“KARABAKH” THROUGH THE STANDPOINT OF FAITH
Karabakh committee which was created by Caucasian regional committee in the end of 1922 prepared suggestion entitled “Project of solution of Karabakh problem” on 20 May, 1923. On June 20 the project was sent to discussion at Presidium of CC ACP. There was showed that mountainous and plain Karabakh are economically related with each other. The relationship of Nagorno-Karabakh with Armenia was explained in the project by absence of the qualified partners – Turks who could organize working at the needed level. There was noted: “As the Center puts the great and unnecessary power to oil and concentrates on Baku and its regions, as there is colossal insufficiency of Muslim powers, as during three years there isn’t any attempt for planned working in the field of controlling, education, land management, transport, cooperation, trade e. t. c., as the major part of Karabakh is completely divorced from the Center about its geographical location, and as it is necessary to keep interests and rights of minority”, it was needed to hold administrative-management reforms in Karabakh.
Khanbudagov, Garayev, Mirzoyan, Bagirov, Vareykis, Chagin, Konyushkin, Gasimov, Rahmanov, Mashkevich and others took part at the meeting under leadership of S. Kirov and secretary Inozemcev. After detailed discussion there was adopted a resolution consisting of the following articles:
a) to consider as necessary to highlight Karabakh as Nagorno and plain Karabakh in one administrative unit;
b) the commission under leadership of Garayev with the members Bagirov, Dovlatov, Mirzoyan, Khanbudagov to explore this problem in three days and introduce to confirmation of the Presidium of CC;
c) to suggest A. Karakozov and K. Shadunc to go to assembly of Caucasian regional committee to participate in discussion of Karabakh problem
d) to include E. Khanbudagov’s views into the protocol.
There was noted that for the conclusive solution of Karabakh problem it was necessary to realize the decree of SNC of Azerbaijan of May, 1920 about including Nagorno-Karabakh into common autonomy. Any other decision couldn’t provide the requirements of the national minority of Karabakh. “If the mentioned problem is solved in any other way, we would have to return to its discussion again”.
At those days Armenian delegation, holding secret negotiations there sent the decision of IX congress of Armenian farmers of 29 April, 1920 to Moscow about joining Nagorno-Karabakh to Armenia for delivering to Russian soviet leadership. It was explained during the exploration of the documents that the new-born Soviet National Committee of Azerbaijan hadn’t made such decree in May, 1920. Soon, it could in May, 1921. Because, at that time – on 23 May, 1921, plenum of CC CP of Armenia appointed Acop Ionisian as the representative of Armenia in Nagorno-Karabakh. Reaction of Azerbaijan to this illegal act was completely right. But Armenia avoided from this appointment and the problem was discussed secretly at the plenum of Caubureau on 3 June.
That’s why we don’t observe decree of SNC of Azerbaijan on May, 1921 related with Karabakh in the list of decrees of Soviet of National Commissars.
But the decision of the Presidium of CC ACP of 20 June about combining the mountainous and plain parts of Karabakh in common administrative unit was approved by the June plenum in 1923 of Caucasian regional committee. That’s why CIC was suggested to declare the autonomy of Nagorno-Karabakh with the center Khankendi on July 1, 1923 at assembly of the Presidium of CC ACP. According to the Presidium of CC, there had to be showed at the decree that borders and other problems related with Nagorno-Karabakh would be solved by special commission and the followings would be created until establishment of executive committee in the future: Revolutionary committee of five persons led by Karakozov and regional partial committee of five persons led by Manucyan. For determination of borders of Nagorno-Karabakh it was suggested to create a commission of the following structure: A. Karakozov, Sviridov, Chingiz Ildirim and Dadash Bunyatzadeh under leadership of A. Garayev. The commission had to give its suggestions to Presidium of CC in seven days. On 4 July these suggestions were affirmed at the assembly of Presidium of CIC. At the first paragraph of the decision of CIC there was noted: “To create autonomic Karabakh region in the mountainous part of Karabakh with the center in Khankendi”.
