«The Nagorno-Karabakh separatism has no future. The conflict will be resolved within the territorial integrity of Azerbaijan and the region back into the republic’s diplomatic or military means», said co-founder of the U.S. Azeris Network (http://www.usazeris.org), Doctor of Political Science Adil Bagirov, commenting on his fellow countryman, a resident of the Azerbaijani town Khankendi Sergei Davidyan.
December 1, 1989 – the Supreme Soviet of the Armenian SSR and illegitimate «National Council of Nagorno-Karabakh» in violation of federal and republican constitutions adopted a decision which has no legal force since its adoption. The essence of the solution was to move secede from Azerbaijan SSR to the Armenian SSR, without the consent of Azerbaijan, despite the request of the Federal legislation. This was not the first case of violation of the Constitution of the Armenian SSR and Nagorno-Karabakh leadership of exceeding their authority. Thus, 23 March 1988, Presidium of Supreme Soviet of the USSR in its Resolution «On measures related to the appeals of the Union republics on the events in Nagorno-Karabakh, the Azerbaijani and Armenian SSR» acknowledged «…unacceptable when the complex national and territorial issues are trying to solve through pressure on public authorities, in a climate forcing of emotions and passions, creating all sorts of unauthorized entities acting for a re-enshrined in the Constitution of the USSR national and state and national administrative boundaries, which can lead to unpredictable consequences».
In its Resolution of 18 July 1988 «On the Supreme Soviet of the Armenian SSR and Azerbaijan SSR on the question of Nagorno-Karabakh» Presidium of the Supreme Soviet of the USSR considered «… impossible to change the borders and mounted on a constitutional basis of the national-territorial division of Azerbaijan SSR and Armenian SSR» . The decision has been emphasized that «taking this decision, the Presidium of the Supreme Soviet of the proceeds of the Soviet Constitution (Article 78), under which the Federal Republic can not be altered without its consent».
By Orders dated January 10 and March 3, 1990 the USSR Supreme Council reaffirmed the territorial integrity of Azerbaijan SSR, Nagorno-Karabakh belongs to Azerbaijan and declared unconstitutional all previous decisions of the Supreme Soviet of the Armenian SSR, including on December 1, 1989. While the Armenian SSR and Nagorno-Karabakh illegitimate body, taking an unconstitutional decision, based, as expressed by Davidian, «on universal principles of self-determination of nations», «lawfully (???- already funny) quest to reunite the two forcibly separated parts of the Armenian people» rally and other appeals, the parent bodies, including the Supreme Soviet of the USSR and the Supreme Soviet of Azerbaijan SSR, based primarily on the letter and spirit of the law.
It is also impossible not to accept humor words of Davidian that «first was the question of reunification with Armenia, however, based on the political situation, the leaders of the movement decided, first, to achieve independence». For the first time we confronted with a case where the main purpose of the movement for independence is ultimately … the refusal of it. No doubt that nobody in the world really accepts «Nagorno-Karabakh» and all the talks about its independence, as it prefers to have deal only with Armenia in its former Soviet borders.
Equally surprising Davidian introduced into circulation, the term «the people of Artsakh». Unfortunately, there is no «Artsakh people» now. That is, he once was, and was part of the general population of Caucasian Albania, but because of certain historical processes Albanians, including residents of the province of Artsakh, assimilated with many other autochthonous and migratory ethnic groups, resulting in a modern Azerbaijani nation. Language inhabitants of Artsakh, as well as other areas of the Caucasian Albania – a unique Albanian language – did not reach up today. So when we say that the authorities «Nagorno-Karabakh» never sign contrary to the will of the «people of Artsakh» document, you have to raise eyebrows twice. First, to ask the ideas of «Artsakh people», today’s leaders of the Armenian community of Nagorno-Karabakh should be born in the Middle Ages, and be in the Caucasian Albania, and secondly, «Nagorno-Karabakh» will never sign any document since such a possibility no one will give her. It is out!
I would like to advise fellow ethnic Armenians in Nagorno-Karabakh to leave behind past mistakes, such as unsuccessful attempts to «Miatsum», and think about the inevitable future – living together of two communities in the Republic of Azerbaijan and the subsequent integration of the three South Caucasus countries into the European structures. If, of course, they are not tired of life in isolation and stay on the margins of history.
