TECHNOLOGY OF NATIONALISTIC CONFUSION
For holding collective form of propaganda some of the secret flats were changed to “reading rooms” where sometimes voluntarily or as the result of open blackmail people came who were combined for any sign (mainly, community of living and working).
And how did Azerbaijani population of Shusha approach to this problem? On August 9, 1923 a letter arrived in CIC of Azerbaijan which was written by competent representatives of the population of Shusha: Rustam Aliyev, Ibrahim Musayev, Bashir Sarabi and Haji Shamshiyev. Firstly, the events of the last hundred years were remembered in the letter: “During many years (more than a century) Karabakh like other parts of the former Tsar Russia, moaned under the fifth Russian militarism”. Then there was protest about creation of Autonomic Province and entering Shusha and surrounding Muslim villages in the structure of Nagorno-Karabakh Autonomic Province. They asked AzCIC to consider that “the population could suffer from this. Shusha and surrounding Muslim villages…consider necessary to deliver that it is closely related in this problem and is economically equal with population of Kurdistan province which allows us to write a petition about joining the city and surrounding villages to this province. Basing on the assurance in that the Soviet leadership always take into consideration the interests of nations and justly provide them, we ask you not to refuse providing the request of the habitants of the city about joining Shusha and around villages to Kurdistan province”. The competent representatives wrote in the end of the statement: “If it would be impossible for any governmental or other reasons to provide our request, then we ask you to keep Shusha as the center of Nagorno-Karabakh”. As soon as Armenian leadership of the Autonomic Province got informed of this ask of the representatives of Shusha, S. Kirov immedialtely got a telegram where this statement was called as provocation. Secretary of Shusha provincial executive committee S. Manucyan wrote that such asks openly showed that traders were afraid of losing the markets in Shusha and tried to defend from losing profits if the provincial center was removed from Shusha.
But, on the contrary of resistance of the provincial Armenia leadership, population of Shusha continued their attempts for leaving the Autonomic Province. On January 4, 1924 competent representatives of the population of Shusha Mirish Mirbagirov and Alasgar Guliyev sent a telegram to the address of Soviet of Caucasia (copies to S. Kirov, M. D. Bagirov and G. Orjonikidze), requiring to join Shusha to Kurdistan province by the name of thousands of citizens of the city. Only after strong pressure of Azerbaijani population of Shusha, CC ACP commissioned Karabakhian provincial committee of ACP on April 17, 1924 to keep Shusha together with near Turkish villages in a separate administrative region.
