicemen and the Education of Youth” PA Emin Hasanli noted that today the young people from all over the country had united in the struggle for territorial integrity of the Motherland and this unity was the guarantee for future victory in the fight for liberation of occupied regions.
At the conference the chairman of ACYFK appointed Vugar Gadilov as a chairman for “Young refugees and displaced people” Public Organization. In a conference address to the Supreme Commander-in-Chief, the President of Azerbaijan Ilham Aliyev it was stated that in the settlement of Karabakh problem he could absolutely rely on support from the young people of Azerbaijan.
The conference criticized the policy of double standards practiced by international organizations in the settlement of Karabakh conflict and appealed to the world community to ask them to be more objective and fair in this issue. Appeal was also made to the people of Azerbaijan as to say that everyone must be ready at any time to get up to fight and nobody will liberate our lands except us alone.

Crimes performed by the Armenian criminal gangs against the Azerbaijanis.

7-8 May 1992. Shusha., Azerbaijan. The Armenian armed gangs bombarded and shelled the city with rockets and as the result seized Shusha. There are casualties among civilians. The acting president of the Republic of Azerbaijan at that time Y. Mammadov addressed a letter to the Russian president B. Yeltsin. The letter stated that the bombardment of Shusha from “Grad” and “Kristall” mounts started at night of 9 May. Following the bombardment Armenian terrorist groups and gangs raided the city”.
30 March 2001, the US State Department promulgated “Information: the history of Nagorno-Karabakh conflict” document. It said: “… In May 1992 the Armenian and Karabakh forces seized Shusha (the historical capital of the region inhabited by the Azerbaijanis) and Lachin, thereby they got geographical link of Nagorno-Karabakh with Armenia”. According to political scientist R. Novruzoghlu, the seizure of the city was a result of a thoroughly planned scenario worked up by the Armenian terrorist organizations which function in Lion, France and the capital of Iran Teheran. This assumption is supported by the interview given in the year 1994 by the Armenian writer Z. Balayan to the French TV channel “Antenn-III”. The same Balayan stated in his 14 April 1994 interview given to “Le Progress” newspaper “… The first plan concerning with Shusha was worked up in 2 May in Tehran. And 3 May we had already known that Shusha would be ours soon”. According to “Zerkalo” newspaper, in 13 May in the Iranian city of Isfahan “producer Ahmed Bagir Yadigari demonstrated his film about seizure of Shusha and fate of 114 Azerbaijanis (Here it is spoken about 114 Azerbaijanis who are kept in Shusha’s prison – ed.) in the hall of sessions of the Armenian community. Later all of them were brutally slaughtered. Demonstration of the film in Tehran was forbidden”. According to “Keyhan” newspaper the images of the 18-minute film were sold to one of the employees of the Russian embassy so-called Gudev”.
Yadigari stated that he was shocked by the carnage of the Armenian gangsters over defenceless people. 37 year old producer Ahmed Bagir Yadigari was later killed in the terrorist attack (it was a planned car accident).
The mosques of the city of Shusha which was proclaimed as the historical and architectural reserve were destroyed. According to the research done by N. Alekberova, in the city known as the “Caucasian conservatoire” which was motherland for outstanding figures of the world music and art culture, the Armenian terrorist groups and gangs razed to the ground the Shusha History Museum, ancient cemetery, the mausoleum of the vizier of the Karabakh khan Molla Panah Vagif who is considered as one of the classical oriental poets.
8 May 1992. Azerbaijan. In the process of bringing about directions given by “Dashnaktsutyun” international terrorist organization the Armenian armed gangs having among them foreign mercenaries could occupy entire Shusha district.
One of the most brutal among the Armenian terrorist organizations was “Laura” terrorist group. Lalayan Laura Gevork was born in 1962 in Sumgayit (second biggest city of Azerbaijan – ed.). She worked in the passport department of the housing and communal services administration of the city. She was one of the initiators of the establishment of “Krunk” Armenian terrorist organization in Sumgayit. She took active part in murders of those Armenians who refused to make donations for “Krunk”. Afterwards Lalayan moved to Yerevan. Data provided by political scientist R.Novruzoghlu assures that L.Lalayan is specialized in interrogations and torturing of captive women and children. According to “American grinion” profascist magazine she brutally killed 19 children who were taken prisoners on the territory of the Azerbaijani city of Shusha. “The room of Laura” – this is the very room whereLaura Lalayan performs her tests over captives including amputation surgeries. There is an assumption according to which the former passport clerk specializes in criminal human organs trade.

May 7. – Meeting between leaders of Azerbaijan and Armenia in Teheran with assistance of Iran aimed for normalization of the situation in Nagorno-Karabakh and peaceful resolution of the conflict.
May 8 – Occupation of Shusha and Shusha region by the military forces of RA (Republic of Armenia), which caused the failure of agreement in Teheran. After the occupation 23156 Azerbaijanis were banished from their permanent settlements and the ethnical cleaning of Nagorno-Karabakh was finalized.
May 18-19 – Lachin region which is outside the Nagorno-Karabakh was occupied by Armenian military forces. 63,341 Azerbaijanis were moved from their homelands. May 18-19. –Decision concerning the meeting of member countries of the Conference on Nagorno Karabakh was canceled due to the occupation of Lachin.
June-September – Negotiations in the framework of CSCE Minsk group for cessation of offensive operations, settlement of conflict, and normalization of the peaceful life conditions for the population.
September 19. – Agreement between the Ministers of Defense of Armenia and Azerbaijan with assistance of Ministers of Defense of Russia on cessation of military operations for 2 month (Sochi) with the condition of further prolongation.
November – Visits and consultations of Russian intermediary group to the region.
November 26 – December 1 – open meeting of special CSCE group on the mandates of primary observers (Vienna).
December 7-9 – Informal meeting of the presidential representatives of Azerbaijan, Armenia, Russia, USA, and Turkey in Geneva aimed for scheduling the peaceful conflict resolution process.
December 9-12 – Armenia violated the Sochi agreement between the Ministers of Defense of Azerbaijan and Armenia by occupying 8 villages in Zangelan region of Azerbaijan.
Year 1993
February 5 – Beginning of full-scale attacks of Armenian military forces on the Northern part of the front line.

March 31 – Conitnation of Geneva meetings. The representative of the USA refuses to have negotiations as a sing of ptotest against the Armenian occupation of Kalbajar.
April 6 – Speech of the chairman of U.N.O, condemning occupation of Kelbajar region.
April 30 – U.N.O. resolution for all occupying forces to be moved out from Kelbajar region and other newly occupied regions of Azerbaijan.

While the Armenian troops were repulsing this attack, first groups of the refugees from Khojaly approached their rear. There were special police division officers (OMON) among them. They opened fire against the security detachment… As result, one post of that detachment was completely destroyed. Nevertheless, there was the second post, about the existence of which the Azerbaijanis did not know. The Armenians opened a machine gun fire against Khojaly refugees from this very post at short distance. And they were killing without distinction both armed and unarmed Azerbaijanis. They were killing elders, children, young men and old people.
The road was gradually turning into a bloody jumble sawn with corpses of people…

Bloody corpses were lying on each other. Part of the Azerbaijani unit went in the direction of Gulably village, and about 200 people were taken war prisoners taken.
Those who survived and almost mad managed to reach Agdam. However, it happened only to those who went to Agdam leaving the Armenian village Askeran in the left. But there was also a second flow of refugees.
People who went that way were passing Askeran from the right side. They were also shot by the Armenians. The shootings continued even without searching for armed jigits. The Armenians took some of them as war prisoners, they killed on the spot others, and they cut the heads of OMON officers with axes. They put the eyes, cut ears, scalped and then killed some of them.

Many refugees lost their way and froze on the way. Those who reached Agdam after all had deep frostbites.
There were about 300 civilian Azerbaijanis in the city of Khojaly when it was taken by the Armenians. All of them were taken war prisoners and transported to Stepanakert and Askeran within three days. The city of Khojaly was looted and then settled by the Armenians…
The number of refugees from Khojaly was increasing in Askeran. People were incensed and did not care about distinguishing who was guilty and who was not. And by the end of February 27, the Azerbaijanis started to throw stones to our battalion territory over the fence. It continues until late evening.
Two events happened on the 28th of February. The thing was that all Azerbaijani soldiers deserted from the battalion. The matter was that till that time no Azerbaijani soldier had deserted. We were thirty one people remaining in the military unit: ten officers and twenty one fighters – privates and sergeants of enlisted personnel. All remaining staff was Slavic – Russian, Ukrainian, and Belarusian.
The second not less amazing situation was the following. One colonel together with a soldier driver came from the 4th Army to the battalion around the noon time. Moreover, both, the colonel and the soldier were armless.
The colonel gathered all of us in the room of the battalion commander. For about one hour the colonel was explaining us the situation as is we were not seeing anything. But the idea of the commander was unequivocal – We were blind! And even if we saw, we were not able to understand and analyze the situation correctly.
Law of Army – Higher the commander, smarter he is.
Regulation is the law of army and no one can break the law. At the end the colonel ordered to give up the weapons to the military unit depo. Then he was telling that it was enough to shed blood and that all matters could be solved peacefully. As a confirmation to his words the colonel added:
– Don’t worry officers,
