AND HE, REBELLIOUS…

 

Every time, remembering Victor Petrovitch Polyanichko, I am occurred by Lermontov’s lines:

And he, rebellious, looks for storms,

As though in storms there is a rest.

But this rebellious nature of Victor Petrovitch had nothing in common with a youthful impulsive whim because he was not the green youth, and a lot of things seen and worried husband, and with languor of the aristocrat satiated life rushing to a chasm of the unknown in search of thrills as there was not he and the minion of fortune, and the worker only not knowing fatigue.

No, other forced him to rush about, without giving calm to his soul: he felt all his fibers, and mind of the statesman – also perfectly understood, what danger approaches on his country. And everything left him at all on the second, and on the tenth plan when issue concerned its wellbeing, its greatness and integrity. So, in cares and alarm for the power: at first – the USSR, and then for the last that he still remained – Russia, he fought and died.

And meanwhile Victor Petrovitch was neither ascetic nor a sissy or a cracker, and as the isty epicurean, was an expert in joys and pleasures of life where it is better than other yesterday’s solicitors that on ruins of the general house, on blood and sufferings of millions his inhabitants as if marauders, stepped from the unknown hardheads still yesterday digging on the sly, in boisterous and ambitious nouveau riches. But Victor Petrovitch also didn’t wish himself such fate because was the person of a debt, and he fulfilled the duty up to the end, not compromising conscience.

About Victor Petrovitch I heard at once, hardly stepped into the Karabakh earth. Yes it isn’t surprising because all had his name on lips. With fear and hatred it was said by all nationalist rubbish, with hope and respect – true internationalists. Fighters from the separatist organizations day and night chased it as if borzois, sniffing up it his traces. But, despite wounds, the irreparable trouble didn’t happen to him, and it seemed that this Province stored him. But, certainly, not in favor of Supreme secret of his “luckiness”, and in reliability of protection and that among his entourage there was no traitor. (In this regard I will express opinion that the terrorists who made an ambush and have shot Victor Petrovitch, for certain a person had in his around who has told to them about time and a route of its movement. At post-rebuild democracy have its customs).

But not only in continuous threat from fighters area consisted complexity of his work. He and in these conditions would make much more, don’t interfere with him omnipotent then (whether only then? ) Gorbachev camarilla. In particular, when according to Victor Petrovitch’s instructions by army dresses of general Safonov were detained for expulsion from Stepanakert Staravoytova and Balayan, not having any relations to NKAO, the administration order from Moscow the general was compelled to release them that allowed them to continue the inflammatory actions.

Further, referring to the law on the press, Polyanichko didn’t allow to cover the “Soviet Karabakh” newspaper though its extreme nationalist promotion was obvious to everyone (what after all too contradicted the same law on the press).

Such facts encouraged national separatists and very depressing affected healthy forces among the population.

And, nevertheless, Victor Petrovitch didn’t give up and continued to fulfill the duty honestly. However other complexity had more and more an effect, namely: unreasonable and than unjustified criticism in his address from certain forces of Azerbaijan itself. It was for him during that time very telling blow, in fact, a stab in the back. And it must be said that this criticism was not only not veiled, but even not correspondence, and directly in a face. To him in Stepanakert, to organizing committee headed by him on NKAO there came representatives of these forces, no publicly, without understanding at all a situation, whether reproached slightly with unwillingness to solve a problem. And moral pain was for him very sensitive. It is paradoxical, but for the same acts him wore from two parties.

And, meanwhile in essence only in one year he was in time a lot of things. Everything in this world is learned in comparison and if to estimate activity of organizing committee headed by him in comparison to deeds there the Committee of Special Management (CSM) of Wolski, the importance of works of Victor Petrovitch will be visible even more visually. And it is valid, for all 1989, beyond all bounds governing area, Wolski Committee not only made nothing for restoration here jurisdiction of Azerbaijan, but, on the contrary, only deepened estrangement of NKAO from other part of the republic. So, then the most part of objects of economy was reallotted to the ministries and departments of Armenia, and material support of the enterprises of area – on subordination is redistributed on new, directly allied submission to suppliers that allowed the industry of NKAO of that time to do without traditional deliveries from Azerbaijan.

Historic, political and military-strategic value of Shusha

In April of 1796 the local rulers appealed to Russian officials and as a result Russian forces under the commander General V.Zubov moved towards Azerbaijan. But this time, Russia was unable to strengthen its positions in Azerbaijan. After the death of Yekaterina II in 1796 the Russian forces were called back by Pavel I, who came to throne in spring of 1797.

When in fall of 1796 Russian forces went out of Azerbaijan Aga Mohammed shah Gadjar announced himself a shah and prepared a plan of attack to Garabagh and its invincible capital Shusha. In the spring of 1797 Aga Mohammed shah crossing Araz river led his strengthened army towards Shusha fort.

Aga Mohammed khan was concerned by his failure to capture Garabagh, including Shusha in 1794-1795. Despite that resistance to Aga Mohammed khan increased patriotism and will for fight among population, in Garabagh khanate they felt that there is a need for stronger allies in a fight with Iranian occupation. Population of Shusha yet suffered of looting and plunders of 1795. At the same time, drought in Garabagh resulted in starvation.

In this situation it was impossible to defend Shusha similar to that of 1795. Despite this, Ibrahim khan took a decision to resist the enemy. According to French historian Jan Khurenn, Ibrahim khan in 1795 again destroyed Khudaferin bridges and thus provided defense of Shusha fort. Aga Mohammed khan approaching the fort understood that it would not be easy to capture Shusha and ordered his soldiers to fire from all cannons to the same part of the city wall. In his turn Ibrahimkhalil khan decided to destroy cannons of Iranian forces and attacked them with 200 soldiers. He had succeeded in this, but on his return found that gates of the fort are closed. In this situation Ibrahim khan was forced to move to Car-Balaken.

Aga Mohammed khan sent a letter to people of Shusha and offered to obey him. Shah noted that citizens had to collect 500000 ashrafi as indemnity. Thus, Aga Mohammed khan entered Shusha easily and without a fight.

After Aga Mohammed khan entered the city there were looting by Iranian army. Hundreds of people were thrown into the prison. But soon after, on July 4 of 1797 Aga Mohammed khan was killed by those close to him. After the death of shah, forces of Iran disorderly left Shusha and Garabagh.

In the II half of XVIII century under conditions of complicated internal and international situation Garabagh khanate was the feudal state of Azerbaijan which succeeded to preserve its sovereignty. Its capital Shusha was the major stronghold of Azerbaijan in fight against occupants. Courageous defense of Shusha, counter-attacks of its citizens evidence that successor of Panah Ali khan – Ibrahimkhalil khan was successful commander as well as skilful state person.

According to the Kurekchay agreement (“Promised commitment”) signed between Russia and Iran on May 14 of 1805 the Russian troops were deployed in Shusha.

Chapter 7. Curve arithmetic

 

So what initial number of the Armenian population in Anatoly was? Naturally, prior to the 1st World War, to famine and epidemics, before deportation. About it narrates Henry Morgenthau. On page 237 of his book we read: “There are twenty-eight million people in Turkey and one million Armenians”. Which means: “In Turkey there are (live) 28 million people and one million Armenians”. To the question “what was the original Armenian population”, answered: “one million”. Understanding that the answer to G. Morgenthau’s question enclosed in Enver-Pasha’s lips and that in a similar important issue is required information from other sources, and will proceed. Let’s address to other sources. Here they:

Some explanations: The French yellow book shows, approximately, the same result twice; The Armenian patriarchy doesn’t agree with other Armenian church sources; The British Blue Book isn’t turned yet into a tribune of the anti-Turkish promotion; in head department of statistics of the Ottoman empire Turks directed not always. There were both Jew Fetkhi Franco, and American Robert, and Armenian Mykyrtych Shanabyan. Despite some dispersion in data, we, after all, in 2,0 million don’t observe figure. Even such supporter of the Armenian point of view as pastor Lepsius, and that considers that the Armenian population in Anatoly before the 1st World War made 1 million 600 thousand people (3 p. 161; 7; 10 p. 39, 231-232). Truth, as usual, always in the middle. And still, from where there was a figure in 2,0 million? Most likely, in time “took advantage of the opportunity” Hagop Andonyan and Arshag Shmavonyan.

They were allowed to editing of the book of Morgenthau, conducted records of his personal diary, made private letters of the author. Therefore they, most likely, couldn’t introduce provocations about 2 million Armenians in texts of the book of Morgenthau. So, for example: page 199 – “physical destruction of 2 million men, women and children by massacre” (“‘the physical destruction of 2,000,000 men, women, and children by massacres”). Reminds nothing? The matter is that the phrase “men, women and children” was copied and transferred to the project about – the Armenian resolution 252. Thus, it becomes known not only a source and the author of fictitious figures of the draft resolution on genocide of Armenians, but also relationships of cause and effect. Continue examples: page 212 – “the central government declared now the intention to collect 2 million Armenians or more from several areas of the empire and to transfer them to this thrown and inhospitable area”. Noticed? In this case about 2 million speak cautiously – “from several areas of the empire”. Authors of provocation perfectly realized that in all Anatoly won’t be gathered 2 million Armenians and decided to make secure on a case of possible future trials.

Pier, Armenians brought together for deportation not only from Anatoly, but also from other places. What? At that time the power of the Ottomans, except Anatoly, extended to Istanbul with vicinities; Gallipoli where there were fights with a landing of allies, Syria and Iraq. All other areas, including Hidzhas, Egypt, Palestine were lost. According to the version of authors of provocation, Armenians had to deliver, somehow, from Syria and Iraq (where they, practically, didn’t live before) in Anatoly, that then to deport back to Syria and Iraq. In my opinion, even his originators didn’t believe in this nonsense. And our congressmen – trust. I applaud them. Here is the English text: “the Central Government now announced its intention of gathering the two million or more Armenians living in the several sections of the empire and transporting them to this desolate and inhospitable region”.
