Armenia officially recognizes the territorial integrity of Azerbaijan and inviolability of borders October 10, Zurich, Switzerland – The signing ceremony of the Armenian-Turkish protocols was held. The ceremony began with a 3-hour delay in connection with the protest of the Armenian delegation on the text of the final three-minute speech Turkish Foreign Minister A. Davutoglu, which contained a mention of Nagorno-Karabakh. In turn, the Turkish delegation expressed its dissatisfaction at the mention of the word “genocide” in the draft statement of E. Nalbandian. It was finally accepted a compromise solution – completely renounce statements and confine themselves only to the signing of the protocols.

According to the Regnum information, in light of what happened deputy head of Office of the President of Armenia Vigen Sargsyan recommended now read and see only what is written in these documents. “They are legal documents, which suggest a clear sequence of steps and a timetable”, – he said. Recalling the text of the Protocol on establishing diplomatic relations between the Republic of Armenia and the Republic of Turkey contains the following wording:
“The Republic of Armenia and the Republic of Turkey recalling the UN Charter, the Helsinki Final Act, the obligations assumed by them in accordance with the Paris Charter for a New Europe; Reaffirming its bilateral, multilateral obligations to respect the principles of equality, sovereignty, territorial integrity, inviolability of borders, noninterference in internal affairs of other States; Reaffirming the mutual recognition of existing between the two countries common border, some relevant instruments of international law … ”

It is noteworthy that on the day of the signing of the protocols in Zurich, President of Armenia Serzh Sargsyan called on the radio to the nation, a statement in which he said: “[The Armenian-Turkish] relations nor in any way connected with the solution of the Karabakh conflict, non-specific process. Armenia does not address the mention of the territorial integrity and inviolability of borders in relation to the Karabakh issue “.

The piquancy of the situation lies in the fact that the President of Armenia of oral explanatory statement, and his administration recommends believe only the documents signed and nothing more. For the confirmation of the commitment of the parties to the UN Charter, the Helsinki Act, the Paris Charter and the principles of territorial integrity, inviolability of frontiers and noninterference in internal affairs of other countries signed a protocol does not contain a single clause, which excludes the extension of these principles in Azerbaijan, or involving the distribution of them only to Turkey and Armenia. So, from the date of signing the documents Yerevan officially acknowledged its commitment to the territorial integrity and inviolability of borders in the region, including in relation to Azerbaijan. A mention in the minutes of the Helsinki Act and the UN Charter formally nullified the earlier statement by Serzh Sargsyan about “unlimited” self-determination of peoples. It turns out that self-determination of Nagorno-Karabakh still limited by the Helsinki Act, namely Article VIII … And Armenia is officially the day before recognized, even if it rejects the future and the Madrid principles. And as for the oral treatment of Sargsyan to the nation, these “explanations” should be taken in accordance with the recommendations of his own administration – to read and see only what is written in the records! And signed at the highest, state level! And all prior and subsequent statements should simply be ignored. In the end, so that those explanations were taken seriously and entered into history, it was necessary to try to include them in the text of the protocols. What, sorry, it did not happen and could not happen even hypothetically. Therefore, all oral statements by the president, formally signed the mentioned inter-state protocols, in this case are nothing but an expression of his personal opinion.
