Cemil CICEK,
Chairman of Turkish Parliament:

“Turkey and Azerbaijan are friendly and fraternal countries. Azerbaijan is the most important country of the Caucasus. The development of Turkey-Azerbaijan relations may have a great role in the establishment of peace and stability in the Caucasus, Caucasus, including Karabakh problem is in one of the major places in Turkey’s foreign policy. Unfortunately, 20 percent of Azerbaijan’s territories have been occupied by Armenians. Turkey is declaring this injustice and occupation on all levels and making efforts to ensure the return of our Azerbaijani brothers to their native lands. Establishment of peace in the Caucasus depends on the elimination of this unjust occupation. Actually, this is not new for us. This has been Turkey’s position since the Azerbaijani territories were occupied”.

FICTIONS LIKE THE PHENOMENA “KARABAKH”

On 19 June N. Narimanov, M. Mdivani, A. Mikoyan and A. Nuridzhanyan sent a telegram to G. Chicherin where they informed about improvement of dashnak army and its lucks in the Caucasus and Gadabay. Copy of the telegram was sent to G. Orjonikidze in Vladikavkaz and there were also the following lines: “Armenians factually appear in war position with Azerbaijan. And about as if doubtful Zangazur and Karabakh where have already been included into structure of Soviet Azerbaijan, we categorically state that these lands absolutely must be under control of Azerbaijan” (Telegram of N. Narimanov, M. Mdivani, A. Mikoyan, A. Nuridzhanyan to G. Chicherin. 19.06.1920 // State Archive of Azerbaijani Republic). G. Chicherin, being worried of that the authoritative Bolsheviks from Azerbaijan, Georgia and Armenia who used to work in Caucasus, show resistance to politics of the Center, sent a letter to Political bureau of CC RCP on 22 June, 1920 with complaint on “indiscipline of Azerbaijani misters and increasing contradiction between them and the politics of CC”. According to his consideration, transformation of the disputable lands to Azerbaijan where were occupied by Russia, would make agreement with Armenia impossible (Letter of National Commissar for foreign affairs G. Chicherin to Political bureau of CC RCP. 22.06.1920).Chicherin’s logic interests us here. He explains to Lenin: “still Russia doesn’t give these lands to Armenians not to offend Tatars. When there’s condition for sovietization of Georgia and Armenia, then all these problems will be solved themselves.” (G. Chicherin’s answer to V. Lenin’s question. June, 1920 // RGASPH). Only the following moment stays clear from numerous explanatory writings of Chicherin to Lenin, Orjonikidze, Narimanov: he kept Karabakh as a little coin and planned to use it as a trap in negotiations with Armenia.
