Segey Mikheev: Prospects for resolving Karabakh conflict give rise to doubts as parties’ positions are incompatible, Sergey Mikheyev, Vice President of Russian Center for Political Technologies, said in an exclusive interview to Day.Az.
Commenting on the idea of creating a “Caucasian home” for strengthening peace and stability in the region, Russian expert stressed, “We must be realistic. Never ever in its history has Caucasus lived peacefully – either internally or with neighboring states. Memories of a relatively prosperous Soviet past lead us into delusion. But that’s quite a short period in historical terms,” Mikheyev noted.
To the question “Don’t you think that after last year’s developments in South Caucasus Moscow can follow the example of Karabakh conflict, in an attempt to restore its peacemakers’ image?” Russian expert answered, “I don’t think the issue here concerns the personality of mediators. The thing’s that Yerevan and Baku are not ready to make serious concessions. Each of them anticipates mediators to exert pressures upon each other so as all problems will be resolved without concessions. To me, such position seems a dead-end.”
Commenting on possibilities of resolving conflict by use of force, Mikheyev said, “Caucasus had better refrain from using weapons unnecessarily, as that may produce a long-term impact, creating problems that may be difficult to settle.”
