Baku session of PA “EuroNest”
and Armenian turmoil mixed with Armenian impudence

It is clear, that a task of the head of foreign policy department of each country is implementation of foreign policy of the country and representation of its position on the most various questions on a global scale. But, in my opinion, it at all doesn’t mean that especially personal opinion of the state official holding the above-stated super important post, at all has no value in this case.
Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation (RF), just refers to a number of the foreign ministers, whose personal position, not only is of great importance in shaping the country’s foreign policy, but we can say is the basis of this policy. For a minute present the actual pro-Armenian tendentiousness of this mister, and then to you it becomes clear real (instead of visible!) position of our northern neighbor in Armenian-Azerbaijani conflict. The history promoted that we had a concrete opinion on the matter. But we will leave it aside. Our goal – to touch upon only certain details of the last visit of Mr. Lavrov to Azerbaijan after Armenia.
So, in early April, Sergei Lavrov made official visit to Baku. Immediately, we note that the questions connected with rent of Gabala Radar station (GRS) were the main reason of this visit, timed to coincide with the 20th anniversary of establishing diplomatic relations of the RF with Azerbaijan, – the RF is trying to get certain benefits from Azerbaijan. But, of course, this visit couldn’t be limited only to discussion of the above-named problem, and in the trip agenda, naturally, other questions, and, first of all, the Armenian-Azerbaijani conflict entered also. It’s in this issue, once again, Mr. Lavrov, has demonstrated a pronounced pro-Armenian position. Let’s pay attention only to some of statements of the minister.
Speaking of “fruitful”, “activity” of cochairmen of the Minsk Group (MG) of the OSCE, Lavrov said: “The Co-Chairs of OSCE Minsk Group, including at the level of the presidents of Russia, the United States and France over the past three years, at least three times, took the documents which called on to solve the Karabakh problem based on the principles of the UN Charter, the Organization for Security and Cooperation in Europe, on the basis of negotiations, which resulted in the end point of the settlement agreement after the release of certain districts, providing the corresponding corridor, the people of Karabakh will decide their fate…” From this quote leaves that the principles of the UN Charter, the OSCE only and is told on “ensure an appropriate corridor” and the “end point of the settlement”, which consists in the adventure of “the people of Karabakh will decide their fate”. Interestingly, in the international documents referred to the Minister whether there is anything about the territorial integrity of the human right to live safely in their own hearth? And what is that “the people of Karabakh,” the minister is talking about? Further, if he knew that Karabakh and Nagorno-Karabakh – it is not the same, the boundary of the first is wider and its territory covers several districts of Azerbaijanis? How to understand “after arrangement on the release of one district?” Forced to repeat a thousand times: there is no such thing as “the people of Karabakh”, is Armenian, Azerbaijani, Russian, Turkish, etc. people, and implied by the Armenians and Lavrov “people” – this is just the Armenian ethnic group, once the relocation here of the same Russia from Iran and Turkey.
It turns out that S. Lavrov did not like when Azerbaijanis complain about the failure of four resolutions of the Security Council (SC) of the UN: “Resolutions were adopted at the height of the conflict, their goal was the need to stop the military action, and this objective is reached… then created the Minsk Group …” . But it is – pure disinformation at the level of foreign minister. First, the MG was established in spring 1992, and the resolutions of UNSC were adopted in 1993. Second, in the resolutions referred to not only the cease-fire (by the way, the fire on the frontline of the Armenian-Azerbaijani forces had not stopped), they needed an immediate and unconditional withdrawal of Armenian troops from occupied territories of Azerbaijan, there are also provisions for the importance of measures to the return of refugees and internally displaced persons to their homes and much more that remains unfulfilled to this day. But Mr. Lavrov, according to reasons known to us, sees in these documents, only that the Armenian side is interested. Third, Armenia has not yet completed the requirements of UNSC resolutions called for the immediate and unconditional withdrawal of Armenian occupying forces from occupied Azerbaijani territories. In this case, how can the minister MG co-chair, a country which itself had voted for the resolution referred to above, to show them such disrespect and regard them as null and void? In short, in fact, official Moscow S. Lavrov let know that he, like Armenia does not recognize the requirements of the four UN SC resolutions, which is paradoxical. About what then mediation on settlement it is possible to speak?
S.Lavrov especially emphasized that opposes power versions of the solution of the Karabakh problem. Well, this is understandable, Armenia itself and all its “brothers” do not want, or rather terrified of the power options to resolve the conflict. But today, it is clear that continuing for the past two decades, the negotiation process is not even the slightest positive shift in the problem. Armenia and the bit is not retreating from its aggressive policy, occupying one-fifth of Azerbaijani territory, continues to speak with him in the form of an ultimatum. Visible is that it will continue remains to be seen how long.
Now, let Mr. S.Lavrov will answer: what should do Azerbaijan? Or put the question differently: how Russia would do if it be on a place of Azerbaijan? Let’s answer, for he, by virtue of his diplomatic hypocrisy, at best, disingenuous answer, or no answer: as Russia would have done, it’s clear from its today’s actions. Azerbaijan is to liberate its occupied territories by any means, including military, and the latest version of one of the world has no right to condemn it, because it does not capture, such as Armenia, foreign lands, and restore its territorial integrity.
In short, the statements of Mr. Lavrov during his visit to Baku was a clear indication that RF will try to endlessly delay the negotiations and thus have a strong lever of influence on Azerbaijan and to Armenia.
