Interview with expert in political science, Rasim Agayev
– Armenia side claims that, Turkey signed the “Road Map” following its interests, in order to escape, the mentioning the word of “Genocide» by the US President Barak Obama, on his April 24 speech, , and then after Turkey had got what she wanted, sharply changed its position. What is your point of view?
– Not at all. The Turkey diplomacy towards Armenia was formed long before Obama became president of the USA. It is very well known diplomacy, as well as “football” where the rules are not dictating with who is the president of the US, but from the strategic direction of Turkish policy, with its integration to European Union and in total with the Turkish society. Generally, problem with Armenians and as well as Kurdish problem should be resolved somehow. They can’t just put these problems aside as they hinder the realization of long and short term Turkish plans. This is the issue.
In that direction, in April, Turkey has to do something tactical on the eve of Obama’s visit to Turkey. On those days, Armenia strengthened information pressure on Turkey and American society. And this pressure had to be neutralized.
However, Turkish knows very well its strategic course. This course coincides with the US policy and European policy. They consider it as a geopolitical base for the further development of world processes and settlement of global problems.
– Prime Minister Erdogan gave a statement in Baku, what do you think if this statement put an end to the further negotiations between Turkey and Yerevan?
– No, it is not a case. Nothing is solved, and Obama couldn’t solve 2 serious problems which continue for decades, only with one speech. Furthermore, I think it is thoughtless opinion, because the course that Turkey took along with Azerbaijan has its concrete decision and political aspects. I mean, by energization of Azerbaijan and Turkey in international society, it became clear that, who is in charge for delay of these problems solution.
– Turkey is ready to stabilize relations with Armenia, so does Azerbaijan. In other words, peacemaking process initiated by them could only go forward with the consent of Yerevan. However, Armenia is not ready for peaceful settlement of this problem. Armenia would rather prefer to use pressure to these countries through Europeans, Americans and Russians. The problem of Armenia is that, Armenia couldn’t understand that Europe, Russia, the USA assists and supports Armenia, but in this case, the importance of region where all interests of foreign forces are concentrated, are being measured. And that’s why, these countries have somehow to make Armenia to understand that there is no further rest against and this concerns Armenia.
– In which stage is the “road map” between Ankara and Yerevan? Is usage of this document possible in future?
– Road map – is a factual protocol of intentions. This document has already been united to process. If tomorrow, they will come into agreement then this document can be used.
