The eighth meeting of presidents,
the next “travel” of the co-chairs, attempts for changing program of the negotiations and…
There was organized the next, vain meeting of the presidents of Azerbaijan and Armenia with the mediation of the president of Russia on 5 March of the annual year at the sledging health resort Red Glade.
Why do we consider it as vain? It is impossible to call this meeting in a different way, because the eighth meeting of Ilham Aliyev and Serj Sarkisyan under patronage of Dmitriy Medvedev didn’t bring any positive change to the negotiation process over regulation of Armenian-Azerbaijani conflict.
It should be noted that there were signed the third statement by the presidents at the meeting officially continuing for half an hour. It is written there: “Looking over the problems of the practical realization of three-sided statement which was adopted in Astrakhan on 27 October, 2010, the presidents agreed with the next steps over strengthening of confidence as the continuation of the researched measures:
1. To realize exchange of captives at the shortest period.
2. Try to solve all disputable problems by peaceful means and hold investigation of possible incidents lengthwise stopping fires with the participation of the whole sides under patronage of co-chairs of Minsk Group of OSCE and with the support of the special representative of the co-chairs of OSCE.
The president noted the importance of their regular contacts over the problems of Nagorno Karabakh regulation and consented to continue them at the same format in addition to activities of the co-chairs of Minsk Group of OSCE”.
As you see, there is nothing new able to affect the regulation of the conflict at this meeting too. But there are some important moments here. At first, we can understand from the text of the statement that it is talked only about any attempt, but not about clear guarantees and obligations. Because trying doesn’t mean to do something really. Secondly, it was affirmed again that meetings of the presidents of both the disputed countries with the mediation of Russia – one of the co-chairs of Minsk Group (MG) of OSCE aren’t able to bring any significant decisive changes to the negotiation process. We have to underline the clear factor of the propensity of the Russian leadership to Armenians and it plays an important role at the problem. Thirdly, the mediation mission of the country doesn’t lead to direct solution of the conflict, but to walking around the problem. Fourthly, Russia, trying to demonstrate its special mediatory activity, indeed puts its interests at this problem and isn’t interested in immediate solution of the conflict. Even the Armenian side can’t hide the truth indicated at the above-mentioned factors. For example, Sergey Minasyan, substitutive director of the Institute of Caucasus, touching the ways of solution of the problem, said: “It was possible to reach concession by the Azerbaijani president who talks about the right of his country to solve the problem by military way, thanks to some factors. None of the co-chair countries of Minsk Group of OSCE is interested in restoration of military activities in Caucasus, there is complete agreement among Russia, USA and France. Besides, the participation of the president of RF Dmitriy Medvedev and his pressures over the Azerbaijani leader also played a big role. Russia isn’t interested in war and supports the equal competition of armies of Azerbaijan, Nagorno Karabakh and Armenia”. Comments are unnecessary here. Then, regulation of the conflict by political-diplomatic means as it was demonstrated on the documents that were signed by the presidents of the three countries is impossible for the permanent unconstructive politics of Armenia.
Concretely, weak hopes for any positive result of the next meeting of the presidents of Azerbaijan, Armenia and Russia didn’t sprout… Although after the Sochi meeting of the presidents there was organized the next “travel” of the co-chairs of the MG to the region over regulation – Robert Bradtke (USA), Igor Popov (Russia) and Bernar Phasie (France). Their visit disappointed us with murder of 10 years old Azerbaijani boy Fariz Badalov, habitant of Orta Garvand village of Aghdam region by an Armenian sniper. But the underlined bloody incident could be used for putting the negotiations out of the real theme, problem of real regulation, concretely, to change the daily program of the negotiation process. So, during visits to Erevan, Khankendi and Baku the co-chairs discussed mechanisms of research of incidents of the struggling powers at the line of contact. The Russian co-chair I. Popov specially noted that the problem related with research of possible incidents at the line of contact was the basic part of the statement adopted on 5 March in Sochi by the presidents of Azerbaijan, Russia and Armenia. “We plan to summarize all suggestions of the sides and prepare the mechanism that would allow to strengthen our humanitarian work which serves for strengthening of confidence between the disputed sides at the conclusion”, – Popov said.
It is clear that the co-chairs of the MG try to change the direction of the negotiations from the solution of the conflict related with “intensifying of safety and removing of snipers from the line of contact” as the presidents of Russia and Armenia do. Yes, removing of snipers is a very important problem, killing of peaceful habitants, specially the children is the most tragic event of war regime. But do all problems find their solutions with this? Of course, no. At first, who can control execution of these obligations? Secondly, peaceful habitants can be victims of not only snipers, but also often disorder of the line of fire that is accompanied with huge-caliber guns and artillery. But it should be considered that Azerbaijanis, the peaceful habitants appear at the line of fire, they live approximately at the line of front and there isn’t any Armenian at the opposite side, because they are occupied lands of Azerbaijan. That’s why any Azerbaijani habitant can be victim of an unbalanced Armenian bullet.
So, removing of snipers isn’t an actual problem from the standpoint of provision of safety of peaceful habitants. Also Armenia tries heartily to concentrate the discussion process over measures of safety and confidence. And it is simple: it is useful for Armenia and the mediators to change the program of peaceful negotiations discuss the problems related with strengthening of safety and confidence at the line of fire instead of regulation of the conflict. But the reality proves that any temporary measures over provision of safety of peaceful habitants can’t stop death of citizens and the danger of restoration of military activities. And so, only the decisive regulation of conflict can be guarantee of provision of safety of peaceful habitants. But of course, it doesn’t exclude the measures of safety at the line of contact.
In one word, it is necessary to be busy for the real work, but not talkativeness and different pretexts.

Armenian Genocide of Azerbaijanis

Nuraddin Islam oglu Ibrahimov was born March 16, 1951 in Buzovna settlement of Baku. After the finish of the 125th high school in 1970 he was called up for active military service in the former Soviet Army.
Demobilized from the army, Nuraddin started his career in the technical supervision of the Baku Aggregate Plant. In 1975, at the call of the Young Communist League, he went to work at the All-Union shock Komsomol construction of the Baikal-Amur Mainline. In 1978, Ibrahimov has been employed in the Office of Internal Affairs of the Irkutsk city. Desire to become a police employee and to uphold the law and order led him in May 1981 in Khabarovsk Higher Police School of the Ministry of Internal Affairs of the USSR.
In 1982, Ibrahimov was appointed to the post of the chief inspector of the precinct in the Irkutsk city. In parallel with the work, he in 1986, successfully completed his studies in police school and qualified as a lawyer. For the fruitful work Nuraddin in the same year was awarded the Medal “For Excellent Service”. In 1988, Ibrahimov was appointed to another position of responsibility – the chief of the criminal investigation department. In 1989 he was elected as deputy of Irkutsk City Council of the Russian Federation.
In 1990, when the skies of native land were covered with black clouds, when the notorious “Armenian Movement” for tearing away of Nagorno-Karabakh from Azerbaijan is gradually turned into an undeclared war against the Republic of Armenia, Nuraddin was forced to return to their native lands, sacrificing his entire brilliant promising career. He was appointed to the post of district inspector of Lachin District Department of Internal Affairs. Here he took an active part in battles against the Armenian armed gangs. In one of these fights Ibrahimov was seriously wounded, and some time was on treatment in hospital. Because of the seriousness of the injury, he was forcibly transferred to work in Azizbeyov RDIA. Despite the fact that Nuraddin had served away from the front line, he was often in flashpoints and helped companions in the police service. In 1993, he showed a really heroic in the battle for the Kosalar village of Lachin district, and for settlements of Jebrail district.
February 10, 1995 N. Ibrahimov, who by then has become a police major, participated in the raid on a particularly dangerous violent criminal group in the Bina settlement. Showed exceptional bravery in this operation, Nuraddin died a heroic death…
He was family and had one daughter…
On December 26, 1995, Nuraddin Islam oglu Ibrahimov was posthumously conferred the honorary title of the National Hero of Azerbaijan by the decree of the President of Azerbaijan.
Ibrahimov, the hero of all times, is buried in the Buzovna settlement. One of the streets of the settlement and recreation center named after the hero, his bust is established in front of the center.
