The information of the State Commission on prisoners of war, hostages and missing persons

Confusing the public opinion is getting intensive by the information which has been recently spreading in mass media about the Prisoners of War, Hostages and Missing Persons which is far from reality and by the baseless thoughts of the “experts” who doesn’t know this problem deeply. Although the State Committee was concerned we tried not to react for a long time. But we considered expedient to express our opinion to the baseless speech published in mass media on 13 August, 2009 by the coordinator of the “International working group on release of POWs, hostages and missing citizens” in Azerbaijan in the Karabakh zone which does not carrying out any activity.
But State Committee has refused to co-operate with this organization from 2006. The reason for this was not about the arresting of the persons which have exempted as it was stated by the Coordinator to the media. First of all, person who calls himself as attorney has to know that the state committee is not law guarding organ and that is why it cannot execute the arrest of anybody.
He knows very well that State Committee has ceased the collaboration, because State Commission doesn’t accept cooperation just for negotiation and traveling. If this Institution could not clarify the fate of missing people by executing at least one of the many concrete facts presented them by the commission on detainment centers of Azeri captive hostages, didn’t investigate the information reflected in our enquiry during the whole cooperation period no cooperation can be discussed. Organizing the trips to Armenia and Nagorno-Karabakh by creating delegations and holding fruitless negotiations with officials is not the solution of the problem. State Committee has stated for several times and again declares that the activity of this institution has consisted of only the visit of tourists to the region.
It is not hard to prove it. If they really want it State Commission can make the reports of IWG public. It should be also noted that this institution has stopped its activity now because of economic shortage. It is very natural. So if the project carried out for grant is beneficial it will be financed again and provided with durability by the fund. The fund financing JWG refused to give grants as JWG couldn’t fulfill its tasks. However, taking into account the humanistic principles State Commission addressed a letter to German Foreign Affairs Ministry for financing the activity of this institution in 2005. There are no grounds for the efforts to gain “humanistic institution” reputation by exaggerating the issue about imprisoned Azeri servicemen after the liberation from captivity. This issue is not as it has been mentioned and all of the servicemen haven’t been involved into the criminal responsibility. State Commission made this issue public several times. Once again we declare that only 28 people from 1396 Azerbaijanis liberated from captivity and hostage have been involved into the definite criminal responsibility since the conflict started. The coordinator of JWG spoke about Anar Allahverdiyev who hasn’t been Armenian captive at all. This person was involved into the criminal responsibility as he had been cooperating with Armenians while serving on borders. It is clear that this institution can not continue its activity and we can only talk about it in the past. There has been no information about its cochairmen for a long time. Probably they understand that “to protect human rights” is easier than looking for captive-hostages and missing people. The coordinator for Armenia works as a member of State Commission on prisoners of war, hostages and missing persons of this country but the coordinator for Azerbaijan probably found a way out by making baseless statements.
