Azerbaijani parliament approves Military Doctrine

Azerbaijan’s Military Doctrine has been discussed at the first meeting of the extraordinary session of the parliament today.

APA reports that chairman of the security and defense committee Ziyafat Asgarov presented the draft. Asgarov said the draft Military Doctrine consists of 75 paragraphs, comprises 7 major theses. The document covers military threats, facts of military aggression, rapid armament in the region, Armenia’s aggression against Azerbaijan, its realities, tasks lying ahead of the Azerbaijani Armed Forces in connection with it, future strategy of the military build-up, international military cooperation, military relations, international military contracts of Azerbaijan and other issues. The draft doctrine shows Armenia as an aggressor. The document covers the situation caused by this aggression, great threats to the security. The draft Military Doctrine also covers the financial crises, violent struggle for energy resources, support for separatism and other issues.

The draft Military Doctrine also envisages deployment of the foreign military bases in Azerbaijani territories. According to the document, Azerbaijan preserves this right under the necessary circumstances.

MP Zahid Oruj called it “Doctrine liberating the occupied Azerbaijani territories”. He approved the draft doctrine and offered to mention Turkey in the doctrine as Azerbaijan’s partner in the sphere of military political security.

Speaker Ogtay Asadov did not agree with him. He said Azerbaijan does not join any bloc, it has independent policy.

MP Aydin Mirzazadeh said the adoption of the document will perfect the country’s defense system.
“The document envisages temporary deployment of the foreign military bases in Azerbaijan. This is possible only if Azerbaijan’s national interests are ensured. Why shouldn’t Azerbaijan use it, if deployment of the foreign military bases ensures the country’s territorial integrity?” he said.

Khanhuseyn Kazimli said Azerbaijan must anyway liberate Nagorno Karabakh. He said the document was perfect.

Fazil Mustafa asked whether the proposals can be reflected in the document.

Azay Guliyev said it is important that the doctrine envisages military solution by Azerbaijan in case the territories are not liberated peacefully.

To him, other important issues reflected in the document are the continuation of cooperation with NATO.

Considering this project estimable, MP Fazail Aghamali noted that there were several reasons for importance of acceptance of the document. According to his words, the most important among these reasons is that Armenia does not want to return our occupied territories. He said that the document was important for prevention all pretexts.

Speaking against the document MP Panah Huseyn named the document abstract and common: “Only democratic countries win the victory in war. And that is why we must write in the military doctrine that our development way passes through democracy. It is impossible to speak about this document as a perfect document. I will vote against the document”.

“I have not doubted that you will vote against the document. The document takes military character. You are the member of this committee and deputy defense minister is sitting here as a participant of discussions. You may give him any question”, said Speaker Ogtay Asadov while answering the speech of Panah Huseyn.

MP from New Azerbaijan Party Siyavush Novruzov did not agree with Huseyn’s opinions: “Generally, Azerbaijan is a democratic country. You also considered yourself as democratic, but gave our lands to enemy in 1992”, he said.

MP Gudrat Hasanguliyev protested the last words of Siyavush Novruzov. “The enemy was strong that time, they were supported by Moscow when they occupied our lands”. Hasanguliyev noted that the issue should be approached sensitively in future. Expressing opinion about the document, Hasanguliyev focused attention on the absence of representatives of the security organizations in the discussions. “Only deputy defense minister is participating here and he is deputy minister on human resources. May be he has no idea about the document”.

MP Ganira Pashayeva said the project was perfect. She said the document was important to deliver Azerbaijan’s messages. Emphasizing that the issues mentioned in the document will be described in the future draft laws, Pashayeva said the Military Doctrine was a document defending the military interests of the country.

MP Ali Ahmadov said this was very significant and necessary document. He said 35th article of the document described ground and water security borders of the country, but it didn’t describe air defense. “If this issue is included in the document, the security issue of Azerbaijan will be completely described there”.

Aydin hasanov, Nazim Mammadov, Mirkazim Kazimov and other lawmakers also expressed opinion about the project.

The document was adopted after two-hour discussions.
