According to the Deputy Prime Minister of Azerbaijan, it is necessary to monitor the implementation of resolutions adopted in connection with the Nagorno-Karabakh conflict. “International organizations conduct analysis and monitoring of all issues related to refugees and internally displaced persons throughout the world,” Deputy Prime Minister, Chairman of the State Committee for Refugees and IDPs Ali Hasanov said at an event on March 3.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council’s four resolutions on the liberation of the Nagorno-Karabakh region and the occupied territories.
According to Hasanov, in the world practice still there is not such monitoring, analyzing the implementation of the resolutions adopted to resolve conflicts.
“This event brings together ambassadors and financial structures. I do not know whether they will take it, whether it is beneficial to them, but in the future, we will continually repeat this offer so that any structure would assume this responsibility,” said Chairman.
According to him, it is possible to analyze the implementation of resolutions relating to the solution of the Nagorno-Karabakh conflict, adopted by the UN Security Council, the OSCE Lisbon summit, the Parliamentary Assembly of the Council of Europe and the Organization of the Islamic Conference.
“If any organization can monitor any minor problems with great zeal, then why not to monitor such a serious problem,” Hasanov said.
According to the representative of the United Nations High Commissioner for Refugees to Azerbaijan Arin Sala Ngarin, due to the fact that the organization, which he represents, is a humanitarian organization, they will try to resolve the issue risen from a humanitarian point of view.
“Every structure of the UN in Azerbaijan will do everything in their power within their mandate to provide material assistance or ensure the rights of people, returning of the refugees and internally displaced persons. The proposals and recommendations put forward by Deputy Prime Minister will be discussed,” he said.
