Vardan Xachatryan, oppositionist of Parliamentary, deputy of “Irs” fraction confessed the violation of Azerbaijan territorial integrity and accepted Nogorno Karabakh as a part of Azerbaijan. Referring to the article of Moscow Declaration (returning of refugees to their home lands) signed by Azerbaijan, Armenia and Russian presidents he said: “First of all, issue is about returning refugees to their living places, and especially returning only temporarily Azerbaijani IDP’s, who are mustn’t shown as refuges according to the same International Law standards ”. Xachatryan is right. According to Geneva Convention, in 1951, Azeris who were withdrew from their homelands Karabakh and 7 adjacent districts by militaries of the aggressor country, Armenia are not refugees, they are IDPs, because when they left Nagorno Karabakh and 7 districts and came to safe regions, they did not pass the country’s boundary and stayed within the state territory. As a settlement of Armenian – Azerbaijan, Nagorno Karabakh conflict, when they will go back to their homelands they will not cross the state boundaries, because Nagorno Karabakh is a part of Azerbaijan. That’s why they are IDPs not refugees. By stating this delicate issue, deputy Xachatryan confessed by indirect way that Nagorno Karabakh belongs to Azerbaijan.
