The report by Christine Kiuru mentions the Armenian-Azerbaijani Nagorno-Karabakh conflict, a member of Azerbaijani delegation to PACE Ganira Pashayeva said during her speech at the spring session of the Parliamentary Assembly of the Council of Europe (PACE) with regards to the report by the Finnish MP Christine Kiuru, entitled “Involvement of women to conflict prevention and solution of unresolved conflicts in Europe”.
“As stated in PACE Resolution 1416 and the four UN Security Council resolutions, Armenia has occupied 20 percent of Azerbaijan’s territory, as a result of which nearly one million Azerbaijanis became refugees and internally displaced persons. As Mrs Kiuru indicated in the draft resolution, the main victims of conflicts are really women, they sustained violence and face particular difficulties. I want to mention the hundreds of thousands of Azerbaijani women, who became refugees and internally displaced persons for more than 15 years, can not return their homes. All these have no analogue in the European region. Hundreds of thousands of women are waiting for you to protect their human rights trampled by Armenia. More than 15 years, hundreds of Azerbaijanis have been kept in captivity. Now it needs to think of the pain experienced by mothers, sisters, wives, daughters of these people. Being held in captivity and hostage for more than 15 years and abused Azerbaijani women and girls are waiting for you to protect their violated rights, they expect you to help return to their homes,” said Pashayeva.
According to her, the resolution 1416 stated that Armenia should withdraw from the occupied lands of Azerbaijan, and that conditions should be created for the return of Azerbaijani refugees and internally displaced persons their homes.
“But unfortunately, despite several years have past, no actions and pressure are made by the PACE with regards to Armenia’s non-implementation of the resolutions. As an MP, I represent Azerbaijan which is border with Armenia. Today from their positions in occupied Azerbaijani lands, the Armenian Armed Forces snipers shoot and kill Azerbaijani women working in their areas. A few days earlier, the Armenian snipers seriously wounded a teacher on her way to work in the village. I invited ambassadors from many countries to the village and they were horrified by what they saw. The cemeteries are destroyed in the occupied Azerbaijani lands. What could be worse than this picture for a woman, mother?,” said Pashayeva.
According to MP, as indicated in the report, the main victims of conflicts are women who faced with big difficulties. For this reason, it is very important to enhance women’s role in the conflict settlement process.
