Tribune of an internally displaced person
We require return of our historical lands!
You feel strange when you’re an internally displaced person. You know, nearly 20 years have passed from occupation of our lands by Armenia. How long this internally displacement will continue? But we have to agree with the reality.
Already passed slightly less than a quarter of the century as Armenia started to show to Azerbaijan territorial claims under the pretext of acquisition of independence of Nagorno-Karabakh from the second that brought in the subsequent to armed conflict between these two countries. Meanwhile, 20 years as the Minsk Group (MG) of OSCE “is engaged” in settlement of this conflict were executed exactly.
Yes, it is engaged in quotes, because throughout this period in the said matter is not even made a step forward. Two decades activity of cochairmen of this organization (the USA, Russia, France) consisted only of numerous trips to the region and meetings with presidents and Ministers of Foreign Affairs of two countries in various corners of the Globe (as though it changes something!), publications of new and new senseless statements, representation from time to time “new” dull ideas.
Co-chairs next “idea” was presented to ministers of FA during their meeting in Paris on October 17 of the current year with the assistance of cochairmen of MG of OSCE Robert Bradtka (USA), Igor Popov (Russia), Jacques Faure (France), and also the special representative of the OSCE Chairman-in-Office Andrzej Kasprzyk. Tell something concrete concerning the content of last “idea” we can’t, because anything about it was not announced, but on a long experience of supervision over MG activity, without doubts it is possible to tell, as it wasn’t better former. There was only template information: “the meeting took place in a constructive form, cochairmen emphasized importance of reduction of intensity between two parties. As the working offer they presented the ideas on advance of process of peaceful settlement, ministers confirmed the determination to continue collaboration with cochairmen for achievement of peaceful settlement. Ministers and cochairmen agreed to continue discussions round these ideas during the visit of cochairmen planned for November in the region”. That’s all.
Meanwhile the Secretary General of OSCE Lamberto Zannier expressed serious concern due to the lack of progress in settlement of the Nagorno-Karabakh conflict. “When it comes to Nagorno-Karabakh everyone is concerned about the absence of progress, and the deterioration of the situation on the ground, with 28 people killed only this year. I personally share this concern. We continue to support the efforts of the Minsk Group and its Co-Chairs – Russia, France and the US”, – said Zannier on October 23 in an interview with Interfax. Also added: “However, no international efforts can be effective if there is no political will on both sides to negotiate a peaceful solution. This is what I stressed during my recent meetings with the respective foreign ministers in New York. Returning to the substance of the negotiations and looking ahead are the only ways to prevent escalation and bring the long-awaited security to the region”.
So what? Everyone knows it all. But after all between ordinary people and the authoritative international organization in the person of OSCE there should be any difference.
Really still didn’t reach these high-ceremonious politicians what to hope for the arrangement between Azerbaijan and aggressive, destructive Armenia – a utopia. Absolutely on the contrary, just this conflict can be settled by only two ways – the international efforts, or war. But for the first way a necessary condition is the objective and fair approach of “foreign affairs specialists”: responsible for the conflict should be defined, are called the names of the invader and undergone to occupation, is revealed, who the executioner and who the victim.
In any case, one is clear: OSCE and its MG, storage of dull ideas and statements, didn’t justify made them responsible and aren’t capable to resolve the Armenian-Azerbaijani conflict.
