Apart from those resettled, about half of IDPs continue to live in harsh conditions.
The program, commonly known as the “Great Return” programme, currently being drafted by 32 state agencies and international organisations. This document is supposed to provide for the return of the ethnic Azerbaijanis after resolving the conflict and paying off compensation (estimated at 60 billion USD). The international community should also be more actively involved in clearing potential return areas of mine-fields and unexploded ordnance”.

There were 12 people in the bus, but the driver was not there and I was standing at the bus stop smoking over the cigarette. Suddenly a woman loaded with bags and baskets approached the bus and the man sprawled out on the front seat if the bus was going to Dashbulag.
– No! Shouted the man and turned his face away.
The woman flinched from the man’s yell and continued her way pulling heavy bags to the other buses trying to find the one that was going to Dashbulag.
– Stop, stop – I called the woman – this bus goes, but it goes to Artsakhashen, but not Dashbulag.
– Ah damn! – told the women and hurried back into the bus. Entering the bus and passing by the man who made her to run in vain to other busses, she told him something. Apparently she told something bad, as the man immediately jumped on his feet, shouted at her aggressively gesticulating with hands. The women also did not leave it unanswered and replied to him in the same manner. In few minutes the people in the bus grappled with each other divided into two groups. I was observing the fight from the outside and thought that the ExCom woman was right – there was no Dashbulag anymore. Dashbulag was left in the past, in my childhood. There is another village called Artsakhashen instead, located at the same exact place on the hill. I did not know this village.
I did not even want to know about this village. But where was I going then? Standing there for another minute I retuned back to the town with anguish and sadness in my heart. Walking for a quarter of an hour I reached a café and entered to eat as was hungry. Looking for a place inside the café to sit I saw an old friend of mine, Andrey who was sitting alone in the corner.
– Hi, Andrey – I greeted him.
– Hi, but I’m not Andrey.
Damn, I thought, how could my memory be so confused? I immediately apologized:
– Please excuse me, but you are so similar …
As I apologized and went to the next table to seat he called me.
– This is me, you did not confuse. But I’m Andranik, not Andrey.
– What? You were also renamed? – I surprisingly asked.
– What do you mean? – he replied.
– You see, they renamed Dashbulag to Artsakhashen.
– Yeah, I know, come, sit down – he invited me.
I sat at the table and we had a glass of wine. Andrey-Andranik, told me that he was supposed to have a business meeting, but his partner was getting late. My messmate was apparently no in mood, neither was I. Therefore our dialogue was not successful. There I remembered fifteen years old romance story of the guy, when he was already married, with a young girl called Anna who studied in the local professional school. I had witnessed it because the noisy outcome of the relationship happened at the same time with one of my short assignments here. Thinking that this could be a topic to bring some joy to our sad company I asked him about her. I asked if he still keeps contact with her.
– No – he replied – We rarely see each other, only if accidentally passing by in streets. You would not even recognize her- she had put on quite some weight. By the way, she is not Anna, but Anait.
Hearing it anger captured me.
– So, what – she also was renamed?!
– She was – he responded carelessly.
– I see, but why you all are being renamed? You were Andery for so many years, and suddenly became Andranik – why?
– Well, how to explain you… we are coming back to our ancestral roots.
– Coming back to roots… why do not you be renamed to Adam then? Of course if you are a believer. Otherwise gorilla could be another option. You cannot go to ancestors closer than that.
After this argument.
I left without eating, drinking and saying goodbye to the guy.

In end of April of 1997 holiday enlivening was prevailing in the Stepanakert airport as the Karabakh authorities were there to meet the ex candidate for presidency of Russia, Alexander Lebed. The General had come there to participate in the wedding of the president of Russian-Armenian initiatives Arkadiy Vartanian. “President” is the most preferred title in among the mentioned “initiatives”. The General affectedly observed the battle-worthy battalions of the capital city and after drinking a box of local cognac loudly promised in satisfaction not to dispose the partners: as empty tare in the case if becomes President of Russia.
“I see a real army” – declared Lebed to the journalists surrounding him, saying that this was what the Russian army misses to be praised the same way. Army, as Russia itself misses power and ideas. Finalizing his words Lebed noted: “Army of Karabakh the fit army of in the territory of the former USSR”.
Immorality of the political ambitions is obvious, when selfish interests are the driving force for starting up a war in the neighboring countries. Millions of innocent people who become uprooted, including children pay the costs.
In this context these are the Azerbaijanis who became outcast on their own lands after occupation of Azerbaijani territories by the “most battle-worthy” army in the territory of the former USSR”. All orders in this army are given in Russian, all documentation is also made in Russian and the army regulation is copied from the old Soviet regulation. Army serves for Russian money and eats Russian food.
Russian special services were surprised with the moral of the population – they would rather die than go for the demands of the Azerbaijani side. Karabakhians do not understand questions like: Do Armenian mothers try to evade children from army? If there instructions how to “avoid” the service? Or if the broadcasting of Karabakh propagates pacifistic policy, accusing soldiers of Karabakh that caused damage to Azerbaijan?
No, of course no way! Destroy your old neighbor, praise militarism and you are a hero!
This what Karabakh is – military front of the self-declared Armenians, created to be a battering-ram to shake the collapsing Soviet Union. Similar power of nationalistic ideology is ready to turn upside down even Russia.
Can a nation become like a wild wasp swarm?
Land surveyor M.A. Skibitskiy had studied the state owned Karabakh pasturelands (yaylag) in 4 ueyzds (districts) Elizavetpol province – Javanshir, Zangezur, Shusha and Jebrayil districts in the periods of 1891 – 1897 leaving a printed legacy of maps of the area for his descendants that were Karabakh khanate before being annexed to Russian Empire in 1828.
Describing mountain ridges and hill chains of the Minor Caucasus, noting the extreme steepness of mountainsides crossed by numerous valleys, the land surveyor emphasized natural river stones (called chingil locally) as one of the main specifics of the pasturelands there. Often lying in long lines, these stony areas become impassable obstacle for cattle and people.
Special attention was drawn to Peri-chingil stony area in the center of Zangezur plateau stretching for 14 versts (1 verst equals 3500 ft) in south eastern direction with its impressively huge size having almost no vegetation – grand picture of wild and deserted nature located at the height to 1000 ft.
In several places of mountain pasture lands healthy and tasty water was coming through small cracks and bigger valleys in the form of spring waters running in different directions.
Rivers of Nagorno Karabakh being source of brilliant water impetuously run in the bottom of deep valleys with through rocks with thundering noise creating huge waterfalls.
Many migratory and cattle-driving tracks of bigger and smaller sizes, pond places, stone coating of walls, wooden rabbets for water streams, as well as mineral springs of carbonated, ferric acid and sulphuric content were observed in Karabakh yaylags.

ARMENIA WAS CREATED AS A DICTATOR COUNTRY
Real formation of Armenia
By September 1918, “Armenian diplomatic labor…had been frustrated. In an ironic paradox Armenia turned to the Ottoman Empire” (from the book of Hovanisian, p 51).
If the Ottoman Empire really did commit the crime of genocide from 1915 to 1919, as Armenians allege, then why would the newly established Armenia turn to the Ottoman Empire for help in 1918, 1919, or 1920?
When the conference began, the Armenians “humbled themselves as far as to express gratitude to the Ottoman Empire for tolerating the establishment of the Armenian Republic”. A Turkish spokesman stated during the talks that the Armenian problems were caused “by the Kurds, the military authorities, and the irresponsible local officials, but he charged the Armenians with disloyalty to the Ottoman homeland” (P 52).
Certainly Armenians were disloyal to the Ottomans, with whom they had lived in peace for more than five hundred years. Hovannissian writes of revolutionary activities by Armenians that assisted Ottoman enemies, not the least of these actions were the many Armenian military attacks behind Ottoman battle lines. This was the Armenian activity that caused Ottoman officials to remove the entire Armenian population from the war zones. Any nation will do what it has to do to protect its troops from the enemy. Armenians proved over and over again, with hit-and-run attacks, that they were enemies of the Ottomans. This was the reason the entire Armenian population was removed, except for those in Istanbul, Izmir, and Edirne, which lie in the western part of the empire and were no threat to the Ottoman war effort. Any other nation at that time would have done the same thing under the circumstances. Thereafter, the Armenians tried to excuse their disloyalty by ignoring the fact they started the killing of Ottomans. The Armenians attempted to cover up their bad deeds by claiming they were victims of a massacre because their people were removed from behind the battle lines.
If the Ottomans set out to exterminate the entire Armenian population why didn’t they wipe out the Armenians, who lived in Istanbul, Izmir and Edirne and elsewhere that were not behind their armies battle lines? The Armenians living away from where the battles were fought were not harmed. The word “genocide” means deliberately wiping off a nation with no exception.

National Heroes of Azerbaijan
Saving lives of children and women, he died
This year, he would have been 40, however it was destiny to live up now. 18 years ago, when he dead, was only 22 and now he forever remained at this age…
Faig Alish oglu Agayev was born on June 6, 1969 in a labour family in Papravend village of Agdam district of Azerbaijan. Having received secondary education in Papravend rural high school, in 1986, Faig has been called on service in the ranks of the former Soviet Army. In 1989, after demobilisation from army he has begun his life of work in the Yevlakh city next to Agdam.
It was times when there was notorious “Armenian movement” for tearing away an integral part of Azerbaijan– Nagorno-Karabakh. That “movement” was accompanied by murders of Azerbaijanis by Armenian bandits and their expulsion from their homes in Nagorno-Karabakh and Armenia. His native Agdam has already given the first martyrs: on February 22, 1988 Armenians have killed two young agdamis – Ali and Bahtiyar. In separate corners of republic even more often began terrorist, separative, gangster sorties of Armenians, a general-political situation in the country was heated every day.
Certainly, Faig, with his high patriotic character, could not remain indifferent in a similar situation. Seeing that the Armenians are open to the armed conflict against Azerbaijan, he took up arms and began on protection of the native land. And after January tragedy in Baku and other regions of the country created by Russian armed forces, Faig completely has devoted himself to the protection of the Motherland.
In September 1990, F. Agayev volunteer enrolled in the battalion, which was established in the Agdam district police department. The uneasiness, unforgettable and disturbing days have begun from the same moment.
On December 23, 1991 … Meshali village has been exposed to an attack by Armenian armed forces. An enemy armour military technology, and behind it land forces of the burnt forests moved to a village direction. From bullets and shells, house has fired old men, women, and children dead. There were many people who have burnt alive in burning houses. The Armenian fascists subjected to ruthless bombardment of the people, trying to avoid untimely death, somehow having got out of the destroyed and burning houses.
The fighters of the Azerbaijani party are trying to do everything possible to break the villagers to safety. The situation was extremely grave. By selecting one of the dilapidated houses for themselves as the fortifications, Faig his tag light dust to settle the Armenian armed robbers, creating these conditions for the withdrawal of people from villages and hiding in the woods.
Drawing on the enemy firing point, F.Agayev rescued from the apparent death of dozens of elderly people, women and children. Until the end he did not cast his battle station, and battled to the last breath. This courageous heroic policeman was dead, having offered own life for the sake of rescue of many relatives.
He was single.
On October 8, 1992, Faig Alish oglu Agayev was posthumously conferred the honorary title of the National Hero of Azerbaijan by the decree of the President of Azerbaijan. He is buried in native village Papravend.
THE STORY OF THE CAPTURED

I have heard that, Armenians were found forty thousand shanks for shovels in any warehouse of occupied Agdam. But for all the shovels in the Nagorno-Karabakh and the adjoining areas occupied by Armenians, all the same there were no shanks because the trophy shanks, all forty thousand and a lot of thousand other shanks specially prepared in woods and bludgeons, has been broken off by Armenians on the hands, feet, heads, backs of our hostages and prisoners of war. Yes those shanks from shovels and a cudgel, a bludgeon, stake? Even special plastic and rubber police batons of the European manufacture with a metal core inside did not maintain so intensive operation, daily and reusable use on our backs, heads and became unfit for use…
Even, they tortured with electric shocks, but not often. I remember such story. Once Armenians formed in columns the prisoners and hostages, Armenian flag put on the table before them, and nearby have stretched the Azerbaijan flag on the earth. Each Azerbaijani captive was in order of priority to go out, come to the table, spit to the Azerbaijan flag, kiss Armenian and return back.
They liked to make such things – and often arranged at a different way. They did it to humiliate us. We understood that our humiliation gives to them pleasure. But then, I heard that such actions are also considered to be torture – a sophisticated, psychological, and aiming to cause mental flour, broken man, crush his all will to resist.
And so, all accurately approach, spit on one, kiss another as ordered and, having hung a head, hiding eyes from themselves, come back in a row. And one of ours, by name Ilgar, has approached to a table, but has spat on the Armenian flag, then knelt and kissed the Azerbaijan flag which has been outspread on the earth as a rag and is covered already half spitting. It was so unexpectedly that escorts of Armenians were dumbfounded. And Ilgar was buried his face with our flag, scolded, wet from our spittle’s and the Armenian urine, a three-colored flag with a half moon, a star, and showers with kisses, as a relic. There Armenians directly gone mad attacked at him from the different sides and began to beat hands, feet, and butts. Usually they did not beat hands, kept his fingers, besides shanks from shovels, stakes, bludgeons, and for mortal death– armature pieces, crow-bar. And here – hands, so all has occurred unexpectedly and has enraged them. Then has trembled, was scattered. Imagine that, was created at heart of us even if we hammered, victimize and intimidated very much, almost all resignedly spat the flag, have moved forward. Convoy distances some turns in air, stopped us.
Beat Ilgar long, but not shot, not killed. Whether because going to take for him a ransom, but most likely because they had to first break him before the row that he had not died a hero in our eyes. But Ilgar resisted. Without having achieved their, Armenians dragged away him, have fainted, half-dead and have thrown in a cellar about which told different horrors. We understand that no longer see him or, if see broken. More, we have not seen him. It turns out that, the Armenians for refusing to obey and kiss Armenian flag in front of row long tried to shock him, put fingers at a door of the safe, slamming, and have broken fingers fractured hands with crowbar -, they use crowbar when wanted to hammer to death – and threw him in the cell to die slow agonizing death. However Ilgar never surrendered. Just an example such as Ilgar, and helped us not to fall definitively spirit stick, despite everything, despite the hunger, cold, beatings, torture, shooting, the loss of our lands, and to remember that we are people.
Even then, we learned that before the ransom, the Armenians exchanged his deathbed, when case has turned up, and finally gave him a diesel injection in the vein. This is a death sentence, only with a delay, slow death. Ilgar seriously ill and died after a year-one and a half, after that event, has already returned home, in Sumgait. He was not and forty, he left three children orphaned. Doctors could not help him, they say, from diesel in the vein, all interiors decay, and nothing cures. So Armenians have revenged, for what people did not want to be inclined before rubbish, wished to remain the person. Do his children know today what the man – kishi was their father?.. I told you about it and heart again was ill. Now I sit on the drugs, though earlier, before the captivity, was healthy.
And they fed us everywhere, as well as in Martuni – bread, water, sometimes boiled millet. Sleeping on mattresses, usual what were in barracks, hostels and hospitals of a Soviet period and even with bed-sheets. However, mattresses have been in places where the representatives of international organizations tested, and generally satisfied with straw on the ground floor. Yes and only changed the bed-sheets before the visits of representatives of these organizations, as it happens infrequently, so all the sheets have been unimaginably dirty, teemed with louses. One of the captured became lousy and has grown weak from bites of louses so that he died. Yes, he died not from starvation, has weakened, and louses eat him.

Armenian terrorist organizations
“Armenian Liberation Front”
Many modern inhabitants of our planet are known the name of terrorist organisations operating around the world. There are dozens, and they are a source of horror, bloodshed, insecurity, etc.
Among the similar organisations are available even “famous” to which all mankind are stunning terrorist acts. Among these organizations is even “Al-Kaida”, “Kurdistan Workers’ Party” (KWP), “Armenian Revolutionary Federation Dashnaktsutyun”, “Armenian Secret Army for the Liberation of Armenia” (ASALA), “Revolutionary Organisation 17 November” and so on.
It is interesting that at classification of the terrorist organisations by a national relation, among them all over the world the heavy weight belongs to the Armenian terrorist organisations. The roots of the Armenian terrorism go to the end of XIX century: in 1890 revolutionary party “Dashnaktsutyun” has been created. As an example of the dozens of such organisations besides just mentioned party with its known motto “Kill Kurds and Turks in any place, in any conditions; kill the Armenian traitors, refused to make it; revenge!” it is possible to result and most “popular”, such as ASALA, “Gnchak”, “Armenakan”, “Armenian Secret Army for the Liberation of Armenia”, “Gegaron”, “Armenian Liberation Movement”, “Avengers of the Armenian Genocide” (AAG), “Orly Group”, “Justice Commandos against Armenian Genocide”, “Armenian Unity”, “Group on 9 June”, “Suicides Squadron”, group “Apostle”, “Group of 28 May”, “Union of Armenians” and others.
I think, there is no need once again to remind that on the account of each of these organisations have killed several thousand innocent people of various nationalities, the majority from which, undoubtedly, are made by Turks and Azerbaijanis. It is enough to notice only that in total for the period since 1973 only ASALA militants and related structures have been carried out 235 terrorist attacks and military operations, killed 70, wounded 534, 105 persons are taken in hostages. A characteristic feature of the operative parameters of ASALA is decentralization of operatively fighting structure and use of variables (once-only) items at realisation of terrorist acts.
The management of Armenia aspiring to independence of the control of the central authorities of the USSR, enduring before disintegration confusions, in the end of 70th years of the last century has begun large-scale campaign for gathering in Yerevan active workers of the radical organisations of foreign diaspora, to be exact – the militias of the various terrorist organisations – “Dashnaktsutyun”, ASALA, AAG, “Union of Armenians”, “Armenian Liberation Front” and others. Using the uncontrolled situation created in region, on territory of Azerbaijan where lived also the Armenian population, under the pretext of the help rendered to Armenia through the Armenian Diaspora, directed by terrorists, the weapon and the finance from the USA, France, Russia, Iran, Lebanon, Greece and other countries of the world in which there is a strong Armenian lobby. The Armenian government has not only given permission to work in the republic of the specified organisations, but also strongly supported them, gave refuge to wanted activists, has provided with money, counterfeit documents, transport and the weapon.
Arriving to capital of Armenia, Yerevan city from all over the world terrorists, beginning of the Armenian-Azerbaijan war, Azerbaijanis have been involved in exile from Armenia. In an atmosphere of terror and a general psychosis with their participation through the use of force several hundred have been killed, expelled over 250 thousand Azerbaijanis. We will notice that the Armenian ethnic terrorism especially brutal towards civilians and the complete disregard for the rules and regulations adopted in the civilized world.
This year Armenians celebrate thirty notorious “anniversary” one of the also well-known Armenian terrorist organisations – “Armenian Liberation Front” (ALF). The organisation was founded in 1979 and is a member of “ASALA”. The basic authorized problem of the given organisation is to prepare terrorists for the subsequent throw them on territory of Turkey and Azerbaijan. Time of its creation, as shown, corresponds to the period of preparation for the beginning of Armenian “movement” for tearing away of historical Azerbaijan territory of Nagorno-Karabakh.
And, naturally, members of these organisations actively involved in undeclared Armenian-Azerbaijan war of 1988-1994, their hands are blurred by blood of innocent citizens of Azerbaijan in Khojaly, Jamilly, Dashalty, Malbeyli, Meshaly, Agdaban, Garadagly and other settlements. By the way we will notice that members of АLF – executioners of Azerbaijanis – Arsen Vasiyan, Razmik Vasiyan, Edik Zatikyan, Andrey Shirvanyan are included in the list of pursued persons according to requirements of resolutions of the UN Security Council 1269 (1999), 1363 (2001), 1373 (2001), 1377 (2001).
It is very interesting that the antiterrorist campaign conducted by the world countries led by the USA, else that cannot offend the international terrorist organisations including Armenian, and the latter are strengthened, become stronger every day.
Are there really no mechanisms to struggle against the terrorist organisations? Is the world will forever live in fear and horror of these terrorists?
June 1 is International Children’s Day
Armenians are hangmen of Azerbaijani children
It is sixtieth anniversary of establishing International Children’s Day. It was established in 1949 in Paris, upon the decision of the session of International Democratic Federation of Women. The first time the day was celebrated in 1950. Afterwards, UN supported this decision declaring protection of rights, life and health of children as one of its priority directions in its activities.
In addition to this date, upon UN General Assembly’s (GA) resolution #836 (IX), adopted in 1954, starting from 1956, UN introduced Universal Children’s Day, celebrated every year on November 20 and directed to the improvement of children’s welfare, strengthening work done by UN in the interests of children all over the world. On this day in 1959, ‘Declaration on children’s rights’ was adopted; and in 1989, ‘Convention on children’s right’ was adopted.
Sixty-years old International Children’s Day is not only one of the joyful holidays for children, but is also a reminder for adults that children need their constant care and protection and that adults are responsible for them.
According to a public survey by UN Children’s Fund (UNICEF), more than half of all children live in families where physical and psychological abuse is a normal phenomenon, one out of ten children regularly becomes a victim of adults’ aggressive behaviour.
However, today, after 60 years, is there a real need to protect children and childhood? It appears that today child protection became more urgent than decades before. At present, in different countries, children are exposed to different dangers. So, if in the USA, it is negative consequences of watching TV, in African and Asian countries, children are threatened by hunger, AIDS, illiteracy, etc. Frequent and more terrifying dangers for children are caused by conflicts. A propos, UN has a strong concern for children’s destiny in the countries exposed to aggression. Proceeding from it, ‘appalled by the great number of innocent Palestinian and Lebanese children victims of Israel’s acts of aggression’, on 19 August 1982, the United Nations General Assembly decided to commemorate 4 June of each year as the International Day of Innocent Children Victims of Aggression. It is the last form of danger that befell Azerbaijani children as a result of Armenia’s aggression against Azerbaijan.
This aggression, expressed in Armenia’s encroachment on Azerbaijan’s territorial integrity, was accompanied by death, loss, and captivation of hundreds of Azerbaijani children.
Armenians started the acts of brutal extirpation of Azerbaijani children even during deportation of Azerbaijani population from the present Armenia, situated on the territory of Western Azerbaijan. One fact needs to be reminded. In 1989, after the earthquake in Armenia on 7 December 1988, digging out the ruins French rescuers found a large diameter tube soldered on both ends. They cut the tube and were terrified: there were about 70 killed child corpses. Afterwards, it was ascertained that those were Azerbaijani children.
Hundreds of children and adolescents died during banishment of local Azerbaijani population from Nagorno-Karabakh Autonomous Region and military operations, conducted from 1988 to 1994. Only in Khodjali, about 70 children and adolescents were brutally destroyed by Armenian-Russian military formations. Tens of children were killed during occupation by Armenian armed gangsters of the villages of Meshali, Malibeyli, Jamilli, Dashalti, Agdabani, Qaradagli and other Azerbaijani settlements.
According to the State Commission on Prisoners of War, Hostages and Missing People, out of total 4471 missing people, 51 are children (17 minor girls). Through witness testimonies, it was established that out of all missing Azerbaijani citizens 753 are considered current hostages and prisoners taken by Armenians; 21 of them are children and 46 are women. Among 1391 freed prisoners and hostages, 168 are children (65 minor girls).
At present, there are 21 Azerbaijani children hostages and prisoners on the Armenian side. They were from 3 months to 17 years old when they were taken. These are Vusala Alishova, Tural Aliyev (both are from Lachin), Mahir Allahverdiyev, Nusret (Anar) Jafarov, Samir Jafarov, Sabuhi Aliyev, Salim Aliyev, Mehsel Huseynov, Rajaf Huseynov, Sabiba and Nasiba Huseynovas (all from Khojali), Khayal Bandaliyev, Yashar Guliyev, Mazahir Guliyev, Aygun Guliyeva, Shahnaz Guliyeva, Fariz Zeynalov (all from Kalbajar), Gulafe and Sakina Majnunovas (both from Gubadli), Mohlet Mammadov (born in Goyche of Armenia, taken in Khodjali), Vagif Rahimov (born in Saatli, taken in Zangilan).
Armenians commit incredible tortures and unacceptable acts against hostage children. Doctor Aida Serobyan made unknown injections to Arzu Hajiyev, newborn baby of Guljamal Guliyeva, who was taken hostage during Kalbajar’s occupation. As a result of these injections, the child became disabled and in May 2003, he died. Armenian doctors removed three years old Shovgu Aliyeva’s humerus, as a result of which the child was disabled forever. Fifteen years old Nazakat Mammadova was sold by Armenians to her relatives for four million Russian rubles. The girl’s father was tortured in front of her eyes, his ears were cut off; her mother lost her mind not being able to bear threats and blackmailing.
Similar facts are in endless number. It can be added that the Armenian aggression left many children orphans; the childhood of these children, who became internally displaced, is lost forever. Shortly, Armenians are Azerbaijani children’s executioners and murderers. All is for ambitions of the Armenians, dreaming about mythical “Great Armenia.” Moreover, as if the world community does not see it all. No, it surely does see everything; just bias, double-standard approach to the resolution of the problem and other ambitious desires ‘prevent’ it…
Where Armenia goes?
The information on transition of two Armenian soldiers on the Azerbaijan side have published by mass media in the beginning of this month that confirmed by State Commission on Hostages, POWs and Missing People of Azerbaijan. This is the next desertion of military men of the country, which are occupying a part of the Azerbaijan territory and at present being in position of war with it.
On May 31 of this year, two Armenian soldiers, who were captured voluntarily by the Azerbaijani Army near Gulustan village of Goranboy region. Ohan Vadinagiyevich Harutunyan and Gevork Serzhikovich Tomasyan – soldiers of the training detachment of the 7th mountain rifle regiment of the Armenian Defense Ministry 38-862 military unit, complained of unbearable conditions and tortures and said that they crossed to Azerbaijan, Tonashen settlement of Agdere district occupied by Armenians, broadcasted by ANS television channel.
G.Tomosyan, 1991 of a birth, the native of Norgeh village of Nairsky region, and his contemporary O. Harutunyan – from Jovinar village of Martuni district of Armenia. It should be noted that deserters “have served” in the army only two weeks. Think over, how unbearable situation in the Armenian army that only two weeks enough to dare at desertion. Thus, only just called on service in army recruits could not agree with the intolerable position reigning in the ranks of the Armenian army, and have dared on such, frankly speaking, a risky step. Deserters have informed that between military men of the Armenian army there are not authorized relations, they periodically were exposed to beatings and tortures, and quality of a food simply intolerably. The fact of deliberate desertion proves to be true one more detail: the letters written by their relatives still being in military unit are found out from the soldiers, who have come to the Azerbaijan side. In letters soldiers complained about the intolerable conditions to parents and ask them to move faster in other unit. Recruits searched a right moment to send the letters to home. However, the situation has not changed and they were not able to make plans and were forced to desert to the Azerbaijan side.
O. Harutunyan says that the reluctance serve in Nagorno-Karabakh, they offered in the military commissariat of Yerevan. However supposedly, there they demanded a bribe: “My father – the II group invalid, mother – the housewife. We do not have sum demanded by them. Therefore we could not pay such sum, and we were fraudulently delivered in Karabakh. After that, we have decided to escape from the military unit, to come to the Azerbaijan side, where we will be able to relocate to a third country”.
His companion in desertion G. Tomasyan also wants to get to a third country: “I’ve heard that, before Armenians passed here. After a while they by means of Azerbaijan were forwarded to the third country. I have one dream –to go to the third country from here and later 6 months to obtain citizenship there. I wish to get a job there, to help parents, and then to bring them to myself”.
Let’s notice that it is not a unique case – desertion of the Armenian soldiers. As it mentioned in previous number of our newspaper, just three months ago, on February, 28 of current year, three Armenian soldiers– Grant Markosyan, Alik Tevosyan and Arthur Sarkisyan were detained in Agdam region. It happens near to Ergi district, near the contact line of the Azerbaijan and Armenian armed forces. And then the Armenian soldiers declared that they were voluntarily come to the side of Azerbaijan and explained the transition by the injustice reigning in their military unit. Soldiers spoke about “bullying”, a constant beating and extortion of money. We will remind that before these three soldiers, at various times, for the similar reasons, soldiers of Armenian army Ambartsum Asaturyan and Paruyr Simonyan have deserted to the Azerbaijan side. Last then predicted that a lot of the soldiers are ready to come to the Azerbaijan side with a sending wish in the third country, as turns to a reality.
The difficult situation reigns not only in Armed Forces of Armenia. The living conditions of the country leave much to be desired. If you remember, some years ago, two citizens of Armenia – Arthur Apresyan and Roman Taryan “have welcomed” to us. And the today’s astable, storm situation in these countries spoke about it.
In a word, existing situation calls into question on the future of the Armenia. And Armenia, instead of dealing with the problems, conducts aggressive, predatory policy.
Where Armenia goes?
Shall France continue co-chairing the MG negotiations?
Let this question not confuse anybody. France is one of the co-chairs of OSCE Minsk Group (MG) at the moment. The question appears due to French position, often far from being impartial, objective, fair and sometimes difficult to understand in the regulation of the Armenian-Azerbaijani conflict.
Azerbaijani society is in constant chafe from biased, pro-armenian, non-constructive, ambiguous, slippery statements from the French co-chair Bernard Fassier (being sincere, his predecessors were not much different either).
It is clear of course, that any diplomat in such a position expresses the position of the country he or she represents and all comments in this regard shall be addressed to the state authorities rather than to its representatives.
However this is natural that the names of the certain diplomats appear whatever the position is. Generally speaking in the negotiation processes of armenian-Azerbaijani conflict a sign of equality can be put between the names of the representatives and the countries they represent.
Other words, the negative attitude formulated about Bernard Fassier can be equally attached to the France as a state.
The negative attitude towards the position of France as MG co-chair during the recent years has elevated to extend when an issue of refusal from the co-chairmanship of France in the negotiations is to be put on agenda.
This issue is widely discussed not only in Azerbaijani society, but in Brussels as well. Recently Belgian publication called European Voice has offered to replace the French participation in the talks with European Union.
Obviously such a development of situation contradicts with the interests of official Paris, as the “mediation in the conflict resolution” in Nagorno Karabakh is a very useful key to the rich resources of Azerbaijan, which is not easy to refuse of.
Everything seems to be driving to this. Another scandal was burnt with the recent visit of Deputy of the French Parliament, Chairman of the French-Armenian Friendship Caucus, Francois Rochebloine accompanied by his secretary Jean-Pierre Delanoe and member of the city council of Saint-Chamond Emmanulle Mandonom. We will later refer to the political value of the mentioned visit. Now, let’s see what this armeniased French had twaddled during his vist.
Meeting with “MPs of Karabakh” and speaker of the “National Assembly” Ashot Ghulyan the French MP, who was paying the third visit to NKR, said to happy to be among his colleagues he also added to be “pleasantly surprised at the changes in Nagorno Karabakh. According to him, the changes “obviously evidence the great developments that have taken place in various spheres and branches in Nagorno Karabakh. I support AyDat” (Armenian National Committee of America, linked to “Dashnaksyutun”, struggles for the recognition of “Armenian Genocide” – translated as “Armenian justice”- e.s. Trial – this name often among the separatist and terrorist Armenian organizations – G.J.) and struggle of the nation for freedom. Right of self-determination of nations can no way be put under question… I will continue supporting the right of people of Nagorno Karabakh for self-determination. There cannot be a nation without a state. Nagorno Karabakh is the holder of all the rights, it independently governs its life, builds new roads and provides its security. It is a sovereign state. This all shall be continued”
French MP apparently tasting home made Armenian vodka, sang the same song as his compatriot Fassier and pushed his nose deeper where he was not supposed to: “Several contradicting decisions were made during the Soviet rule based on the principal of “divide et impera” and annexation of Nagorno-Karabakh to Azerbaijan was one of them… One should not trust a country (Azerbaijan – G.J), which continues militaristic declarations in parallel to peace negotiations and its president full of hatred towards Armenians. Territory and people of Nagorno-Karabakh, as well as the cultural identity of Nagorno Karabakh people should be guaranteed on the international level”.
It sounds as if it was not French Francois Rochebloine, but armenian Zori Balayan speaking. How one can be so irresponsible, primitive, illegical to mention such a nonsense? If ethnic Armenians of NK are a nation, then why 500 thousands of Armeniasn living in France not claim self determination and soveregnity and establish French “NKR”.
According to the information from mass media, Azerbaijani Foreign Ministry passed an official letter of protest to the French government regarding the visit of French MP Francois Rochebloine to Nagorno-Karabakh (for entrance to Azerbaijani territory je was supposed to seek the permission of Azerbaijan – G.J) and his statements.
France replied in the traditional way saying that “This visit does not reflect the position of France and France recognizes the territorial integrity of Azerbaijan”.
Obviously France is not following single standards, as the MG co-chair by the virtue of its status should. Rochebloine is not a tourist – , he is the member of National Assembly. He had been meeting with the officials of Armenia and Karabakh together with the delegation, discussed perspectives of cooperation between legislative bodies of France and “NKR”, got acquainted with state programs realized by French companies of SPFA in Nagorno Karabakh, presented the medal of French parliament to Ghulyan etc. How with all what happened his position can be different from the position of France?
Recently it also became known to “Echo” newspaper that the Russian representation of the French Petit Futé tourist company has issued guide on Armenia that includes a chapter on Nagorno-Karabakh (?). There is a map of Nagorno Karabakh published with changed names of Azerbaijani districts as “Karchavar” instead of Kelbajar, “Bedzor” instead of Lachin etc. Historical remarks in the guide are rich with absurd descriptions such as: “Since the 65 years of existence of Nagorno-Karabakh Autonomous Region Armenian population had been facing discrimination from the Azerbaijani authorities which was realizing the policy aimed at cutting the relations of the region with Armenia, cultural de-armenisation in the region and bringing Azerbaijanis to Karabakh to change the demographic composition of NKAR” at the same time ignoring its economic needs. Karabakh, which is the eastern part of Armenia, is in holistic unity with Armenia culturally and linguistically. “Only after the determination of the status of Karabakh and its recognition as sovereign state” liberation of Azerbaijani lands can be brought to agenda.” etc… Total lie!
Well, probably France can again explain it by saying that this was a private publication and has nothing to do with the official position of the state. Formally this can be so. But, believe us, shall France be friendly as the MG co-chair, or at least impartial they would have found ways of explaining their MP and others no to play with these values.
This is an issue of historical mission of France, which has taken the responsibility to resolve the conflict.
All these issues involving French officials, MG co-chair and different other involved actors strengthen the suspicions on the biased pro Armenian attitude of France.
These negative moments combined, bear a question “If France shall continue co-chairing the OSCE peace making efforts?”
Pro-Armenian REGNUM
A lot is written and spoken about the pro-Armenian position of one of co-chairs of the OSCE Minsk Group (MG), Russia, historically neighbouring and sharing political, economic, cultural relations with Azerbaijan, although it is not pleasant at all. On the contrary, it causes disappointment, sorrow, despair, and heart ache.
But it is impossible not to speak, not to write about it. The reality of life makes it inevitable. In the words, in the statements by officials of this country, it is hard to find anything negative about Azerbaijan. But in action… Many know about the secret help provided by Russia to the Armenians during Armenia’s aggression against Azerbaijan (in Azerbaijani society, there is a well grounded opinion that without Russians’ help Armenians would never be able to occupy territories of Azerbaijan – G.A), about the bloody slaughter in Baku in January 1990, the repeated weapon traffic to Armenia in large quantity, about the ungrounded inclination in international negotiations on regulation of Armenian-Azerbaijani conflict and so on and so forth.
It is natural and at the same time misfortunate that such a position of high official level of the country also infects separate state institutions, public and private organizations, and mass media. In the previous issues of our news paper, we wrote about repeated facts of anti-Azerbaijani tricks by separate organizations and mass media of Russia: be it the weapon traffic to Armenia, publication of maps and atlases, where Azerbaijani territories are presented as Armenian, insertion of absolutely false information on the history of Azerbaijan and of its inalienable part, Nagorno Karabakh, into Large Russian Encyclopaedia, Large Encyclopaedic Dictionary, New Encyclopaedic Dictionary, publication of articles or organization of programs with anti-Azerbaijani content… Naturally, some such sallies, brought in the official Baku’s reaction, but the number of such facts is uncountable and to react each time is simply impossible. A strong state control, which will not allow separate institutions to affect interests of other countries under anybody’s pressure, must take root in each country. When there is no such regime, or the top of the government itself does not hold clear, stable, objective, definite position towards any country, then, surely, everywhere, where there are Armenians (and they are everywhere!), any organization or mass media will dance “to Armenians’ tune.” So does the northern neighbour of Azerbaijan.
In Russia, there is a large Information Agency REGNUM. It has a central office in Moscow, several offices in regions , and of course, in the centre of Nagorno Karabakh (NK), in the city of Stepanakert. Who cares, let them work. However, the concern is that, through its activity, this institution recommended itself as pro-Armenian. If one opens any of its bulletins he/she will certainly find there something pro-Armenian and anti-Azerbaijani.
In all information regarding NK, the illegal separatist regime is presented by REGNUM as a sovereign state. I will cite examples from the materials of the last several days: “Parliaments of Armenia and Nagorno Karabakh develop cooperation;” “Among amateur groups, the ensemble from regional centre Berdzor Kashatagskiy (Lachin region of NKR) was distinguished;” “In Nagorno Karabakh, a youth tournament on soccer, dedicated to the memory of the fallen in Azerbaijani-Karabakh war, the defenders of the motherland, continues;” “The president of Nagorno Karabakh, Bako Saakyan, visited objects that are under construction and those recently submitted for exploitation in Askeran region of NKR;” “Prime minister of NKR Ara Artyunyan and other officials took part in the meeting;” “Narina Agabalyan was appointed the minister of culture and youth affairs of Nagorno Karabakh;” “the president of Nagorno Karabakh signed a number of laws;” etc. pay attention to the degree of impudence, wilfulness, irresponsibility, when Lachin region of Azerbaijan, which even never was in the administrative composition of former NKAR, is presented as “Kashataqsiy” region of “NKR,” the Armenian-Azerbaijani conflict, started, as the whole world knows, by Armenia, is deliberately named everywhere as “Azerbaijani-Karabakh war.”
Here is the next clear fact of REGNUM’s pro-Armenianship. According to mass media, in the first ten days of June, Modest Kolerov, executive director of IA REGNUM, together with Aleksey Kochetkov, director of Centre of monitoring of democratic processes ‘Kvorum,’ visited NK. And see what stupid things this Modest told there: “I always supported participation of Nagorno Karabakh in negotiations on regulating the conflict, which is of significant importance in terms of diplomatic technique. Also, I am against speeding up the tempo of the process of regulating the conflict, especially, in such a context when the regulation is presented as preliminary condition for other regional processes, particularly, for opening Armenian-Turkish border, which conceals certain dangers… Nagorno Karabakh is undoubtedly an established state. However, it needs to brisk up its external activity, particularly, to provide stable participation of representatives of Nagorno Karabakh in international events on an expert level.” Then he cited the results of so-called conducted polls: “Majority of Russians sympathize the fight of Nagorno Karabakh. According to public polls, about 60-65% of Russians side with this fight, while 22-28% support territorial integrity of Azerbaijan.” Whan can be said to such a windbag?
REGNUM’s pro-Armenianship can be somehow understood as there are many Armenians among its personnel: editor-in-chief is Vigen Akopyan, reporter in the government of RF is Levon Galustyan, chief editor of Trans-Caucasian office is Armenika Kiviryan, employees are Otari Sarkisyan, Ashot Beglaryan, Aram Aroyan, Ayk Janpoladyan and others. But what is the matter with the executive director M. Kolerov? As it is said, what’s needling him? No, I think, it is not a needle, it is an awl, an Armenian awl, constantly stabbing Kolerov, or maybe it is his self-interest…
New Anti-Turkish campaign of Armenia
Demanding the exclusion of Turkey from OSCE MG
Starting from the end of the last year and up to May of the present year the issue of opening of Turkish-Armenian borders that have been closed since the beginning of Armenian aggression against Azerbaijan in 1993 has been intensively discussed.
The process of “opening of the gates” was appearing to happen at any moment and Armenia was lacking wings ready to fly. But it did not happen, as we had already mentioned in our previous issues – Armenian dreams did not come true.
This however would be the same Armenia if its “offender” be it even right, to remain un-responded and un-revenged. So Armenia started a new campaign against its “offender” Turkey.
This time Armenian decided to achieve the exclusion of Turkey from the MG mediation efforts.
This attempt had several goals including to spoil the international image of Turkey and to block its further co-chairmanship within the OSCE MG.
Armenia is seriously worried by the information about the possibility of Turkey co-chairing in the MG. Recent statement by the Turkish MP from the ruling party of Justice and Development, Mustafa Kabakchi that: “Turkey could asses the idea of becoming one of the OSCE MG co-chairs be there proposals received about it”.
The Turkish MP also gave a very precise answer to the high-ranking Armenian officials as. Foreign Minster of that country Eduard Nalbandian who was trying to claim that Turkey cannot participate in the regulation of Armenian Azerbaijani conflict: “The Karabakh problem is not strange to us. The reason of closure of borders between Turkey and Armenia is the fact of occupation of Azerbaijani territories by Armenia. Therefore this would not be right to claim non participation of Turkey in resolution process”
Statements of another Turkish MP from the ruling party, Mehmet Jeylan increased worries of Armenia even more: “Problem of Azerbaijan is the problem of Turkey. Resolution of Nagorno Karabakh conflict and opening of borders cannot be assessed separately. Armenia has to liberate the occupied Azerbaijani territories, Azerbaijani territorial integrity must be restored and Azerbaijan must be respected”.
Armenians try to argue relying on the assumption that Turkey is on Azerbaijani side and will be supporting Azerbaijan instead of being impartial been it included in the MG negotiations.
Armenians are so mean that can not understand that there can be at least somebody trying to defend justice even if does not fir the dirty interests of Armenia.
Of course Turkey supports Azerbaijan and it has been trying and will further try to achieve that the conflict is resolved for the benefit of Azerbaijan. This is not because Turkey and Azerbaijan share the same origin, religious background, interest etc. This all because the position of Azerbaijan is fair – Azerbaijan has not been building mean plans with regard to its neighbors and has not occupied a singe acre of other state’s lands in order to increase its own territories.
This has been the opposite. In the beginning of the XIX century Azerbaijani territories were 410.000 square kilometers before it was divided between Russia and Iran, later in early XX century the territory of the Democratic Republic of Azerbaijan was 114,000 square kilometers that was forcibly decreased down to 86.6 thousand kilometers. Finally as a result of Armenian aggression of 1988-1994 20 percent of Azerbaijani lands fell under Armenian occupation.
Armenia will not be able to push Turkey of the MG as this group was not founded for and by Armenian – this is European Initiative. Moreover how it come that pro-armenian Russia and France can co-chair the process, but Turkey cannot?
Therefore Armenia should not uselessly bother with it …
STATEMENT
of the “Public Association for the Protection of Rights of Migrants and Internally Displaced Persons in Azerbaijan” on Word Refugees Day, on June 20
On December 4, 2000 the General Assembly of the UN adopted the resolution to celebrate World Refugee Day. Since that day, every year, the world shows support and respect to world refugees. On June 20, we remember world refugees and encourage them to life, and gave them moral support.
The world is moving from day to day and a lot of people emigrate from one place to another. According to information given by international organizations, today there is 40 million refugees and IDPs’ in the world.
One million of refugees and IDPs’ of the world are in Azerbaijan. They are people who were expelled from their home countries as a result of Armenian aggression policy. As a result of this aggression our co patriots were deprived from their houses and now living in refugees camps.
The Department of the Cabinet of Ministers of the Azerbaijan Republic on the work with the problems of refugees, internally displaced people, migration and international organizations gave information that there were 300 000 refugees, 700 000 internally displaced people and 3000 people who were intending to get “refugee” status and looking a for shelter in Azerbaijan. Nowadays there are more that 11 000 refugees from different countries in Azerbaijan.
Internally displaced people live in 62 cities and regions and more than 1600 populated areas of the country. It should be noted that the tent camps that internally displaced people have been living in for a ling time were abolished as a result of the measures taken by the Azerbaijan government and new settlements were built up. Besides, the minimal social needs of internally displaced people are covered by the state budget. Global economical crisis didn’t affect the amount for the coverage of their needs.
We all wish bright future for our children; try to provide them with everything necessary for happy and successful life. Much to our regret that young refugees are deprived from these resources. However, if you visit any school from refugee camp you will witness their amazing will to learn and achieve something. These young refugees who are facing big difficulties and indefinite future realize that the only way out of this situation is education.
By celebrating World Refugee Day we should not forget that these families, children and elders are different from the other people who remove from one to another place. They cannot return to their homes. They need care till their return.
Different projects are conducting for improving the living conditions of refugees and IDP’s in Azerbaijan. The successful foreign policy and steps for problem solution of the State give hope that there is less time left for the return of the people, who became exile and displaced in their Motherland, to their ancestral land.
“Public Association for the Protection of Rights of Migrants and Internally Displaced Persons in Azerbaijan” calls UNO, UN High Commission for Human Rights, OSCE state leaders, Council of Europe, International and European Ombudsman Institutions, Asian Ombudsman Association, International Peace Bureau, Universal Peace Federation and Armenia to observe the UN Security Council resolutions (822- April 30, 1993; 853 – July 29, 1993; 874 – October 14, 1993; 884 – November 12, 1993), peacefully free the Azerbaijan regions which under occupation (Nagorno-Karabakh and the neighbouring 7 regions), take measures to return 1 million refugees and IDP’s to their lands.
Magnificent wedding of the poorest country
According to the Mass Media, the former president of Armenia has seriously forked up on the wedding of the son, took place on June 6 of this year.
“Seriously fork up” – not a casual phrase chosen by us. As it became known, only 3 tons of roses, ordered from Holland, the ex-president of Armenia Robert Kocharian has spent the sum, which even was not dreaming many of ordinary citizens of this country. After the marriage ceremony held in the ancient church Sourb Gayne, in the city of Echmiadzin, wedding has taken place at the most prestigious Yerevan restaurant “Ojakh” (the Azerbaijan word meaning fire – editor).
