I have heard a broadcast on Baku radio devoted to Great Nizami and was transferred to Stepanokert of 1990… An old woman on a chair is selling seeds near town market close to news stall. I do not like them but my companion turned out to do.
– Wait, – he stopped me giving money to an old woman.
She took them and tore out a sheet from a book on her kneels in a usual manner, made a little paper bag, scooped seeds from a sack and strewed them into a bag. As she was doing these simple things the book on her kneels attracted my attention. I bended down, glanced at the book and read a title in Azeri language: Nizami Ganjavi.
Yes, it was a book of works of Great Nizami with one-third sheets torn.
– Where do you have this book from? – I asked from an old woman.
At first she did not understand what I wanted from her. But then she made out and explained:
– My neighbor was Azerbaijan. But he disappeared in May, last year. Other neighbors moved to his room. They threw out books of former master and I took all them for making paper bags…
Hardly had an old woman finished speaking as a new client approached her. She tore out a new sheet as usual and this sound was ringing in my ears. She looked like a knacker at that moment and I turned away from news stall not to see her. I turned away, but suddenly came across an old man, as if met head on and jumped back. This strange face appeared as if from non-existence in 10 centimeters close to me but a moment ago there was nobody there. From where did it appear? It was something like delusion. If it was a delusion, it should disappear very quickly and I began to realize that these eyes belonged not to alive man but to a statistic image of an old man on color photo attached on the inside of a news stall. Finally I realized what was what staring at the photo attentively. A minute ago I was harassed by Catholicos of all Armenians Vazgen the First. Yes, hierarch of Armenian Church was pictured on photo. His picture was taken sitting on a massive armchair made as a throne, in a black loose overall with black hood. There was a white small cross embroidered in silk on the crow of a hood. Another big cross in jewels on a golden chain was hanging on the neck of Catholicos. Coming close to the glass I could make out a picture of Christ infant with a golden nimbus on a big cross. I was looking at the Saviour and heard the sound of tearing another paper sheet. I was as if awaken with the sound, straightened up and looked at the eyes of Catholicos. How can you, high Priest, explain the things in your eparchy? Yet, he was silent and looking at me from under hood squinting and thinking. But I wanted to cry to him, to Catholicos and to diocesan and to everyone who shattered peace and quiet in free and easy manner that they should have thought earlier and perhaps we were not knee-deep in mud and blood…I continued my way carrying away with my companion and heard the sound of tearing paper sheets behind.
Forgive us, Nizami.

In Yerevan Metro Poetess saw “exhausted, restless faces, aloof and dim eyes” and as she said “she wished to send great feelings and ideas far away, to blame ancestors and an originator of Armenian written language Mesrop Mashtots, our ancient heroes, poets, including herself for zealous and inspired glorifying of Armenia, Ararat, Artsach, to blame them for ideas that made peaceful people suffer, for blockade, war, death of sons, incurable grief to mothers, orphanage to children and widowhood to wives”.
S. Kaputikyan also visited some occupied towns. In one of them she turned down from an old copper pitcher with long as if swan-neck. One local young poet gave it to her being a fan of antiques. She mechanically took it and held for several minutes, but suddenly came to herself and returned it. It was a bit too sick to have this pitcher testifying broken happiness at her house on the avenue of marshal Bagramyan…
How many marauders deliberately looted abandoned houses, museums, picture galleries and ancient caravanserais! (Reader is most likely to know which country-invader is meant here-ed).
“Here we can see Azerbaijan town Lachin,- said S. Kaputikyan. – There are no citizens here. Empty houses with windows with as if scared eye-sockets are standing on each side of mountains. In dusks feelings of deserted desolation of a town become stronger.” (It is more correctly to say – occupied and ruined – ed.)
It is more frightful in dusks for sure when one remembers as in evil dream all appeals to pass through alien lands with shroud and rifle.
E. Pachomov and R. Mangasaryan, authors of “Itogi” magazine describes Lachin from another foreshortened: “Asphalt suddenly came to an end and changed to a wide stripe of gravel. Modern highway was turned out to be constructed there financed by Armenian Diaspora. Former road, soviet as they name it here, was crashed by armored carriers in the fightings for Lachin passage. Fighting for Lachin was the most fierce as they say. It is clear, as the only way connecting Karabakh with Armenia and with the whole world is running here.”
Here are comments of Anton Surikov on motor highway under construction: “Today Lachin high way is reconstructed. Modern three-lane highway is constructed instead of narrow one by means of powerful road-building engineering sponsored by foreign Armenians. As it is completed it will be possible to efficiently and very quickly deliver military consignment and maneuver armored units”.
Comments of E. Pachomov and R. Mangasaryan on Lachin: “As one gets deeper into ruins, it is possible to notice people. One can see also houses left whole or reconstructed. In the center we can see track clanks, yet there were not tanks but road machines. Bulldozers “Kamatsu” and workers constructing “highway” in ruined town looked a bit wildly, citizens were forced to leave Lachin in 1992.”

Armenia and Nagorno Karabakh

Formation of myths (beginning in the previous issues)
Authors seems to forget that Azerbaijan territories were at will and fictitiously named “Eastern Armenia” and “Erivan government” while interpreting such terms as “Armenia” and “Armenian SSR”. The same Azerbaijan territory of Iravan khanate was named more fairly in further descriptions of Russian-Persian (Iran) wars and Turkmenchay treaty on pages 1150 and 1368: “Russian-Iranian war of 1804-1813 was initiated by Iran after defeating an ultimatum on withdrawal of Russian army from Transcaucasia. Russian army gained victories in some battles and occupied Northern Azerbaijan. This war ended by signing Gulistan treaty in 1813”. Pay attention to the words Northern Azerbaijan, not mythical Eastern Armenia. And then: “Russian-Iranian war of 1826-1828 initiated by Iran in order to return Eastern Transcaucasia”. Pay attention, to never existing Eastern Armenia, but to Eastern Transcaucasia. Pro-Armenian sources just substituted the word “Transcaucasia” to the word “Armenia”. And: “Turkmenchay treaty completed Russian-Iranian war in 1826-1828. Erivan and Nakhichevan khanates passed to Russia”. Pay attention-khanates, not notorious governments, khanates but not mythical “Eastern Armenia”.
It is very much amazing that encyclopedic edition of such level did not have qualified editors in staff and approved such contradictory material to printing. However, it is clear that not everyone can stand pressure of Armenian lobby.
“… Soviet regime and Armenian SSR have been established since 1920.”
Armenian SSR was formed in 1920 from two separated territories of former Irevan and Karabakh khanates of Azerbaijan (s. map.).
Armenian SSR of 1920. This is how it used to look like until 1923. It later encompassed the territories of Azerbaijani Khanate if Irevan and upper parts of Karabakh khanate (Nagorno Karabakh). Stalin annexed Azerbaijani territories of Zangezur to Armenian SSR and returned Nagorno Karabakh. This later became a ground for Armenian claims on Karabakh belonging to Armenia.

Armenia and Human Rights
Two absolutely contradictory notions
Annually the 10th of December is marked as an International Day of Human rights. It is celebrated since 1950 as UN General Assembly approved a special resolution on adoption and proclamation of the Universal Declaration of Human Rights in December 10, 1948.
This document states which rights belong to a human upon birth independent of race, coloration, gender, language, religious, political and other beliefs, national and social background, property, class and other state.
The following appeal of UN Secretary General Pan gi Mun was promulgated in respect of this date: “None of the countries is liberated from discrimination. We can come across it in different forms, old and new, hidden and evident, public and private. It can assume the shape of institutional racism, ethical conflicts, and impatience and non-admission demonstration, or official national history version denying distinctive character of others.
Discrimination is aimed at individual persons and groups vulnerable in the face of attacks: cripples, women and little girls, the poor, migrants, minorities and all those related to “others”.
The appeal evidences gross violations of human rights: “Extremists can feed off impatience which gives rise to holding up to shame and exclude such people. We can witness the formation of a new xenophobia policy in some countries”. This is to say, impatience, non-admission, hatred to anyone strange and alien.
UN Secretary General marked that victims are not alone, UN supports and defends them all, in particular the most weak, it as if being an aim of organization. “International community on human rights goes on with the struggle against bias and hatred… However discrete circumstances do not suffice. We continue to struggle against inequality and impatience everywhere”, an appeal states.
An appeal of Secretary General to “join the UNO and human rights activists fighting against discrimination” completes the document.
This appeal for sure reflects honorable aspirations of the head of competent international organization. But here we do not need any discrete arguments; we need a real struggle with inequality, impatience, violation of human rights and oppression. Here the question on those who should really fight arises?
UN should basically heads the list of desirable world fighters on human rights. But how and by means of which levers will it fight? If only by approving of several resolutions, promulgation of different appeals, declarations and calls, in my opinion, we should not expect some real positive shifts in human rights sphere, as life and history demonstrates it is impossible to change and put right a xenophobe, a tyrant, an oppressor, barbarian and a criminal with an ordinary word, request and appeal. We should not search for evidence very much. It is enough to look at Armenians, aggressors, who put into action all these above-mentioned negative features.
Armenia, one of 15 Union republics began to straightly realize activity on gross violation of human rights concerning Azerbaijanis demonstrating historical enmity against Azerbaijan in order to grab Nagorno Karabakh, NK, historical part of Azerbaijan, 21 years ago, in the twilight of the years of former USSR. The policy of impatience, discrimination, and the cruelest tortures were implemented regarding Azerbaijanis, original inhabitants of Western Azerbaijan (present Armenia) at the national level. Majority of them very killed, crippled, many thousands were expelled from native places. About 20 thousands people were murdered, hundred thousands injured, dozens thousands children became orphans, wives lost their husbands, parents lost their children, about 5000 men were captured and missing, more than 150 thousands families or 750 thousands people expelled from occupied NK and 7 neighboring regions and settlements became internally displaced persons as a result of this compulsory war. (The number of refugees and internally displaced persons (IDP) together with local Azerbaijanis deported from Armenia exceeds 10 million people). Many people lost their work places, personal property, so they were doomed to a difficult mode of life, forced settlement of migrants and IDPs in administrative institutions of the capital and other regions and cities of Azerbaijan created a number of social problems, etc. Armenian rig-outs resulted in tragic developments in Baku, in January, 1990 with 150 innocent people murdered, thousands injured, arrested, missing. In short, predatory and aggressive Armenian policy directed at the creation of mythical “Great Armenia” at the expense of territories of neighboring states, directly or implicitly led to violation of rights of millions of Azerbaijan people. Thus, it means that violation or flouting of lawful human rights is a part of the policy of the country.
UNO itself, the most influential of all international organizations, is unable to have real effect in the sphere of observance of human rights in Armenia, i.e. it does not have influential mechanisms on such “disobedient children” as Armenia. As we see, adoption of resolutions, making statements and appeals are useless. The use of such notions as human rights here is inappropriate especially related to Armenia. In other words, Armenia and human rights are absolutely incompatible notions. It is impossible to make Armenia take an image of democrat, humanist and philanthrop. As Armenia is a special, incomparable type of incurable sickness diagnosed as gibbosity. And it is common knowledge that leopard can not change its spots…

Provocative TV script
Armenian Diaspora Authorship
Not many people know about the “activities” of armenian diaspora around the world. We of course do not speak on its activity in general tricks and dirty deeds dealings so we put this word in inverted commas.
The point is that the major occupation of Armenian Diaspora cobwebbed the whole world is concentration of efforts to realize Armenian idea on creation of mythical “Great Armenia” by influencing world leaders, implementing different sources and non-civil, negative and shabby methods during considerable historical period of time and even now. There was nothing it would not have tried to get what it wanted be it terror, separatism, crime, war, provocation, lie, slander or blackmail.
We recently came across modern and special type of “activity” of Armenian Diaspora demonstrated in TV script commissions “proving” historical belonging of Nagorno Karabakh (NK) to Armenians. It is referred to two concrete TV scripts below: “Nagorno Karabakh -wind of changes”, (author Michael Reichmann), broadcasted by Euronews on November, 28 and “Nagorno Karabakh– territory where time has frozen” (author Ruslan Yarmolyuk), translated on Ukrainian channel “Inter” on December 6. First of all, pay attention at the time of translation by two TV channels in two different world corners; it is almost the same with the difference in a week. You will understand later why we want to focus our attention exactly on this fact.
We are sure that both these TV scripts are an offspring of the same provocative script with Armenian Diaspora authorship. The main plotline of the script of two quite different TV channels made at almost the same time and devoted to the same issue of “Nagorno Karabakh” is running very similar in a very interesting manner: both journalists start with the “main core” of the topic-belonging of this ancient territories to Christian Armenians, then we can see an interview with individual “representatives of historically Armenian region”, slandered and belied of Azerbaijan, visit of battle station on contact line of confronting parties, meeting with refugees from Armenian families…
Thus, a journalist says in the first part of the first plot “Nagorno Karabakh. Some name these land black garden, others Artsach. Many of NK locals, about 95 percents, consist of ethnical Armenians. They live here with own traditions and belief for ages”… Then a professor-historian Bernard Coaly sets up a provocative opinion: “Karabakh has almost the same culture as Armenia. We are now in a real Armenian region with Christian roots, it is very important. We are in the heart of Armenia…” The second plot begins with the following: “Elderly pair was slowly walking along the streets of ancient Armenian town Shusha. In spite of apparent calmness, their walk gives out their stress. They were running away from native town over this road-way several years ago… All Armenians left town of many thousands for some hours…” It is clear, that the authors of both plots are not aware of the Karabakh history and based their program only on false arguments of Armenians instead of learning real historical facts through corresponding documents and materials of Armenian and non-Armenian people acquainted with the issue.
Below you can read author`s words and other nonsense in the same manner: “Deputies voted for the withdrawal from Azerbaijan were deprived of mandate. An action was brought against those who approved the document. Baku brought machinery and internal forces to Stepanokert”. First, not “some name”, but in fact lexical meaning of Karabakh is “black garden” or “thick garden”. Second, it is unknown, where Reichmann found 95 percents, non-existent in any statistic report of pre-revolutionary and soviet periods. Third, if they are “ethnic Armenians”, how could they live here “for ages”? Fourth, how this single-eyed Coaly could not notice here hundreds of monuments destroyed by Armenians, on the basis of which “modern historical-ethnographical-cultural method” he could elicit that it was “a real Armenian region with Christian roots and culture similar to Armenia” moreover “in the heart of Armenia”. Fifth, if Armenians formed 95 percents of NK population and if Shusha is “an ancient Armenian town”, as M. Reichmann and R. Yarmolyuk fabricated, where, why and from whom “they run 20 years ago”? It is unclear from their narration when this turmoil took place, who deprived deputies of mandates and brought suits against “document” supporters. As Stepanokert in fact got out of control of official Baku, notorious decision of “reunion” having been made. And if Baku brought machinery and internal forces into Stepanokert, how could it happen that all Armenian population remained in their houses and all Azerbaijanis were expatriated.
Feigningly “blind” journalists “saw many churches and cloisters in these places”, but “did not notice” hundreds of mosques and other objects referred to Muslim religion. They also do not know of Armenian occupation of seven regions close to NK.
These two TV scripts contain so many contradictory, non-objective, improbable, biased, malevolent points that it is so nervous to inquire into each detail. It should be marked that authors pry into political issues also, enthusiastic about Armenian presentation.
For example, Reichmann says: “This road leads to the boarder between NK and Azerbaijan. We pass through former zone of military activity. Nobody lives here anymore. Only destroyed villages evidence on life once boiling over here”. Yarmolyuk approaching the frontier explains: “Frontier. Border between NK and Azerbaijan republic… There are hundreds of kilometers of barbed wire, blindages and trenches. Although they are dug to the man’s full height, one should bend down, somebody is shooting… Soldiers view them through the narrow slot of steel visor for several minutes not to attract attention of Azerbaijan snipers.” He conveys important information from Garik Arutunyan, battalion commander: “Bombardment takes place here every day”. Do you see? The frontier is not at all borders between NK and Azerbaijan. It is occupied Azerbaijan territories if nobody lives here, only devastated villages remained here and Sarkisyan`s family lives by Reichmann`s and Sveta Arakelyan by Yarmolyuk. Yet hired journalists, plot authors, do not dare to pronounce it. It is also incomprehensible, if Sveta`s family is the single here, as an author says, where does it “sell bricks” of demolished Azerbaijan houses? Such expressions as “somebody is shooting”, “not to attract attention of Azerbaijan snipers”, “bombardment takes place every day” are crafty hints on as if Azerbaijan violation of cease-fire regime. Yarmolyuk confirms the fact of Armenian settlement on occupied Azerbaijan territories quoting Sveta`s words “We think of ourselves, the state does not do it” and hypocritically adds: “It does not lose heart and complain even under such conditions as it is native Nagorno Karabakh and one can not choose his mother land.” Or: “Although autonomy arranged on cease-fire with Azerbaijan in 1994, these territories still know no rest. Republic is non-acknowledged”. Do you see, authors are indignant with the fact of non-acknowledgement of the “Republic”? By the way, two journalists, illegally got into NK territory impudently use such expressions as “Nagorno-Karabakh Republic”, “NK president”, “Chairman of national meeting of NKR”, etc during the whole plot. Armenian orders influenced above-mentioned journalists so much that they did not shrink from counterfeiting of death roll in Karabakh war. Reichmann increased the number of Armenian victims approximately to 3 times (17000 men), Yarmolyuk to 2 and half times (15000 men).
Obvious striving to confuse world community by distorting facts is observed in both scripts. For example, complaining on war consequences M. Reichmann says: “About one million people were forced to leave their home”. He forgets to define who exactly they are. Moreover, he uses this sentence in a context meaning they are Armenians. Employers of “Inter” covered the fact in the same way. Still pro-Armenian journalists did not find it necessary to meet at least one Azerbaijan migrant from Armenia or internally displaced person from NK or occupied regions. But they were very impudent demonstrating illegal exploitation, or rather looting of cooper and gold deposits in occupied Kelbajar region not forming former Nagorno-Karabakh Autonomous Region and lauding their returns from it.
By the way in the same impudent manner the reportage of Reichmann is accompanied with Azerbaijani musical instrument balaban, nationalized by armenians like many other things.
It is impossible to list all similar “Extraordinary incidents” in above-mentioned TV scripts. But it is clear that they give very bias and one-sided interpretation of developments of Karabakh war, regional history and culture are presented in Armenian mythical version without reflection of actual state of affairs. Named TV channels and journalists seem to decide fairly earn on Karabakh conflict and grief and pain of millions people.
Thus, one can arrive at convincing conclusion that Armenian Diaspora is a real author of these provocative TV scripts. By the way, some mass media informed that M. Reichmann was Belgian Armenian, yet it was not possible to establish reliability of it.

Absurd demagogy of Kazimirov
It is logical that the official opinion of the OSCE MG chairmen is perceived to be the same with the position of the country they represent. However it also was observed during the previous years that the character, personal preferences, mood determines co chair’s behaviors within the MG negotiations process. It is of course ideally unacceptable that personal prejudices and bias influence the process.
We unfortunately have been witnessing this kind of attitude, which was also discussed previously.
Similar behavior was observed after the representative of the president of the Russian Federation on Nagorno Karabakh and Russian co-chair of MG, Vladimir Kazimirov. His biasness, unfairness, pro-Armenian attitude was obvious from the very beginning. He clearly demonstrated his poison after resigning from the above-mentioned position.
During the conference organized in Yerevan in 2008 called “Countries of Caucasus and Middle East” Kazimirov, armenophil, behaved as a cheap and alarmist lawyer of Armenians.
Kazimirov mentioned the following by completely ignoring the fact of occupation of 20% of Azerbaijani territories and displacement of about a million of refugees and IDPs:
«Aspirations of Baku to solve the conflict by military means, its negligence of UN SC resolutions and unwillingness to stop military actions, resulted in its failure in the war and loss of control over Nagorno Karabakh, 7 additional regions around Karabakh and caused forced flight of over 700 thousand people.
Similar position was demonstrated during his interview to «Время новостей» (News Time -tr): “Situation can not be judged upon separately from the links with its cause and results; we know that the occupation was a result of long lasting military actions from 1991 to 1994… Call to withdraw all occupation forces (UN SC Resolution 822 is referred to – G.J) was actually a call to stop military actions. Baku did not even respond to the appeals of Russia, USA and Turkey on fulfilling the requirements of Resolution 822, while Yerevan and Stepanakert did (?! –G.J).
After the fall of Aghdam on July 23, 1993 the next Resolution No. 853 of July 29 of the same year reiterated the necessity to stop military actions and immediate withdrawal of forces. It was calling for ceasefire which was repeatedly violated by Azerbaijan expressing its unwillingness to stop the war”.
The interview further continues in the same spirit: “It was clear who broke the requirements of Resolution No. 884 (on ceasefire – G.J) and who responded by which means…Therefore the wording used by Azerbaijan on fulfillment of four UN SC Resolutions in false. No requirement of those Resolutions was ever fulfilled, but the ceasefire. Baku was the first to avoid the immediate fulfillment, it prolonged military actions relying upon military actions.
By hiding the real aggressor, Armenia, under its wings Mr. Kazimirow blames Azerbaijan- the country that suffered of the conflict.
This unfortunate diplomat changes the places of the occupied country with aggressor on purpose. He wrongly interprets the reality and the legal requirement of the resolution in order to show Azerbaijan as a country that violated the resolutions and supported the military actions… What an impudent lie! Never thought of being perceived as occupiers of own lands!
Everybody can just take and read the original text of all the above-mentioned resolutions and it never qualifies neither Azerbaijan, nor Azerbaijani forces as occupiers. It clearly states that occupiers are “Armenian forces and that Lachin, Kalbajar, Aghdam, Jabrayil, Fuzuli, Gubadli, Zangilan and Horadiz are territories occupied by Armenian armed forces”.
Look at another statement by Kazimirov: “Considering the population of Nagorno Karbakah to be its own citizens Baku does not want negations and threatens with war instead.
Nothing more than another impudent provocation! Azerbaijan never threatened – it just warned that in the case if Armenian does not withdraw of the occupied Azerbaijani territories it will have to use military means for liberation.
Furthermore Azerbaijan would have peacefully solved all issues with the population of Armenian ethnicity, without Armenian interference. In addition if this was the case with Azerbaijan how then dozens of thousands of ethnic Armenians continue living in Azerbaijan up to date?
“It is time to response to militaristic calls of Azerbaijan” exclaims Kazimirov. Indeed it is time, but it is time to respond on the deeds of Armenia, which has been wrongly presenting the reality, pretending to be a poor victim and causing misperception of reality by international public. Due to this everbody is reyig to ssatiscfy the impudnet Armenian caprisesş Ühat should Azerbaijan be doing then? Until when shall Azerbaijan tolerate the fact of occupation of its territories?
By the way in one of his interviews, Mr. Diplomat states, “According to Article 9 of its Constitution Azerbaijan denies war as a mean to solve international conflicts”. Then Azerbaijan can not hold wars?! Kazimirov deliberately misinterprets the real facts and tries to blow dust into international perception of the situation.
The mentioned article of the Constitution states: “The Republic of Azerbaijan denies war as a mean of intervention on the sovereignty of other countries and resolution of international conflicts”
In this situation Azerbaijan does not want anything more than t reinstate its own territorial integrity. Trying to be short and not spending much time on the absurd demagogy of Kazimirov? We are wondering what makes this 80 years old man to do all this things?
He shall be asked why did not he then do anything while his co-chairmanship of MG for several years and wasted the money allocated for that?

Chapter four THE ARMENIAN NUMBERS GAME AND THEIR USE OF TWO SETS OF BOOKS
There wasn’t much of a “kingdom” that disappeared in the eleventh century. The best that can be said of this tiny place, even in the eleventh century, was that it was nothing more than a vassal state.
Hovannissian alleges that even after Armenia ceased to exist in the eleventh century a separate principality carried on the Armenian tradition. He claims that this principality lived on in the mountains as a place where Christians could flee from the Muslims. Hovannissian claims this place was Karabakh, although many historians do not agree with this claim.
During the seventeenth century Karabakh gave rise to the pioneers of the Armenian emancipatory struggle, adventurers who attempted to entice the monarchs of Russia and other European powers to embark on a crusade to liberate the great plateau. The first Russian military contingents appeared in the eighteenth century, and finally at the beginning of the nineteenth century, after a series of devastating Muslim incursions, Karabakh was annexed to the Romanoff Empire… The introduction of Russian rule did not fulfill Armenian aspirations, for Karabakh. Instead of regaining autonomy, was absorbed into a succession of larger administrative units (P 81 from the book of Hovannissian).
Hovannissian does admit that Azerbaijan also had a good claim on these lands.
The Azerbaijani case was not unimpressive. The Armenian arguments needed only to be reversed. Though the Armenians had enjoyed a degree of autonomy in the past, the region had nonetheless been included in the Muslim of Khanates Ganja and Karabakh. During the several centuries before the Russian conquest, the Muslims had prevailed throughout Transcaucasia and, in spite of Russian favoritism to the Christians, still outnumbered each of the Christian people taken separately. In the Elisaretpol gubernia Muslims constituted the majority in seven of the eight uezds and, even in the heart of mountainous Karabakh, Tartars (Azerbaijanis-trans.) and Kurds formed a significant minority. The Armenians, the Republic of Azerbaijan charged, stove to carve out of Elisavetpol only those districts that were suitable to their political ends, but in doing so they threatened the geographic, economic, and political unity of the region. The addition of pockets of Christian concentrations to Armenia in this manner would be unjust, illogical, and deleterious to the welfare of all concerned.
For Azerbaijan, the steppes and mountains of Elisavetpol were not contrasting entities; on the contrary, they were the complementary components of a single unit, fitting perfectly into the Muslim pastoral economy. If hills and steppes were separated, countless Muslim herdsmen, deprived of summer partners, would face certain ruin… Azerbaijan believed that Karabakh was strategically as vital to her as it was to Armenia. It was a towering natural frontier, which, under the control of another power, would leave Azerbaijan perpetually vulnerable. That the fact the Elisavetpol guebernian was bound to Azerbaijan was clearly demonstrated by the fact that nearly every primary road led eastward toward Baku, not westward to Erevan. The Armenians of Karabakh depended on Baku for a large share of their supplies, and thousands of them were either seasonal laborers or permanent employees in the oil fields and offices of that rapidly expanding metropolis on the Caspian Sea (P 82).

National Heroes of Azerbaijan
The dexterous, fearless, brave policeman
He has lived a very short life, within all the twenty-two years. Hardly has passed more than 18 years since last day of this short, at the same time a glorious life. And if would have lived until earlier this month he would be only forty…
Yusif Aliyusif oglu Aliyev was born on Dec. 2, 1969 in the Gobustan settlement of Baku city. After finishing of study in the secondary school number 223, he worked in Gobustan Motor Transport Department, and in 1988-1990 in the Sverdlovsk city, served in the ranks of the former Soviet Army.
When Yusif returned to his motherland, witnessed the extremely tense political situation that has arisen as a result of the notorious “Armenian Movement” for tearing away of Nagorno-Karabakh from Azerbaijan. Azerbaijanis-Armenian residents expelled from their homes, as well as Nagorno-Karabakh, they were severely tortured, tormented and killed, sparing neither children nor women nor the elderly, the Azerbaijani villages were subjected to frequent artillery bombardments. Yusif, of course, could not stay out of these events. In order to do in this difficult situation something useful for his country, for the people, Y.Aliyev appealed to the Interior bodies. Here he was not denied, because in those days in law-enforcement bodies were a great demand for such tall and strong young men.
In those days, the Azerbaijani army had not yet been formed, therefore polices, among which was, and Yusif, had to defend on native land protection from the first day of the Armenian armed onslaught against the country. Aliyev has obtained an order in the third company of the battalion post of the patrol service. In a short time the dexterous and fearless policeman has become a favorite of his comrades in the service.
In February 1991, Y.Aliyev honorably released from the first fighting test in Goranboy district. Armed Armenian gangs, ambushing villages in the Buzlug, Meneshid and Erkadjh villages often attacked the nearby Azerbaijan settlements, blocked roads. Early in the morning of February 24, about 500 armed Armenians attacked the Meneshid village. Forces were clearly not equal. The police unit tried to hold on to their advantageous position, while knowingly allowed enemy forces closer and closer, sometimes subjecting them to fire from different parties. Everything went according to plan, but the enemy did not want to retreat, though has already serious losses. Meanwhile, stocks of ammunition of the Azerbaijan fighters expired. Then Yusif with a group of 14 people has rushed to hand-to-hand fight. From the unexpected attack enemy forces scattered. Similar fierce fights in the short life of Yusif were many, and in each of them he has shown courage and firmness.
September 14, 1991… Enemy forces attacked the Buzlug village. From the squad that came into the fight to the death, the message on the completion of ammunition has come. Under a hail of shells Yusif delivered ammunition to the Azerbaijani fighters. But it was succeeded to him at the cost of the life…
He was married, but it is a pity, the family of this young man too early remained without the head…
On June 6, 1992, Yusif Aliyusif oglu Aliyev was posthumously conferred the honorary title of the National Hero of Azerbaijan by the decree of the President of Azerbaijan.
The hero is buried in Rahimli village of Agsu district. 195th school in the Gobustan settlement now bears the name of Yusif Aliyev, and in front of the school put his bust.

U.S. helps the separatists?
Recently, the House of Representatives and U.S. Senate Congress approved the bill on total appropriations for 2010 fiscal year, which provides financial assistance to Armenia in the $ 41 million, and Nagorno-Karabakh (NK) – $ 8 million.
This is not the first fact aid to Nagorno Karabakh by the United States, Russia, France, etc. In 2006, the U.S. financial assistance for NK was $ 3 million in 2007-2008 – 5 million. According to the information in the past 17 years the U.S. has provided self-proclaimed regime of so-called “Nagorno-Karabakh Republic” (“NKR”) in a total of $ 200 million.
We begin by recalling that in the period from 1990 to 1994, NK, and 7 districts of Azerbaijan occupied by Armenian armed formations. This territory, amounting to one-fifth of Azerbaijan, at present, remains under Armenian control. We do not say anything of the immense material, moral, purely human damage to Azerbaijan and its citizens.
This fact is the U.S. support for the separatist regime of the NK and the occupier, Armenia, as before, caused violent, negative reactions in the Azerbaijani society and, naturally, it served to strengthen anti-American sentiment in it. And not without reason. Of course, people realize that money belonged to America, they just disposed of it and nobody has the right to give it any instructions. However, there are many nuances that give reason to consider this U.S. move unjustified, inaccurate, unfair and biased.
The whole world knows that existing at present in NK separatist regime was installed on the age-old Azerbaijani territory with a flagrant violation of the requirements of the laws of this country, by force, under the direct intervention, or rather the patronage of Armenia. It is no accident that so far fictitious education, called the Armenian “Nagorno-Karabakh Republic” is not recognized by any country in the world, including the United States. Now please give thought to the essence of the situation.
United States, one of three co-chairs of the Minsk Group (MG), the OSCE directly involved in the negotiation process to settle the Armenian-Azerbaijani conflict, on the one hand repeatedly declare that recognize the territorial integrity of Azerbaijan and do not recognize formation under the name “NKR”, but with other – always have the latest gradually increased financial help. And it’s not all. As we wrote earlier, a few years ago, U.S. Department of Justice under the “etiquette” lobbying organization registered “Representation of the Nagorno-Karabakh Republic in Washington”. And it is not just a series of formal organizations. According to the “Deputy Foreign Minister of Karabakh” Vardan Barsegyan, Karabakh Mission works with the U.S. State Department, Congress, political and academic circles, media and representatives of the Armenian American community. According to him, back in 2008, more than 100 members of House of the Representatives have signed the written statement to the U.S. president with a request to facilitate the official recognition of the Nagorno-Karabakh Republic by the United States. Here’s a real nonsense. How order to understand such policy? Recognition is unrecognized or what? What’s the logic? After all, we think, if we take a representative, means to represent them. And besides, deceive us thought that, they say, “it does not mean official recognition of independence of Nagorno-Karabakh by the United States”. What nonsense! What to call this except as a two-standard policy?
With regard to the allocation of U.S. help to Nagorno-Karabakh, Head of Public Affairs U.S. Embassy in Azerbaijan, Terry Davidson, trying to somewhat smooth the situation, served as the discontent of the Azerbaijani public, said: “The United States does not recognize the government under the name of the Nagorno-Karabakh Republic. It is our policy and it remains unchanged. Regarding assistance allocated by the U.S. Congress, America allocates it not the government, and people. This assistance is intended solely for humanitarian aid projects such as mine clearance. These projects are NGOs”. Let us forgive Mr. Davidson, but it seems that – an attempt to throw dust in the eyes of the Azerbaijani public. First, once the U.S. recognized the territorial integrity of Azerbaijan, it means that every project undertaken by them on its territory must necessarily be coordinated with them. Secondly, is there any guarantee that this “humanitarian” money does not fall into the hands of leadership of the separatist regime of the NK and will not be used by it in order to build its military power?
Thirdly, what Karabakh NGOs will be engaged in mine clearance, and in general, whether the NK NGOs, which could help implement the $ 8 million? And then, as they could be mined in NK territory controlled by the separatist regime? Fourth, why is not provided such assistance to Azerbaijani refugees and internally displaced persons, which number in hundreds times more than in NK? Or let the same for mine clearance, because mined by the Armenians of Azerbaijan’s territory is much more. It is enough to notice that until October 2009 in the Azerbaijan territory 112,975,482 square meters have been cleared from mines, were seized and destroyed 488,507 units of anti-personnel mines and duds. Fifth, give orders as to call it, except as not fitting guide U.S. policy of duplicity, openly supported the separatist regime, established in the occupied territories of Azerbaijan? There is no doubt that this will improve the socio-economic status of “NKR” and the continued occupation of Azerbaijani territories. It turns out that the United States – in words the partner of Azerbaijan – instead of the expected condemnation of an aggressor, creates conditions for its development.
By the way, there is information that the U.S. president sent the draft budget, as well as the Senate budget for the coming 2010 financial assistance Karabakh separatists was not provided. But Congress has made this step, contrary to international law, and, moreover, through the head of Azerbaijan. And that is America though reluctantly, is a serious blow to US-Azerbaijani relations and itself nullifies all its efforts towards the settlement of Armenian-Azerbaijani conflict. The given step will undermine the image of the U.S. as “impartial intermediary” as co-chair of OSCE Minsk Group.
It was reported that currently the Armenian diaspora make referrals to U.S. Congress, in which, thanks to financial assistance to “two Armenian states”, what they want to bring to public attention the United States and around the world that, say, in the world, there are two Armenian “states” – Armenia and Nagorno-Karabakh. Moreover, they demand that the U.S. Congress assurances that Azerbaijan does not send the selected U.S. financial aid for military purposes.
However, to date has not been abolished 907th amendment about Freedom Support Act, adopted by Congress in 1991 under pressure from the Armenian lobby and prohibits the provision by the U.S. government aid to Azerbaijan.
In short, the American government to provide financial assistance to the separatist Nagorno-Karabakh, regardless of how they call it, runs counter to U.S. policy and can be evaluated as a “policy of double standards”.

Migrants in Azerbaijan: real situation and existing problems
18 December 1990 UN General Assembly adopted the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families. Given the large and increasing number of migrants in the world, 4 December 2000, the General Assembly in its resolution 55/93, proclaimed this day as International Migrants Day.
In his message on the occasion of International Migrants Day, UN Secretary General Ban Ki-Moon noted that in 2009, outside the country of origin lived about 200 million, or 3% of world population. The Secretary General expressed his concern about the problems of migrants and called on the government to protect the rights of migrants, to build its migration policy with regard to human rights.
Azerbaijan, that has faced the problems of over a million refugees and internally displaced persons as a result of aggressive policy of Armenia, has yet become a place of hope migrants come here from all over the world. In the country at the state level implemented measures in part the creation of sustainable living and working conditions for migrants. However, at present in this area there are a lot of problems.
It was dedicated to these issues and a recent round table on “The present situation and problems of migrants in Azerbaijan”, organized by Public Associations “Protection of Rights of Migrants and Internally Displaced Persons in Azerbaijan”(PA PRMIDP) and “Public Council on Human Rights” (PA PCHR).
The chairman of PA PRMIDP, Professor Nadir Abdullayev opened the event with a foreword. He noted that according to UN’s last estimations, global finance crisis caused lost of 50 million working places, about a hundred million people in the world live in an abject poverty condition.
Employee of PA Dayanat Musayev, made a presentation about the real state of residence and employment of migrants in Azerbaijan. The speaker noted that the rapid growth in the number of migrants in the country contributed to a number of circumstances, including reforms to protect human rights and freedom, conducted in Azerbaijan, increased development and strengthening of the republic’s economy, which served to attract the flow of migrants. In a number of reasons, he also mentioned the closure of “Cherkizov” market in Moscow, where worked thousands of Azerbaijanis, but also reduction of quotas on the number of labor migrants in Russia’s capital Moscow, and from 750 thousand to 250 thousand people. Musayev led the facts on the number of migrants in the country and identified specific problems with which these people meet, such as employment, residence, matters of health care and other social sectors.
Addressing the meeting, Vahid Gahramanov, deputy head of migration policy section of State Migration Service of the Azerbaijan Republic (SMSAR) reported that in the current year about 7000 foreign and people without citizenship were appealed in SMSAR. According to official, all of their appeals are investigated and corresponding decisions made. He noted that the body has a hotline service, there is a website www.migration.gov.az.
During the Round Table Fuad Jabbarov, sector chief of Migration Department of Ministry of Labour and Social Protection of People, Arzuxan Alizade, executive director of Public Council on Human Rights, Saltanat Mammadova, project officer of International Migration Organization, Hamzat Ilyasov, representative of Chechen Commune in Azerbaijan, Mugalib Mahmudov, official of Ombudsman Office, Alovsat Aliyev, the president of Azerbaijani Migration Centre, Ibrahim Burhanov, chairman of “Veten” Society of Axisxa Turkish, Musa Musayev, official of Human Rights Institute of Academy of National Sciences of the Azerbaijan Republic, and others spoke around the theme.
Significance and importance of migration procedures from the viewpoint of elimination of existent shortages and regulation meeting obligations forwarded by international agreements were once again noted by making discussions and exchange of views around discretions and proposals in line of improving this field of service at the round table arranged.

MAN and JOURNALIST with a capital letter
The veteran journalist, founder of the Russian-Azerbaijani schools of journalism, a wise man, a friend and adviser of our newspaper has died. Gone alas, not having lived up to view the materials of the present issues of the newspaper a few days, and before his eighty-year anniversary – just three months. Merciless death is not allowed…
It is hard and painful to reconcile with the idea that Azad muallim is gone. He would bring people to live so enjoy his creativity. But, apparently, is the will of God. Pity! His wisdom, magnanimity, kindness and personal charm complemented by a unique intelligence. Words can not convey the full depth of the bitterness experienced by us – family, friends and acquaintances of the MAN and JOURNALIST with a capital letter.
Azad Aga Karim oglu Sharifov (Azad Sharif) was born in 1930 in Baku in the family theatrical figure Aga Kerim Sharifov, founder of the first in the east the Theatrical Museum named Jafar Jabbarli. He graduated Azerbaijan State Conservatory and the Baku State University.
He begun journalistic career in the newspaper “Molodyoj Azerbayjana” in 19 years. Then – the appointment of a special correspondent for the newspaper “Pionerskaya Pravda” for Azerbaijan and the return in 1959 in his native “Molodejku”- the first editor in chief of the Azerbaijani Russian-language newspaper. Under his leadership, the newspaper has become a main training workshop for Russian-language journalism in Azerbaijan. A year later, A.Sharifov is invited to work in Moscow in the publishing department of the All-Union Leninist Young Communist League (AULYC). Soon he has served as deputy chief editor of the popular magazine “Vokrug Sveta”, and then – Post special correspondent of the newspaper “Izvestiya” on Turkey, Iran and Afghanistan.
Having returned to Baku in 1969, A.Sharifov joined the head of the department of culture of the Central Committee of Communist Party of Azerbaijan, in 1979 became chairman of the State Committee of Cinematography, in 1988, in bad times the aggression of Armenia against Azerbaijan, he was appointed Director of General Information Agency “Azerinform” (present State News Agency Azertag). The preparation and publication of A.Sharifov, along with then-Prosecutor General of Azerbaijan Ismet Gayibov album “Armenian terrorism” is necessary in those days. This album was issued after the death of I. Gayibov as a result of Armenian terror, and for this album Azad Sharifov was sentenced to death by terrorist organization ASALA.
After resignation from the civil service, in Azad muallim and day there was no activity, despite the problems encountered in health. Work was the main purpose of his life.
Azad muallim – a man with beautiful soul, a reliable friend, the excellent teacher and family man, in his works, wrote about our culture, about war, about friends, family, shared his impressions and recollections of his many travels, he’s – the first Azerbaijani international journalist… In short, he wrote about real life. But such books, articles simply can not be interesting.
That really is his book. Since that time, more than 250 of his articles, statements, essays, including on the Karabakh issue were published. Editions ““Azerinform” publishes, informs, declares”, “The tragedy of 2 years”, “Undeclared War”, “Break the information blockade”, “Armenian terrorism”, “Time to look back”, “Creative Dynasty Azerbaijan XX Century “,” A few years go – all the best years, which no longer return “and others. Too worried A.Sharifov Karabakh issue, about which he wrote a lot. Very much wished to see the liberation from the occupation of our lands. But, alas, have not see… And conceived book about Khojaly tragedy did not write…
Being engaged in teaching, Azad muallim has brought a lot of talented children who saw him as more than just a teacher. As one of the elders of our media, he willingly shared his wide experience with young journalists, spared no effort to build them as full-fledged professionals.
Merits A.Sharifov in the press was appreciated: he was awarded the honorary title of “Honored Journalist of Azerbaijan”, awarded to journalism award named after Zardabi. Name Azad Sharifov has been on the international “Who’s Who?”

S.Sarkisyan – one of the main executioners of Khojaly people
Khojaly genocide that can be compared to the tragedies of Songmi, Guernica, Hiroshima, Khatyn, Lidice – was committed by nationalist, barbaric forces of Armenia against Azerbaijan in the implementation of the mythical dream of “Great Armenia”.
Making this monstrous crime, the Armenians pursued far-reaching tactical targets: together with the expulsion of Azerbaijanis from their homes, they tried to intimidate, put on his knees Azerbaijani people, to undermine their morale, to force to reconcile with the loss of a part of their primordial territories.
The result of this massacre acts of peaceful people whose only “fault” that they were of Muslim origin, was appalling: the Azerbaijani town of Khojaly with seven thousand people on the night of February 26, 1992 were razed to the ground. There is no such city on the map of Azerbaijan anymore only bloody figures are left: 613 dead, 56 of whom were killed with extreme cruelty, 487 people became disabled, 1275 were taken as hostages, the fate of 150 persons are unknown until now. Among the dead – 106 women, 83 children. 8 families were completely destroyed, 25 children lost both parents, 130 – were left without one of their parents. It should be noted that these data were published hot on the heels of the tragedy. Subsequent investigation of the mass extermination of Khojaly showed that the actual death-toll during the most brutal crimes of the Armenian bandits armed groups together with 366th Russia’s motorized infantry regiment of about 1000 people, over 200 of whom were women, and the number of wounded, captured and hostages, missing much higher than the above figures. At the turn of the third millennium, the Armenians carried out one of the most violent massacres totally exterminating the population including women, children and elderly. Soon the world has witnessed an incredible sight: a large space of disfigured corpses laid scattered hundreds of Khojaly with gouged eyes, ears cut off, with scalped, with the severed heads…
It has long been known around the world, but I reminded them only once again to underline a scandalous thing: in such a blasphemous crime against humanity, yet no one punished! No one has been brought to justice before the court for unprecedented vandalism!
Isn’t the identity of these super criminals really known? Or there is no evidence of overt and the cruelest type of crime? Maybe it is difficult to find them, or, if the legal, “the location of criminals are not established”?
But they are known to the whole world! Evidence of their crimes abound, and to establish their location – easier than to drink a water. If it is necessary, we will be happy to help in this matter with the relevant international structures. Here, for example, we can name one of them: the current president of Armenia Serzh Sarkisyan! Yes, yes, we are not mistaken, it was he – one of the main executioners of Khojaly people, and thousands of dead people from other occupied settlements and soldiers of Azerbaijan! Of course, he was not alone among the main executioners and Robert Kocharyan, a former president of Armenia, and Arkady Ghukasian, the former “president” of the so-called “Nagorno-Karabakh Republic” (“NKR”), and Seyran Oganyan, the current Defense Minister of Armenia, former commander of the motorized company, 366th motorized infantry regiment stationed in Khankendi (Stepanakert), and lieutenant-general Yuri Zarvigarov, the unit commander, and Lt. Gen. Boris Gromov (now the governor of Moscow region – G.N.), lieutenant-general Yuri Greeks, major Yevgeny Nabokikh, the commander of the third infantry battalion, Col. Kraule and others, and “privates” executioners – a lot. Sarkisyan also is called the chief executioner, because he is the author of the plan of operations for Khojaly and the team to “destroy” came directly from him. However, it would be necessary to look at his bloody way from the very outset.
Since 1988, S.Sarkisyan was one of the leaders of the “Artsakhsky movement” (Armenians often called Nagorno-Karabakh (NK) “Artsakh”th – G.N.), whose members fought for the output of the Nagorno-Karabakh Autonomous Region (NKAR) of the Azerbaijan SSR and its subsequent inclusion of Armenia, stood at the origins of self-defense forces of NK. In December 1991, Sarkisyan was elected to the “Supreme Council” of “NKR”. 18 February (according to some reports – February 23) in 1992 was appointed chairman of the Committee of Self-Defense Forces “NKR”. In 1992-1993 he was acting minister of defense of the unrecognized regime, supervised all operations of the armed forces during all this time and was personally involved in the campaign to exterminate the citizens of Azerbaijan, and Khojaly – this is the first of its operation, i.e. massacre, led directly to them. Essentially Sarkisyan led the committee of self-defense forces of “NKR” since 1989.
Materials in connection with the Karabakh war shows that, under the direct leadership of Serjik Armenian armed forces to some extent achieved their objectives: in the period 1992-1994, they have been taken Khojaly, in May – the district center of Shusha and Lachin, in April 1993, they occupied Kalbajar then Aghdam, Jabrail, Fizuli, Gubadly and Zangilan districts of Azerbaijan.
As indicated above, there is much evidence of a crime Sarkisyan on the planned destruction of Khojaly, but I want to give some details, and proving it.
“The black garden” is remembered Sarkisyan’s citations from his interview in the book Thomas de Waal. In response to a request to tell about the capture of Khojaly, he replied: “We prefer not to speak aloud about this”. And then boastfully added: “But I think the main issue was quite different. Before Khojaly the Azerbaijanis thought that it is possible to make joke with us, they thought that the Armenians could not raise their hand against the civilian population. We were able to break this stereotype. Here’s what happened”. It is possible that these massacres were, let at least and partly, a deliberate act of intimidation”. In short, in 1992, Sarkisyan commanded forces have committed Khojaly genocide. Once in command, means, and an order for the destruction of hundreds of people came from him, and he personally took part in this. That is he – the main executioner of Khojaly people.
That is why Serzh Sarkisyan must answer before the European Court of Human Rights. He should sit in the Hague prison, along with their leader and accomplice-criminal Robert Kocharyan.
