Chairman of the CMB addressed to the international organizations in connection with the 19th anniversary of Khojaly genocide
Chairman of the Caucasus Muslims Board Sheikh-ul-Islam Allahshukur Pashazade appealed to the international community in connection with Khojaly genocide.
In the statement noted that in the 20th century as a result of genocide committed by Armenian armed forces in droves destroyed peaceful Azerbaijani citizens, especially children, women and the elderly.
“Expressing the will and the feelings of millions of Muslims in Azerbaijan, appeal to all members of the international community regardless of their religious, racial and national origin.
I am confident that in the world may not be such a people, a religion, a reasonable person who would deny the universal spiritual values, approve such antihumanistic acts such as violence, murder, malice.
So I hope that my appeal will most sublime emotions in the hearts of people increase their sense of responsibility for lived their life.
26 February 1992 over 10,000 peaceful civilians, unarmed and defenseless people of Khojaly were brutally attacked by Armenian bandits, 613 people killed, the killers did not spare the elderly, children and pregnant women, 1275 men captured and tortured, bodies of killed were desecrated. “The Armenian extremists still have not answered, not punished for their crimes. Despite UN resolutions demanding withdrawal of Armenian troops from the occupied territories of Azerbaijan, Armenia doesn’t intend to leave its aggressive policy. The international community in accordance with UN resolutions, legal principles and rules using its own mechanism, should compel Armenia to respect the obligations incumbent on it to international organizations.
Encouraging their impunity, Armenia, each time violating the ceasefire and shows nonconstructivity in peace talks “, – emphasized in the document.
Appealed to chiefs, parliaments, nations and international organizations, states, Pashazadeh urged them to give a principled legal assessment of aggression and barbarism of the Armenian extremism against the Azerbaijan is not indifferent to the tragedy of our people, the recognition of Khojaly tragedy as an act of genocide against humanity.

After exclusion from Armenia over 250000 Azerbaijanis, 18000 Kurds-Moslems at open protection of a management of the former USSR, officials of this country together with extremist committees “Karabakh” and “Krunk”, and also with Echmiadzin church have started forcible expulsion of the Azerbaijan population from their homes in Nagorno-Karabakh (NK).
“And all this activity on the ethnic cleansing of Azerbaijanis from Armenia and NK was accompanied by indescribable acts of violence: thousands of people were tortured, beaten, hundreds of Azerbaijanis shot, tortured to death, burned, beheaded, hanged, strangled, drowned and killed by electrocution”, – the military prosecutor of Azerbaijan Khanlar Veliyev said on the eve of the 19th anniversary of the genocide in Khojaly committed by the Armenian-Russian forces.
Taking advantage of the climate of impunity, the Armenian criminal groups increasingly have expanded their criminal activities, one of the worst results of which proved to be the genocide of peaceful population of the Azerbaijani town of Khojaly on February 25-26, 1992.
For the purpose of investigation and giving of a legal estimation to grave crimes, detection and bringing to criminal liability on the basis of current legislation of those accused of organizing and committing these crimes and for nominating petitions to the relevant international organizations in connection with the facts of serious violations of international law on December 18 in 2003, according to H. Veliyev, was a joint operational-investigative group. The criminal cases which execution has been at various times suspended have been renewed, and consequence conducting on them is entrusted to the given group.
“The investigation established that during the Khojali genocide 613 people were killed and 1000 civilians of various ages have become disabled as a result of their gunshot wounds. 106 women have been killed and 63 children, 70 elderly people, 8 families were completely destroyed, 25 children lost both parents, 130 – one of them. On the night of the tragedy of 1275 civilians were taken prisoner, the fate of 150 of them are still unknown”, – stated H. Veliyev.
The public prosecutor noted that the Military Public Prosecutor’s Office is fully proven guilty soldiers of 366th regiment in the genocide of the population of Khojaly. He noted that against them were charged under Articles 107 (deportation of the population), 113 (torture), 115 (infringement of the laws of conducting war), 116 (sexual character crimes) of the Criminal Code of Azerbaijan. “All the necessary documents in this regard, in particular, judgments about the arrest of war criminals and their international search, forwarded to the National Bureau of Interpol in Azerbaijan”, – the military public prosecutor has declared.
“In operation participated the 2nd battalion under the command of the commander of the 366th regiment of Yuri Zarvigorova and Major Seyran Ohanian, 3rd battalion under the command of Evgeni Nabokov, as well as Chief of Staff, 1st battalion, Valery Chitchiyan serving in a regiment of more than 50 Armenians, officers and warrant officers of other nationalities.

In accordance with international law was carried out a comprehensive investigation in connection with the genocide, deportation, torture and other episodes, which resulted in the decision was taken to attract up to 1 January 2011 as 239 people accused of war crimes against the people, as well as 48 persons who had committed robbery, murder and other crimes within the category of general crimes, a total of charges – 287. According to court decisions with regard to their preventive punishment applied in the form of arrest, search has been declared, the necessary documents have been sent in connection with the relevant bodies.
According to a comprehensive conclusion of the judicial construction of commercial and technical expertise, said military public prosecutor, the operation of massacre in Khojaly by Armenians had been caused damage to the Azerbaijani state and citizens in the amount of 140 million manat, or $ 170 million. In connection with this matter are continuing investigations.
A grave crime committed by 25-26 February 1992 by the Armenian-Russian military forces in the Khojaly city – this is the real genocide against the Azerbaijanis. And, while this crime remains unpunished. But so can not be. Criminals should incur the deserved punishment. By all means, and it will happen.
