Why did Sarkozy come?
There was one city, one district and 83 villages in Zangilan before occupation. There were 9 pre-school institutions, 19 primary schools, 15 secondary schools, 1 technical school and music school, 50 libraries, 8 culture houses, 23 clubs and 22 film projectors, historical museum with thousands of rare museum pieces, 14 medical institutions, 3 industrial, 12, 244 commercial buildings, 38 residential facilities, and hundreds of public buildings, thousands of individual houses, etc. in Zangilan. 188 residents of Zangilan were killed in the first Karabakh war. About 35,000 IDPs from Zangilan settled down in 52 regions of Azerbaijan. 44 went missing, their fate is still unknown.
Before the occupation, the economy of Zangilan region was agriculture, the population mainly engaged in arable farming, viticulture, tobacco growing and animal husbandry.
The territory of Zangilan region is rich in minerals such as molybdenum, granite, building material, limestone and others. Here is a gold mine “Vedzhnali.” In Zangilan was established only in the former Europe and the world’s second plane-tree forest.
Currently, Armenia is holding under the control of the district, a policy of illegal settlement area. Armenians have plundered the wealth of the territory, savagely destroying virtually all here, belonging to Azerbaijan.
Recall that in connection with the occupation of Zangilan region the UN Security Council adopted Resolution 884 (1993) of 12 November 1993, which condemned the seizure of the district, Horadiz city of Republic of Azerbaijan and Armenian gangs attack on civilians, and demanded the immediate cessation of hostilities and withdrawal of occupying forces from these places, which to this day ignored by Armenia.

Again, these “double standards”

For years, everyone is talking about the unresolved Armenian-Azerbaijani conflict. Speak, instead of do something real for its permission. Plus to it, also tell not up to the end or not always objectively. It seems that interfere with this so-called double standards. And once again they were distinctly showed in recent statements of “foreign affairs specialists”.
In the first decade of October the statements of cochairmen of the Minsk Group (MG) of OSCE made them at a meeting of autumn session of Parliamentary Assembly of the Council of Europe in Croatia have been published. Robert Bradtke, the cochairman from the USA, has told that Azerbaijan and Armenia at the decision of the Nagorno-Karabakh conflict shouldn’t use military force. He has noticed that the conflict decision should be based on six elements: the withdrawal of the Armenian armed forces from areas round Nagorno-Karabakh (NK), assignment of Karabakh of the transitive status, direct communication maintenance between Armenia and Karabakh, the final decision of legal status of Nagorno-Karabakh, the return of refugees and internally displaced persons to their native land, peacekeeping operations in the region and international security guarantees.
MG Russian co-chair Igor Popov said that to solve the conflict is possible only within the framework of diplomacy, and peace is achievable only if the political will of the parties.
Approximately at the same time Baku was on a visit visited by the former chairman of Parliamentary Assembly of OSCE and the former special representative for South Caucasus structure Goran Lenmarker. To tell the truth, that in the last statement made during the visit were objective statements: “Internally displaced persons, victims continued for almost 20 years of Nagorno-Karabakh conflict, are suffering because of its failure to resolve… These internally displaced persons and refugees want that the conflict has been resolved not in the future, namely now. The earths around NK are occupied, the Armenian armies should leave them, it is necessary to create a corridor between Armenia and Nagorno Karabakh. Then displaced from Nagorno Karabakh and surrounding areas should return to their land. At the same time, the Armenian refugees to return to Azerbaijan. At the very end it is necessary to define the status of Nagorno-Karabakh”.
But in each of the resulted statements besides it is convex elements of these most double standards, otherwise, propensity to one of the contradictory parties are visible, is concrete – to Armenia. Firstly, eternally speak about non-use of military force. But after all, how many even decades it is necessary to suffer to whims of Armenia not to be compelled to use military force? Secondly, in the majority the sequence of stages of the adjusting process, provided in corresponding documents on settlement is broken. For example, in last statement of Bradtke stages “direct communication maintenance between Armenia and Karabakh” and “the final decision of legal status of NK” are tightened forward whereas the stage of “returning of refugees and the internally displaced persons to the native lands” should be on the second place after the withdrawal of the Armenian armed forces from areas around NK. And it becomes obviously for the sequence of stages has great value in the course of settlement. Thirdly, speech should go not about “a withdrawal of the Armenian armed forces from areas around NK” and about their withdrawal from all occupied territory of Azerbaijan, including from NK. Fourthly, it is told only about special status of NK and returning of the Armenian refugees to Azerbaijan. But why always “forget” about returning over 250 thousand Azerbaijan refugees to Armenia and about investment with their “special” status, same what intermediaries try to catch for the Karabakh Armenians?
Yes what there to speak, these so-called double standards “live” from the very beginning of adjusting process and, apparently, they are “everlastingly”.
And in such condition to solve the given conflict is not only difficult, and in general it is impossible…

Azerbaijan became his second native land

Very surprising was the fate of this man. Who could think that this young Ukrainian will choose Azerbaijan as the second Native land for himself. The native land for the sake of which he at all won’t regret the life…
Voice of Karabakh # 83(2)Ruslan Aleksandrovich Polovinko was born on October 21, 1969 in Zmieve the Kharkov area of Ukraine. Have passed carefree childhood and youthful years. Having left secondary school, Ruslan linked his fate with the heavens and in 1987 has arrived in Syzran higher military aviation school of pilots. After the end of this school, in 1991 Ruslan has been sent on military service to Nakhichevan of the Azerbaijan Republic. In those days there was a process of formation of the Azerbaijani army, and after the creation of Military Air Forces of Azerbaijan, he decided to continue to serve in a helicopter squadron in the Baku city.
He passionately loved heavens. Ruslan so explained his love: “I love the sky not only because something in heavens draws me, and it is more because from height the native land seems even more charmingly”. It is interesting that to this thought he has come in Azerbaijan…
Life and service on the picturesque Azerbaijan land, a close acquaintance with the hospitable and noble Azerbaijan people truly have sincerely adhered R.Polovinko to these edges. Gradually he began to feel himself the son of this land. And when Armenia has openly encroached on territories of young sovereign Azerbaijan, Ruslan without hesitation has joined the ranks of thousands and thousands of patriots-Azerbaijanis who have risen on protection of the Native land.
Since 1991 R.Polovinko participated in military operations against the Armenian gangster armed formations during the Karabakh war untied by Armenia. He has made set of mission sorties, and each sorties was successful.
In both contradictory parties that fact was known that on the Armenian party many mercenaries from the various countries were at war. But to prove it to world community it was difficult. Ruslan became one of the first assistants in this question: this fearless pilot has managed to extract corpses of several such insurgents that became the proof of the above-named fact.
During fights for Gubadly, Lachin, Agdere this heavenly falcon in literal sense strewed fire on an enemy head. Having occupied on August 6, 1992 to itself an advantage-ground at height of Kasapet, the Armenian armed gangs have created rather a difficult situation for infantry forces of the Azerbaijan army. Having received about it the information, helicopter MI-24 crew has at the very same time raised in air. Brave falcons have three times made a touch on a dangerous zone therefore have crushed enemy positions. A considerable quantity of armor and manpower of the enemy has been destroyed. At the same time, Ruslan and his companions managed to take out from a battlefield of many wounded men and bodies of the dead fighters.
The helicopter crew has made the fourth took-off. But this flight has appeared for them the last: their helicopter has undergone to rocket bombardment. And all crew – Ruslan Polovinko, Zakir Majidov and Javanshir Rahimov were dead a heroic death.
On September 14, 1992, Ruslan Aleksandrovich Polovinko was posthumously conferred the honorary title of the National Hero of Azerbaijan by the decree of the President of Azerbaijan.
The hero has been buried in the native city of Zmieve.
