In the meeting of Ministry of Council of EU in Brussels, the agreement was achieved on unique “blue card” system which will permit to highly positioned aliens to work in EU countries. At the same time, the employers who hire illegal immigrants from non EU countries will be fined. The forms of fine were also determined.
With the assistance of blue cards, specialized aliens will be able to enter to the EU territory in order to work easily. According to the rules which will be come on force in 2011, the workers living in EU countries will have more privileges in labor markets than aliens. It means that companies will first hire the local workers, then after if they need more workers, they will be able to hire aliens. If the company hires someone illegally, then this company will be fined. At the same time, they will be deprived from state funding and subsidies.
The Justice Commissioner of EU Jacque Barro welcomed the adopted rules and said that only 1.7% of population with work ability is the specialized workers in EU territories. EU is behind from Australia, Canada, US and Switzerland in inviting foreign specialized people and should fill these blanks in near future.
